Winton and Members of the CRA Board Date: 07/15/05 Eile 05-00287 Subject: Authorization to Enter to Land Purchase and Sale Agreement with Greater Bethel A.M.E. Church Frank K. Rollason References Executive Director Enclosures Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Board of Directors for the Southeast Overtown/Park West (SEOPW) Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution, with attachment, authorizing the Executive Director to enter into the proposed Agreement with the Greater Bethel African Methodist Episcopal (A.M.E.) Church ("Church") for the sale of two (2) identified parcels from the CRA to the Church as previously approved by the SEOPW Board of Directors for the sum of one dollar ($1.00) contingent upon the Church allowing the use of the property by the public for parking when not being utilized by the Church. JUSTIFICATION: On April 26, 2004, the SEOPW Board of Directors approved the sale and transfer of the two identified parcels via SEOPW/CRA Resolution No. 04-26 (copy attached) with instructions to present the proposed Agreement to the Board of Directors for approval. As a review, on October 20, 2003 BAME Development Corporation of South Florida, Inc. submitted a letter of interest to the CRA to acquire and develop the referenced CRA properties located along NW 8th and 9'h Streets. The properties were acquired from the City of Miami pursuant to City Commission Resolution No. 95-268 and have an assessed value of $115,100 according to the Miami - Dade County Appraiser's Office. On January 26, 2004, pursuant to CRA Resolution No. SEOPW/CRA R-04-04, the CRA Board authorized the Executive Director to issue a Public Notice for the disposal of these CRA properties and further directed the Executive Director to receive public comments and/or other proposals pursuant to Florida Statutes, Chapter 163. On February 5, 2004, the CRA publicly noticed a RFP for the properties with a response deadline of March 1, 2004. One comment was received from The Black Archives which endorsed the proposal from BAME and one proposal was received which was determined to be inconsistent with the Historic Overtown Folklife Village concept. On April 26, 2004, the Board of Directors agreed with the Executive Director's recommendation to convey these properties to the Greater Bethel A.M.E. Church (Church") and so instructed the Executive Director to negotiate a Purchase and Sale Agreement with the Church contingent upon the Church allowing use of the properties by the public when not being utilized by the Church and to present the proposed Agreement to the Board for approval. The requested proposed Agreement is attached and it is recommended that it be approved and the Executive Director be authorized to execute same. FINANCIAL IMPACT: None FKR/eh
