On the 28th day of May 2009, the Board of Directors of the Community Redevelopment Agency
(CRA) for the Southeast Overtown/Park West and Omni Districts of the City of Miami met in
special session at the Historic Miami City Hall, 3500 Pan American Drive, Miami, Florida. The
meeting was called to order by Chair Michelle Spence -Jones at 3: 55 p.m. and was adjourned at
4: 22 p.m.

Agency) meeting. I know that I have my CRA executive director. Okay, Mr. Executive Director,
you want to open us up?
James Villacorta (Interim Executive Director, Community Redevelopment Agency): Yes. Item
number 1 of the agenda is a resolution of the Board of Commissioners of the Southeast
Overtown/Park West Community Redevelopment Agency, with attachments, accepting the
attached amended 2009 Southeast Overtown/Park West Redevelopment Plan prepared by Dover
Kohl & Partners and updated by the City of Miami's Planning Department; directing the
executive director to transmit the amended plan and the CRA's recommendation for approval to
the City Manager for review and consideration, and to request subsequent transmittal to the
Miami City Commission and Miami -Dade County for legislative action.

Chair Spence -Jones: All right. First of all, can -- anything --?
Mr. Villacorta: Yeah. This plan was originally prepared in 2004 and came before this Board
and was approved; came before the City Commission and was approved and then transmitted to
Miami -Dade County. Since that time, as part of the interlocal agreement that the City, the
County, and the CRAs entered into, we have amended the plan to add additional areas, mainly
the area west of 1-95 to Northwest 7th Avenue and from Northwest 22nd Street on the north to
1-395 on the south. The City of Miami's Planning Department has updated the plan to reflect
these new areas and can speak on that matter. The original plan received a number of
community meetings, and this plan has receive -- the updated plan has been presented to the
Overtown Oversight Board and to the Planning and [sic] Advisory Board last evening and --
that was a public hearing -- they approved the plan with a request that supportive housing be
included.
Chair Spence -Jones: Okay, thank you. Can we -- Mr. Gay, are you ready to walk us through the
expanded redevelopment plan?
Gregory Gay (Planner II): Good afternoon, members of the Community Redevelopment Agency.
My name is Gregory Gay, with the City of Miami Planning Department, and I'd like to present to
you this afternoon our -- the resolution for the Board of the Commissioners of the Southeast
Overtown/Park West Redevelopment area -- Agency, with attachments, accepting the
attachments [sic] amended 2009 Southeast Overtown/Park West Redevelopment Plan, as
amended, prepared by Dover Kohl and Partners and updated by the City of Miami Planning
Department; and directing the executive director to transmit the amended 2009 plan and the
CRA recommendations for approval to the City Manager for review and consideration and the
transmission -- and the sequential [sic] transmission to the City of Miami Commission and
Miami -Dade County for legislative action.
Chair Spence -Jones: Okay. Do you want to walk us -- officially walk us --
Mr. Gay: Sure.
Vice Chair Spence -Jones: -- through anything? I know you have our consultant here.
Mr. Gay: To quickly walk you through the plan --
Guillermo Olmedillo: I'm actually preparing for -- Don't pay attention to that exhibit. This is
for the Omni --
Chair Spence -Jones: Oh, okay. No problem.
Mr. Olmedillo: -- expansion.
Chair Spence -Jones: Okay. You can walk --
Mr. Gay: Okay, very well.
Chair Spence -Jones: -- us through.
Mr. Gay: If I could just walk you through the maps here and just give you a brief summary of
what this whole updating entails. As you can see, the main -- the updating basically entails
changing the boundaries for the master plan. In the 2004, the boundaries were somewhat
extended over to 7th Avenue from Biscayne Boulevard, west of I-95, and along 3rd Avenue to the
north ofI-395, extending up to about 22nd Street. And as you can see, it was mostly a somewhat
meandering and jaggered [sicJ edge as it relates to what was proposed in 2004. Most of the

