RECOMMENDATION:
It is recommended that the Board of Directors for the Omni Redevelopment District Community
Redevelopment Agency (CRA) approve and adopt the attached Resolution authorizing the Executive
Director to provide initial funding in the amount of $500,000 to the City of Miami Capital Improvement
Projects (CIP) Department for the purpose of performing streetscape improvements within an approximate
two block area surrounding the new Performing Arts Center (PAC) in time for the projected opening in
August of 2006.
JUSTIFICATION:
The Omni CRA has been approached by the PAC (Mr. Michael Hardy, Executive Director) to financially
participate and sponsor streetscape improvements to the streets and sidewalks immediately surrounding
the new Performing Arts Center as a pilot program to be expanded throughout the Omni Entertainment
District. A meeting was held with PAC, Department of Off Street Parking (DOSP), CRA, and City CIP
representatives on March 22, 2005, where the project parameters were discussed. City CIP (Mary
Conway) stated they would take the lead on this project and coordinate the efforts and provide contractors
for design and construction if the Omni CRA would provide the funding. At this point in time, we do not
know the full extent of the scope of work as design work has yet to begin, but initial start up funding is
required to get the project moving. I am requesting authorization for an initial expenditure of $500,000 and
will return to the Board for additional funding authorization as required. Payments from the initial funding
installment would be made by the CRA directly to the vendors selected by the City CIP as work is approved
by the PAC, City CIP, and the Omni CRA Executive Director. It is further recommended that the Board
request of the City Administration that any and ail Administrative Fees normally charged by the City be
waived for this project as its contribution for in -kind services. It is necessary to receive authorization at this
time in that the PAC is scheduled to open in less than 15 months and this project must be fast -tracked to
have the finished product completed prior to opening. Streetscape improvements are specifically stated in
the current Omni Redevelopment Plan under Section V.B. 3. — "CAPITAL IMPROVEMENT PROJECTS:
The redevelopment plan provides for a range of capital improvements to accomplish the objectives of the
plan. Capital improvements include: 3.) Public infrastructure improvements including, but not limited to,
utilities, streets, sidewalks, parks, landscaping and upgrading of publicly -acquired easements" (copy
attached).
