RECOMMENDATION:
It is recommended that the Southeast Overtown/Park West Community Redevelopment
Agency (SEOPW CRA) Board of Directors approve the attached resolution ratifying the
actions of the Executive Director in terminating work order 05-01 with All County Security,
Inc. Further, it is requested that the Board ratify the hiring of Eagle Security Agency in
substitution for the 24-hour security patrol service in connection with the protection of Ward
Rooming House located at 249-255 NW 9th Street in Overtown for the duration of the fiscal
year (beginning January 24, 2005 through September 30, 2005).
JUSTIFICATION:
CRA staff had noted several incidents where All County Security guards were tardy to their
post, sleeping while on duty or simply were not present for the duration of their shift. At the
October 14, 2004 CRA Board Meeting, Commissioner Gonzalez made reference that he
had passed the Ward Rooming House on various occasions and noticed there was no
security on site. As the Ward Rooming House has been victim to theft and vandalism, it is
imperative that 24-hour security service be placed on site. Unarmed security service will
serve to prevent further theft and add an element of safety for pedestrians in the area.
On January 18, 2004, a cancellation of work order #05-01 was issued to All County Security,
Inc. with an effective date of January 23, 2004, 11:59 p.m. and an emergency work order
(WO #05-14) was issued to Eagle Security Agency, Inc. — the second lowest bidder from
the original request for quotes, effective January 24, 2004, 12:00 a.m. Therefore, it is
recommended the SEOPW CRA Board of Directors approve the ratification of Executive
Director's action to hire Eagle Security Agency, a minority owned business, at $10.25 per
hour, resulting in approximate monthly fee of $7,380 (based on 30-day period).