areas that were not included at that time were public -owned properties, either by the City,
County, or the School Board system. And at that particular time when you did approve the 2004
plan, this is what was approved. As we move over to the 2009 plan, what we did was we
basically extended the rest of the areas over to 7th Avenue from 5th Street up to 22nd Street,
making it a complete, clean line along Northwest 7th Avenue, taking it across 22nd Street to the
upper boundaries of Overtown over to Northwest 1st Place, and bringing it south to Northwest
14th Street, and then immediately following along the southern edge ofI--395 over to Biscayne
Boulevard. Those are the major changes within the mapping. There was a portion that was
included, and we're going to have to make a small change in terms of a couple of boundaries to
the southern portion here. There were -- underneath 1-395 and extended over to Biscayne Bay.
That particular piece was excluded and as a result, we are changing another area here that's
going to be a part of the Omni redevelopment area, which I will explain to you shortly. The
second piece to this particular master plan was extending the timeline. The extension of the
timeline is to extend the plan from 2017 to 2030. That is basically extending the lifespan of the
CRA so that they will have an opportunity to look at the areas that have -- that we've expanded
into and look at redevelopment opportunities for those particular areas. The areas that are
included within that would be the Booker T. Washington High School area, the Town Park
housing development area, which is looking and in the process of becoming a home ownership
development, the area just west ofI-95 and 7th Avenue, which includes the Camillus House and
the University of Miami new science life centers, which are -- have been proposed and are going
through their processes as we speak, and a little edge along the eastern portion of Overtown
along 1st Place, which is somewhat slated for a mixture of single-family and multifamily
housing. As a part of the overall thought process -- 'cause initially, when the 2004 plan was
created, we were looking at just expanding the Overtown area. Now that we're looking at
expanding the Overtown area and the Southeast Overtown/Park -- and the Omni area, there
have been some modifications. And one that was reflected here in the 2004 that is also reflected
here by mistake is this little triangulated area, which is basically from 14th Street down to the
southern half of I-395 from 1st Place over to the FEC (Florida East Coast) 1st Avenue area.
That particular portion, which you will hear in a second presentation, will be excluded from this
redevelopment area and included in the Omni redevelopment area.
Chair Spence -Jones: That's what I thought.
Mr. Gay: Okay. So that is being proposed as the two changes that are highlighted within this
particular plan. And if there are any questions -- it is recommended by the Planning Advisory
Board. It is supported by the Overtown Oversight Community Council [sicJ, and we would like
to extend an opportunity for approval.
Chair Spence -Jones: Okay. First of all, I'd like to at least bring it back to the CRA Board. Is
there any questions or comments about the redevelopment plan?
Commissioner Sanchez: Does that include the University of Miami's biomedical?
Chair Spence -Jones: Yes, it does.
Commissioner Sanchez: It does?
Mr. Gay: Yes, it does. And if I could add, there was an amendment at the Planning Advisory
Board on last evening. One of the members expressed concern that the type of housing that
would be considered is supportive housing, which is recently been identified within some of the
federal regs (regulations), which was not identified within the plan, that that particular
information be included. And as far as the boundary changes, before we transmit this over to the
County, those amendments will be made so that it will be a clean --

Mr. Gay: -- document going over to the County.
Commissioner Sanchez: Now the process, once we send it over to the County.
Mr. Gay: Okay. I'll have --
Commissioner Sanchez: The County could also modify it?
Mr. Gay: Yes.
Commissioner Sanchez: Okay. Would it come back to us if it's significant modification?
Mr. Villacorta: If they modified it, I believe it would, yes.
Chair Sanchez: It would?
Mr. Villacorta: The '04 plan didn't contemplate the biotech park or Camillus House sites, which
that's what this plan adds, and it also picks up the homes in Town Park Village, Town Park
North and Town Park South, which are in great need of support. In the 204 [sic] plan, that area
was excluded. It'll now be included in the CRA, which will allow us to get in there and help
those homeowners.
Commissioner Sanchez: Well, that goes to show you how much the City has changed in some
ways.
Chair Spence -Jones: Yes.
Mr. Villacorta: Yes.
Commissioner Sanchez: All right.
Chair Spence -Jones: So we -- do we have a motion on this item?
Commissioner Sanchez: I -- so the motion would be to accept the 209 [sic] Southeast
Overtown/Park West master plan district, correct?
Mr. Villacorta: Re -- yeah, redevelopment plan, as amended to exclude that small area between
Northwest 1st Avenue and 1st Place --
Commissioner Sanchez: Okay.
Mr. Villacorta: -- and that will be included in the Omni redevelopment area.
Commissioner Sanchez: I will make that motion.

