Rollason Executive Director Date: February 18, 2005 File: 05-00120 Subject: Co -Sponsorship for the "Annual Back to School 2005 Health and Safety Day" Parade and Festival References: Enclosures: Resolution; Supporting Documentation RECOMMENDATION: It is recommended that the Board of Directors of the Southeast Overtown/Park West Community Redevelopment Agency (SEOPW CRA) approve and adopt the attached Resolution authorizing the Executive Director to issue a Grant, in an amount not to exceed $25,000 from which the Executive Director may reimburse the Lodge or pay selected vendors directly, with the New Providence Lodge, Inc., located at 937 N.W. 3`d Avenue in Overtown, for the CRA's financial support of the "Annual Back to School 2005 Health and Safety Day" Parade and Festival being held in Overtown on August 6, 2005. JUSTIFICATION: Over the past three years, the SEOPW Board of Directors has authorized financial support as a co-sponsor for this event in an annual amount not to exceed $25,000. Direction was received from the Board as a stipulation to approving the Grant for the 2004 event that no further grants would be approved by the Board for subsequent years based upon the situation that the CRA was providing funding to build out office space in the New Masonic Lodge building and that the City would relocate the Overtown NET Office to this site and pay rent to the New Providence Lodge, Inc., for said office space. From the rent received as a result of this lease, the Lodge would fund the Back to School event going forward. Subsequent to this direction in 2004, the City has determined that they will not be relocating the Overtown NET Office to the Masonic Lodge Building and thus the CRA ended the project to buildout the first floor for the NET Offices. This turn of events has left the Masonic Lodge in a position of being unable to fund the event for 2005. It is requested that the CRA fund this event once more in 2005 with the full understanding of the Lodge that they will need to seek other sources of funding for this event going forward. Also, be advised that the CRA did budget $25,000 for this event in its FY '05 Budget just in case the construction for the 1Sl floor buildout had not been completed in a timely manner to allow the lease agreement with the City to be executed and thus produce sufficient income to fund the event for 2005. This year, the Overtown Youth Center, located at 450 N.W. 3`d Avenue is also joining as a partner for this event by providing technical assistance and the use of their facility, at no charge, for the distribution of back to school supplies and health screening activities. This event not only restores a sense of community and cultural unification which is a stated objective of the SEOPW Redevelopment Plan, but also provides an educational and festive atmosphere for the benefit of children within the Overtown area and surrounding communities.
