Services for Ward Rooming House

RECOMMENTATION:
It is recommended that the SEOPW CRA Board of Directors approve the attached Resolution
authorizing the Executive Director to continue the unarmed security services with All County Security to
protect the Ward Rooming House located at 249-255 NW 9th Street in Overtown for that portion of FY
'05 (October 1, 2004 through September 30, 2005) as required necessary at a cost not to exceed
$88,914.00.
JUSTIFICATION:
The Ward Rooming House has been shored and braced since August, 2003, to prevent further
structural failure. On March 23, 2004, a partial collapse of the west wall occurred which was attributed
to shoring and bracing equipment being stolen from the site. The stolen equipment was replaced and
the building resecured. On May 21, 2004, after receiving bids, an Emergency Work Order was issued
to All County Security to provide unarmed guard service for the site to prevent further theft and to add
an element of safety for pedestrians in the area. On June 28, 2004, the SEOPW Board of Directors
ratified the Executive Director's action in hiring the security firm and further authorized continuing this
service through September 30, 2004 at an approximate cost of $7,617.60 per month via SEOPW
Resolution No. 04-51 (copy of Clerk's Report attached). It is now necessary to continue this service
until we are able to turn the structure over to a contractor for restoration work. After requesting price
quotes, All County Security has offered to reduce their current hourly rate from $10.58 to $10.15 (copy
attached) resulting in an approximate monthly fee of $7,308.00 for a savings of $309.60 per month over
their previous pricing. We received quotes from Eagle Security Agency, Inc at $10.25 per hour and
Lionheart Security, Inc. at $14.40 per hour - both unarmed with a patrol car (copies of quotes attached).
Pedestrian and homeless activity has increased in the area over the past 6 months and it is more
necessary than ever to keep this facility secured. A&E services are ongoing through TY Linn/HJ Ross
to develop plans for the rehabilitation of this facility and once those plans are completed a proposal will
be submitted to the Board for consideration.