Chair Spence -Jones: Second. Commissioner -- Thank you -- Regalado, do you have a question?
Commissioner Regalado: Yeah. Just a question. Did -- Jim, did the County did [sic] a study
and this is the only -- did the County did [sic] the study, or is this the only study? Would -- the
County would accept this study? That's the only one?
Chair Spence -Jones: Yes.
Mr. Villacorta: Yes. This is a study that originally was prepared by the CRA in 2004, submitted
through the whole process, to the CRA, the City Commission, and the County. The County didn't
act on it. We're now updating it, which was contemplated in the interlocal agreement that the
City, the County, and the CRAs entered into for a number of projects. Part --
Commissioner Regalado: And the reason they didn't act on it was?
Mr. Villacorta: I'd be speculating. I know there was some concern over how the Children's --
the TIF (Tax Increment Fund) generated by the Children's Trust would be handled. And at one
point, they had an ordinance that said until that was resolved, they wouldn't consider any CRAss
items before them. So it may have been that, but I'd be speculating.
Commissioner Regalado: Okay, and -- but they can -- the County Commission can modify this?
Mr. Villacorta: Yes. The powers for -- under the Community Redevelopment Act and the
Charter County -- come to the County and the County delegates them to the City. So this
expanded area, they could modify the redevelopment plan if they chose.
Commissioner Regalado: So what is the first committee that it has to go through? Is that
governmental or --?
Mr. Villacorta: I think it would have to go through the TIF Committee first. The finding of
necessity study that we did for this expanded boundaries has already cleared that committee, and
then I believe the next one is Housing and Economic Development, and then it goes to the full
County Commission. It's --
Chair Spence -Jones: And the idea also, Commissioner Regalado, is to have everything done by
July.
Commissioner Regalado: No. I'm just saying because now there been changes on the chairmen
[sic] of the committee. The County area Commissioner will be the Housing chairper --
Chair Spence -Jones: Oh, she's already that.
Commissioner Regalado: Huh?
Chair Spence -Jones: She's already that.
Commissioner Regalado: Oh, she's already that. Okay.

number 2 is a resolution of the Board of Commissioners of the Omni Redevelopment District
Community Redevelopment Agency, with attachments, accepting the finding of necessity report,
attached as Exhibit A, for the area proposed to be included in the Omni redevelopment area,
more particularly described in Exhibit B; and finding that the rebuilding -- rehabilitation,
conservation, and redevelopment of the study area is necessary in the interest of the public
health, safety, morals, and welfare of the residents of the City of Miami and Miami -Dade
County; finding that the study area constitutes a slum or blighted area, as defined in Section
163.340, Florida Statutes; directing the executive director to transmit a copy of the finding of
necessity report to the City Manager for review and consideration and to request subsequent
transmittal to the Miami City Commission and the Miami -Dade County Commission for
legislative action. We have --

Mr. Villacorta: -- an amendment on the floor to this boundary study. This sets forth the new
boundaries to be included in the Omni Redevelopment District Community Redevelopment
Agency, and previously, we had studied including Watson Island. That was in your package. The
Administration has asked that we exclude that from the boundaries.
Chair Spence -Jones: Can I --? Okay. I'm sorry. Commissioner Sarnoff, you have a comment?
Vice Chair Sarnoff Well, I'll make a motion, but I'd like to just discuss one thing with Jim.

Commissioner Regalado: I'll second.
Vice Chair Sarnoff Jim -- thank you. Jim, this includes all of the park now, right, all of
Margaret Pace?
Mr. Villacorta: Yes.
Vice Chair Sarnoff And it does not cut off the Setai any longer, right? I think the old boundary
line went directly --
Mr. Villacorta: Yes.
Vice Chair Sarnoff -- through Setai?
Mr. Villacorta: Yes. That boundary was set before Setai was built, and once it was constructed,
the boundary went right through the middle of it.
Vice Chair Sarnoff The reestablished boundary now includes all of Setai.
Mr. Villacorta: Yes.
Vice Chair Sarnoff Okay.
Chair Spence -Jones: Can I ask a --? Are you finished, Commissioner Sarnoff?
Vice Chair Sarnoff Yes, sir -- yes, ma'am.
Chair Spence -Jones: I'm trying to understand this little section over here, which is what we
talked about, I believe, earlier. Now I'm seeing it on this particular map, which is the -- the way
that this is looking is like we're carving it out just to accommodate the Wynwood Free Trade
Zone area. I don't understand how we like skipped a whole area in between there, but yet and
still, we stuck -- I have a serious concern with how that's being placed on the map. Where is it
coming from?
Mr. Villacorta: In talks with the district Commissioner, we looked at this site, and what's
happening is the Omni CRA, at that point, is coming over on top of the Overtown CRA to pick up
that area, which is -- contains mainly the Wynwood Free Trade Zone, which is a blighted
building that sat in disuse for some time. And the idea was that this would allow the Omni CRA
to provide TIF support to whatever project is developed there.
Vice Chair Sarnoff This is the project where the City of Miami has a $6 million, ifI remember
correctly, mortgage on it.
Commissioner Sanchez: Yep.
Chair Spence -Jones: Um -hum.
Mr. Villacorta: Correct, yes.
Vice Chair Sarnoff This is just good government. This is a good idea.
Commissioner Gonzalez: It is a good idea, yeah.
Commissioner Sanchez: Which would -- the City could buy that property if we wanted.

