Rollason Executive Director RECOMMENDATION: Subject: References: April 15, 2005 File :05-00313 Authorization to Provide Funding for Omni Hotel District North Bayshore Drive Traffic Access Study Enclosures: Supporting Documentation; Legislation It is recommended that the Board of Directors of the Omni Redevelopment District Community Redevelopment Agency (GRA) approve and adopt the attached Resolution authorizing the Executive Director to fund a Traffic Access Study through the City of Miami Capital Improvement Projects(CIP) Department for the purpose of analyzing the flow of traffic in and out of the Omni Area hotels along North Bayshore Drive with the objective of identifying a solution(s) to the bottlenecks that regularly occur due to the congestion caused by through traffic as patrons attempt to gain access or leave the hotels as well as signage recommendations at the Biscayne Boulevard/I-395 exit to assist visitors to locate the Omni Hotels at an amount not to exceed $19,000 which includes a four percent (4%) Administrative Fee charged by the City of Miami and an approximate fifteen percent(15%) contingency fund, if so required, to complete the study. JUSTIFICATION: Due to extensive new construction along North Bayshore Drive in front of Margaret Pace Park, the traffic which flows to and from those work sites has had a detrimental impact to the hotels (the Marriott and the Double Tree Grand Hotel as well as the exit of the Omni Parking Garage) along North Bayshore Drive between NE 15th Street and 17th Terrace. This study would evaluate the traffic situation with emphasis on solving the ingress and egress bottleneck created at the hotels due to the volume of through traffic. In addition, the study would include an analysis of the intersection of Biscayne Boulevard and 1-395 for the purpose of recommending way -finding signage for visitors/tourists to assist them in locating the hotels in the Omni Area. The City of Miami's Department of CIF has selected Parsons Brinkerhoff, a consultant from their list of approved consultants, to perform this study at a cost of $15,590.45 (see attached Scope of Services and Cost Analysis) with the Omni CRA funding this study to include an approximate contingency of a fifteen percent(15%) as well as a four percent(4%) Administrative Fee for the City for a total amount not to exceed $19,000. Upon the results being made available, the CRA Administration will consider recommending funding for the solution(s) proposed as approved by the City's Department of Public Works as part of the Omni CRA's Capital Projects Plan.
