This memorandum was prepared in response to the directive issued at the December 15, 2008 CRA
Board of Commissioners Meeting for the CRA Executive Director to create a green space plan for the
SEOPW Redevelopment Area. The existing and proposed projects are identified below.
Gibson Park Improvements (Permanent)
The Theodore Gibson Park is the sole recreational facility within the SEOPW Redevelopment
Area. The renovation and expansion project will include demolition work, a new drainage
system, regrading, remodeling and construction of new buildings, roof repairs, walkways,
fencing, and pool improvements. The project will also include the relocation and expansion of
the Culmer/Overtown Branch Library facility.
Project Cost Estimate: $10,000,000
NW 2"d Avenue Mini -Tot Park (Permanent)
The project entails development of the CRA and privately owned lots underneath the Metrorail
Guideway, at NW 1 1 th Street between NW 2"d Avenue and NW 1s` Avenue, into a children's
playground to serve the needs of the residents living in close proximity to the site.
Project Cost Estimate: $50,000
Overtown Greenprint (Permanent)
The Overtown Greenprint provides for the development of a greenway throughout the SEOPW
Redevelopment Area. The project will include way -finding signage, installation of gateways,
bicycle paths, and landscaping along the major residential and commercial corridors throughout
the SEOPW Redevelopment Area and will provide residents and visitors with an enhanced
pedestrian -oriented experience to the area parks and open plazas including the Ninth Street
Pedestrian Mall.

Lyric Plaza (Permanent)
The Lyric Plaza is a planned open space to be located to the north of the historic Lyric Theater
and contiguous to the Ninth Street Pedestrian Mall. This project is listed in numerous studies as a
gathering space for residents and a focal point to the Lyric Theater and Ninth Street Pedestrian
Mall. The CRA is currently negotiating with Miami -Dade County and the Black Archives
History and Research Foundation of South Florida, Inc. ("Black Archives") on the transfer of
property ownership associated with the project. The Black Archives will construct the Lyric
Plaza as part of the Lyric Theater expansion project and the CRA will own and maintain the plaza
once completed.
Project Cost Estimate: $300,000
Overtown Community Garden (Temporary)
The CRA will continue to provide support for the Overtown Community Garden which has
generated positive feedback from the community. The garden provides fresh vegetables to
residents of the community at a nominal price. The garden, which is currently situated on the
NW 3rd Avenue commercial corridor, will be relocated when a development is identified for its
current site.
Project Cost Estimate: $33,000
NW 3rd Avenue Domino Park (Temporary)
This project will serve the immediate needs of residents who today play board games seated
along the sidewalks of the NW 31d Avenue commercial corridor. The project entails
development of the privately owned property, north of the CRA parking lot at NW 10th Street
and NW aid Avenue, into a passive park with several seating arrangements conducive for the
area residents to play games of chess, and dominos in a safe and shaded environment.
