RECOMMENDATION:
It is requested that the Board of Directors for the Omni Community Redevelopment Agency approve
the attached Resolution ratifying the emergency action taken by the Executive Director to enter into a
co-sponsorship project with the Downtown Development Authority acting as the lead agency to enter
into an agreement with a consultant yet to be determined for the purpose of conducting a
comprehensive parking study in the Omni CRA specifically related to the new Performing Arts Center at
a one time cost not to exceed $15,000 as an equal share of that of other contributing agencies.
JUSTIFICATION:
This item treated as an emergency in that it was determined by the working group that it is impractical
to wait a month to get Board approval for this item before the RFP is released by DDA. Parking in the
vicinity of the new Performing Arts Center is almost non-existent, especially with the capacity needs the
Center is anticipated to create. In addition, no parking is included within the new Center. As we rapidly
approach an opening scheduled now for May of 2006, it is critical that the parking issue be
professionally analyzed by a qualified consultant to develop a plan that can be enacted by the
appropriate authorities having jurisdiction either singularly or in some type of partnership with both the
public and private sectors. Parking will be a very critical element in the success or failure of the new
Center and, of course, as goes the Center, so will probably go the economics of the surrounding areas.
On May 3 & 4, 2004, the Omni CRA coordinated a ULI (Urban Land Institute) Technical Assistance
Program Panel for Miami -Dade Public Schools and the Miami Performing Arts Center with an emphasis
on sharing resources to accommodate the needs of both entities (copy of Executive Summary
attached). This TAP Panel found, "that it is essential that a multi-agency/stakeholder task force be
established immediately to ensure the best collaboration for a timely and appropriate solution to the
School Board and Arts Center's objectives {concerning parking}. A task force has been formed of the
stakeholders, but it is recognized that professional technical assistance is necessary to analyze all the
data and needs of each stakeholder and come up with a viable solution, or solutions, to the parking
challenge. The DDA has voluntarily taken the lead in this effort and has requested that the CRA
contribute to that end. Therefore, it is recommended that approval of this contribution of not more than
$15,000 be ratified to assist in defraying the cost of the consultant fees.
