Zion Underground Electric Service Engineering From: Frank K. Rollason References Executive Director Enclosures: Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Board of Directors for the Southeast Overtown/Park West Community Redevelopment Agency (CRA) approve and adopt the attached Resolution ratifying the Emergency Action of the Executive Director to issue Work Order No. 05-34 to TY Linn/HJ Ross for professional engineering services for the Underground Electrical Service Conversion for The Historic Mount Zion Missionary Baptist Church located at 301 NW 9th Street in Overtown in the amount of $8,350.00. JUSTIFICATION: As part of the completion for the 9'h Street Pedestrian Mall Extension Project (the section between NW 2nd and 3rd Avenues), Florida Power and Light (FPL) has been given a work order to remove the power poles along this portion of the mall and has completed all the work they can until the Mt. Zion work is completed. To keep this project moving forward, the Executive Director has issued Work Order No. 05-34 on an emergency basis. As part of the FPL work it is necessary to convert all the properties fronting the mall to underground service (The Dorsey House and the adjacent apartment building were converted in late 2003 and funded by the CRA). The conversion for Mt.Zion is more complicated in nature and thus requires the formulation of engineering plans that can be utilized for bids from various electrical contractors to perform the construction. It is estimated that the actual cost of the conversion will be in the $20,000 range and thus, we will want to bid this particular project rather than just select a vendor at will. The CRA's Engineering Consultant, TY Linn/HJ Ross has submitted a proposal and associated Scope of Services to perform the engineering element of this job (copy attached) for the amount of $8,350 which includes the preparation of the required engineering drawing and processing of same through the permitting process as well as required boundary and topographic survey. TY Linn/HJ Ross will also oversee the contractor's work during the construction phase as part of their Scope of Services.
