Subject Grant to Miami PAC Foundation for
"Lighting the House" Art Basel Event

RECOMMENDATION:
It is recommended that the Board of Directors for the Omni Community Redevelopment Community
Redevelopment Agency (CRA) approve and adopt the attached Resolution authorizing the Executive
Director to provide a Grant to the Miami Performing Arts Center Foundation (MPAC) in the amount of
$75,000 to be used to assist in defraying the costs of the "Lighting the House" event to take place on
December 2, 2005, as part of Art Basel 2005.
JUSTIFICATION:
MPAC has requested this grant by the attached June 27, 2005 letter in which they "seek to partner with the
CRA because of the CRA's demonstrated interest in changing visitor perceptions and, more importantly, the
economic reality of our surrounding neighborhoods. Investment in similar culture -based development has
led to transformations in Fort Green in Brooklyn; the Art Space projects in Salt Lake City; and most notably,
Little Havana in Miami." As you are aware, the success of the Performing Arts Center is most critical to the
overall economic improvement of the Omni CRA Area. Although, the Omni CRA contributes $1.43 million
annually to Miami -Dade County to retire the PAC Construction Bonds, it is equally important to participate
on the cultural side as the PAC becomes a reality. The total budget (copy attached to MPAC request letter)
for this event is $398,257.00 of which this request is for the Omni CRA to provide $75,000 or 19% of the
total budget. This event is tied to the 2005 Art Basel event and MPAC is currently in negotiations to have
the "Lighting the House" event listed as an official Art Basel event. This event; and recommended grant,
comply with the Omni CRA Master Plan as presented in Section IV, page 11 - "The second major
revitalization strategy of the Omni Area is to create the image of a desirable high quality 'uptown' district
with an attractive appearance, a 24-hour activity pattern, and a perception of safety and security." This
event will help achieve this objective and further create the desired ambiance with the PAC as the cultural
center for not only the Omni CRA but all of Miami -Dade County and South Florida.
FUNDING: $75,000 from Omni TIF, Account Code 686001.590320.6.940, entitled "Other Grants and Aids".