Chair Spence -Jones: Okay. I'm just trying to understand why we would carve out -- like, for
instance, I know -- for instance -- this is my district, first of all. It's the Wynwood area that we're
talking about. And by all means, whatever support I can get in Wynwood, I want to do that. But
I also know, for instance, the Puerto Rican community there has always wanted to have a section
covered where they have land where they want to put a Puerto Rican -- Casa Puerto Rico, which
is a facility for the Puerto Rican community. It's just carved out of this map, and that's because I
was told that we couldn't go up that far and carve out like that. That's totally not right.
Mr. Villacorta: I believe the Casa Puerto Rico site is included.
Commissioner Sanchez: It's included.
Mr. Villacorta: Yes.
Commissioner Sanchez: It's right here. It's 22nd Street. Isn't it on 22nd Street?
Mr. Villacorta: 22nd.
Vice Chair Sarnoff.- Right there, Joe.
Commissioner Sanchez: Yeah.
Chair Spence -Jones: Actually, it's 21st, Clarence.
Vice Chair Sarnoff It's right there.
Chair Spence -Jones: It's on 20 -- it's Northwest 21st Street.
Mr. Villacorta: Well, then it would be in the Overtown CRA.
Vice Chair Sarnoff No.
Chair Spence -Jones: No, it's not.
Mr. Villacorta: At least west of Northwest 1st --
Chair Spence -Jones: We don't --
Vice Chair Sarnoff In the Omni CR -- it's there.
Chair Spence -Jones: No. It's Northwest 21st Street and North -- and 3rd -- and North Miami --
Northeast 2nd Avenue.
Mr. Villacorta: Then it wouldn't be.
Chair Spence -Jones: It wouldn't be. It's not in, and I know it's not.
Commissioner Gonzalez: Can you amend it on the floor?
Chair Spence -Jones: This is crazy.
Commissioner Gonzalez: You can amend it on the floor, if you want to.
Mr. Villacorta: Yeah. That -- yeah. That area was studied as part of the finding of necessity,

and in the study, it is determined to be blighted. The boundaries were scaled back at the request
of the City, but --
Chair Spence -Jones: Jim, with -- the whole -- with all due respect, the whole area is blighted so
it's not just that one little section there. That whole little area is blighted.
Commissioner Gonzalez: Yeah, it is.
Chair Spence -Jones: Okay, so I just want to make sure the people of Wynwood, the folks I
represent, Puerto Rican community, Dominican community that always gets left behind there --
it's like, you know, we're making special concessions just for whatever's going to happen there,
but what about the people that have been there for God knows how long? They need some relief
as well.
Commissioner Gonzalez: Well, why don't you amend it on the floor? Why don't you draw a line
on 22nd --?
Chair Spence -Jones: Well, I'm -- they're making it seem like we can't do that.
Commissioner Gonzalez: You can't amend it on the floor? Of course you can.
Mr. Villacorta: Yes.
Vice Chair Sarnoff Has it been studied?
Commissioner Gonzalez: So go straight on 22nd Street to North Miami Avenue -- I mean, to
Northeast 2nd Avenue and bring it down to 20th Street and you close that block, and then you
cover almost the entire area of Wynwood.
Chair Spence -Jones: Yeah, that's true. That's true. Is --? Commissioner Sarnoff, I'm not -- I
definitely want the Free Trade Zone. Right now it is a crack den, okay, so I'm not saying I don't -
- right now you got people living in there, homeless people living in there, a whole bunch of stuff
going on, kids being, you know, affected, going back and forth. I just -- they know how -- the
folks sitting over there, they all know how I feel about this, so this is like not news -- new news.
So I just have a concern with, you know, just carving out little areas and not thinking about the
indigenous people that are already there that need help. So -- and I don't think that we should
be trying to figure it all out right now.
Mr. Villacorta: CRA staff included that in the study; found it to be blighted. City staff asked that
it be removed yesterday evening.
Chair Spence -Jones: City staff --
Mr. Villacorta: If the -- yeah -- if -- that the boundaries be scaled back to the old boundary on
the north 20th Terrace.
Commissioner Gonzalez: But it is a blighted area, isn't it?
Mr. Villacorta: It is.
Chair Spence -Jones: All of it's blighted.
Commissioner Gonzalez: Because I know the area for many years.
Chair Spence -Jones: Okay, all I'm asking for it to be amended to 21 st -- to be accommodated

Northwest 2nd Avenue, so the area you were concerned about would be included.
