Rollason Executive Director Subject: Resolution to Approve Contract with Jeff Bercow to Update SEOPW DRI I and II References: Enclosures: Resolution; Supporting Documentation RECOMMENDATION: It is recommended that the Board of Directors of the Southeast Overtown/Park West Community Redevelopment Agency (SEOPW CRA) adopt the attached Resolution, with attachment(s), authorizing the Executive Director to enter into a one-year agreement with Bercow and Radell, P.A., pursuant to Florida Statutes 380.06 to: (1) Amend the Development Impact Fee Ordinance 01-1159 for $28,500; (2) Update the SEOPW Development of Regional Impact (DRI) Development Orders for Increments I and II of the SEOPW redevelopment area for $22,000; (3) Increase Increment III allocations to meet market demand and land uses consistent with the proposed 2004 SEOPW Redevelopment Plan for $12,000 and (4) Look at expanding the DRI boundaries for Increment III to incorporate the newly expanded SEOPW CRA Boundaries for $8,000, plus $3,000 for reimbursables, for a total amount not to exceed $73,500. JUSTIFICATION: The Master Development Order for the SEOPW DRI was approved on February 11, 1988 by the City of Miami Commission pursuant to City Resolution R-88-110 and R-88-111. Planning and Zoning has advised the CRA that the total allowable development credits for Increments I, II and III is in need of updating to account for projects with expired permits and/or demolished buildings (See Current Status of Increments 1 and II Development Credit, March 2004) within the DRI Boundary (see original boundary map) that would free up previously allocated development credits and to account for new and/or proposed land use designations previously unaccounted for in the existing Master Development Order, With the 2004 SEOPW Redevelopment Plan moving through the approval process at the City of Miami, redevelopment poised to take place within the SEOPW redevelopment boundaries, and with the Downtown Development Authority's recent amendment to its Downtown DRI, it is both timely and appropriate for the SEOPW CRA to update its existing Development of Regional Impact and to look at including the expanded SEOPW boundaries within the DRI boundaries. Pursuant to resolution, the build -out dates for Increments I, 11 and III were extended as follows: • Increment I was extended from 1997 to March 21, 2005 • Increment 11 extended to March 21, 2015 • Master Development Order extended to March 22, 2013 • Master Development Order expires on December 3,1 2017 FUNDING SOURCE: $73,500 from SEOPW TIF Account #689001.550108.6.270 entitled "Professional Services -- Other" FKR/cmad
