LIN 1NTERNATIONAL/H.J. ROSS TO PROVIDE ENGINEERING SERVICES FOR AN ANALYSIS OF WATER SYSTEM UPGRADES IN THE CRA AREA IN CONJUNCTION WITH THE MIAMI-DADE COUNTY WATER AND SEWER DEPARTMENT AND THE CITY OF MIAMI DEPARTMENT OF PUBLIC WORKS, IN AN AMOUNT NOT TO EXCEED $15,000; FUNDS TO BE ALLOCATED FROM OMNI TIF FUND, "PROFESSIONAL SERVICES OTHER," ACCOUNT CODE NO. 686001.590320.6.270. WHEREAS, the Board of Directors of the Omni Redevelopment District Community Redevelopment Agency ("CRA") by Resolution, passed and adopted on September 20, 2004 (Legistar file No.04-00822), allocated $3,000,000 in the Fiscal Year 2005 Budget for the upgrade of water lines located within the CRA area; and WHEREAS, the Board of Directors wish to engage the CRA's engineering consultant, T.Y. Lin International/H.J. Ross, in concert with the Miami -Dade County Water and Sewer Department and the City of Miami Public Works Department, to perform an analysis of the water system as presented in their proposal of August 12, 2004; and WHEREAS, once the actual scope of work is determined by this planning study, the project and requested funding will be presented to the Board of Directors for further consideration; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Executive Director is authorized to execute an agreement, in a form acceptable to General Counsel, with T.Y. Lin International/H.J. Ross to provide engineering services for an analysis of water system upgrades in the CRA area in conjunction with the Miami -Dade County Water and Sewer Department and the City of Miami Department of Public Works, in an amount not to exceed $15,000. Section 3. Funds are to be allocated from Omni TIF Fund, "Professional Services Other," Account Code No. 686001.590320.6.270. Lin International / H.J. Ross proposes to provide engineering services to analyze the water system upgrades in the OMNI area in conjunction with WASD and the City of Miami. The. Scope of Services is described in the attached Exhibit "A". We propose to accomplish this work for a Lump Sum Fee of $14,820. A breakdown of the fees is shown in the attached Exhibit "B". PROJECT DESCRIPTION The City of Miami Community Redevelopment Agency (CRA) proposes to upgrade the domestic water system in the OMNI area to support future development. The project involves identifying existing and future land uses and zoning, then determining the greatest demand for water use based on the highest and best use of the land. Any pipe upsizing or new pipes will be determined by the Miami -Dade Water and Sewer Department (WASD), who will incorporate the water demand into their pipe sizing computer model. In addition, WASD will determine which areas may require upgrades to the sanitary sewer system. 2. SCOPE OF WORK TO BE PERFORMED BY TYLI/HJR TYLI/HJR will determine ultimate demand and provide a preliminary plan of the proposed water and sewer main improvements based on WASD's recommendation. Water and sewer mains will be shown on separate plans. The specific work scope items are: 2.1 Overlay current and proposed zoning designations on the previously prepared water main maps of the CRA. 2.2 Calculate the maximum building area for each zoning designation by block. This involves approximately 90 areas. 2.3 Calculate the demand for each of the areas utilizing WASD rate tables. This is based on the maximum development for each area using the highest demand figures. E.g., if an area is zoned commercial, the most demanding commercial use rate will be used and it will be assumed that the entire area would use that designation. 2.4 Coordinate with WASD on inputting the demand data into their computer model. 2.5 Plot the resulting water and sewer main upgrades on the CRA base map. 2.6 Update quantities and probable construction costs for the water and sewer upgrades. This will be a joint and cooperative effort between the agencies, which is currently underway. 3. ITEMS NOT INCLUDED 3.1 Sizing of water or sanitary sewer mains (WASD to determine). 3.2 Design work or construction documents (later phase). 4. SCHEDULE OF SERVICES The work will commence upon receiving a Purchase Order and the necessary information. requested. The estimated design and construction documents will require 8 weeks to complete, excluding owner review time and permit processing time.
