On the 28th day of November 2007, the Board of Directors of the Community Redevelopment
Agency (CRA) for the Southeast Overtown/Park West and Omni Districts of the City of Miami
met in regular session at Miami City Hall, 3500 Pan American Drive, Miami, Florida. The
meeting was called to order by Chair Michelle Spence -Jones at 5: 06 p.m. and was adjourned at
5: 40 p.m.

Chair Spence -Jones: We'd like to officially call the meeting to order for the CRA (Community
Redevelopment Agency) agenda, Wednesday, November 28. Is my executive director around?

Direction by Chair Spence -Jones to the Interim Executive Director and the Community
Redevelopment Agency (CRA) Financial Officer to provide the Board with an update at the
January CRA meeting regarding the status of the $30 million set aside over the next five years
for construction of new affordable low-income housing and rehabilitation.
Chair Spence -Jones: And I guess we can go head [sic] and start with the financials. Miguel, if
you want to go head [sic] and brief us, that would be great.
Miguel Valentin (Financial Officer, Community Redevelopment Agency): Good evening,
Commissioners. This evening I'm going to present the combined statement of financial position.
As you can see on item number 1, cash unrestricted for Southeast Overtown/Park West, we're
disclosing the amount of 115, 000, and for Omni, 93,414. Still, we have the same amount that we
have expended for the project called the Rehabilitation and Construction of Low -Income
Affordable Workforce Housing. We have expended, as of today, $80,185.50. Also, I wanted to
let you know that we have the auditors in -- auditing us. They haven't brought anything as we
speak, and hopefully, by the end of January, they will release the audited financial statements.
Chair Spence -Jones: Okay. Miguel, I just have one quick question, and then I'll turn it over to
my colleagues. I do notice on the footnotes -- and I just want to make sure that I officially put it
on the record. Some months back, we passed a -- or almost a year ago, we passed a resolution

that was based upon the bond dollars that -- about $30 million being set aside over the next five
years for construction of new affordable low-income housing and rehab. I just really want to
make sure that -- not this upcoming Commission -- CRA (Community Redevelopment Agency)
meeting, but the -- maybe some time in January, that you bring something back in front of the
CRA to kind of explain exactly where we are with this issue only because of the Supreme Court
ruling, and a lot of these numbers or this commitment that was made by this Board was based
upon that. I think it's really important for us to at least have some sort of discussion on that, Mr.
Executive Director, to let the public know exactly where we are because it was a promise or a
commitment that was made by this Board
James H. Villacorta (Interim Executive Director, Community Redevelopment Agency): Yeah. It
was a commitment to budget $30 million for housing, with the first five towards rehabilitating
rental housing, but over the next five years, and we'll certainly bring something back to show
how we're going to try and meet those goals or how we will meet those goals in light of the
Supreme Court opinion.
Chair Spence -Jones: Okay. I just want to make sure the public stays informed. Any other
questions from my colleagues?
Commissioner Sanchez: Madam Chair.

Chair Spence -Jones: Like to now officially turn it over to the executive director, and -- with
item number 2.
James H. Villacorta (Interim Executive Director, Community Redevelopment Agency): Item
number 2 is a resolution authorizing a grant, in the amount of $50, 000, to the Orange Bowl
Committee to partially underwrite the Orange Bowl Fan Fest event, to be held at Margaret Pace
Park on January 2, 2008. This event serves as a pep rally for the 2008 FedEx Orange Bowl and
features bands, team players, and nationally recognized musical acts. It's consistent with the
revitalization strategy of creating an image of a desirable, high -quality uptown district with a
24-hour activity pattern. We -- this is the second year that we'll be participating in -- a
participating sponsor of this event. We have someone from the Orange Bowl here --
Chair Spence -Jones: Yes, and --
Mr. Villacorta: -- that can speak.
Chair Spence -Jones: -- also we have a representative from the community that would like to
also speak on this issue, and then I'll turn it over to the -- my colleagues. 171 start with Orange
Bowl first.
Dave Murphy: Oh, okay. First of all, we'd like to thank the CRA (Community Redevelopment
Agency) for their support of the event again for this year. We had a wildly successful program
last year. We did address some concerns that were brought to us after this past year's event, one
of which was reduced fee access for neighbors of the area, of which we have made a special
consideration of -- from a $20 admission to $5 for neighbors in the area to attend. There was
also a timing concern of -- by which the event went to at least 8: 30 for last year. We have now
committed to end the event by 7 p.m., and then finally, we've also angled the stage to face out to
the southeast so it's not directly facing directly south into any building, so we made those
adjustments, and again, we appreciate the support and a great event for the thousands upon
thousands who will be coming to -- down to downtown Miami for the event this year, as we are
picking the teams who are going to be participating in the game this Sunday, so we're very
excited and looking forward to that. Thank you.

Mr. Murphy: Yes. It's Dave Murphy, with the Orange Bowl Committee staff.
Mr. Villacorta: Thank you.
Chair Spence -Jones: If we can all -- thank you. I'd like to also have Mr. Fred Joseph --
Fred Joseph: Fred Joseph, 1717 North Bayshore Drive, Suite 3856, Omni Advisory Board. As -
- the gentlemen has spoke to me, and we have been e-mailing (electronic) each other. They have
reduced the tickets from $20 to $5, and now they're asking that they produce some type of ID
(Identification) of a ZIP (Zone Improvement Plan) code or something to be able to -- this park is
a passive park. These are mothers with strollers. It's a child park. We have a very -- we do not
ask for ever having a commercial venture in that park. In last year, around January 16, we
brought to the CRA and the Madam Chair and the -- you had passed something then that it
should go back to the City of Miami, and that was written on February 26, that it would be a
item before the City Commission that that park would never be a commercial venture park again.
We don't have the parking space for thousands and thousands -- the Grand residents and all the
other condominiums around there have very limited amount of parking, mostly one parking
space per unit, and the streets are all blocked off by construction areas. They moved out of
Hollywood. I don't know what the reason -- Hollywood Florida was doing it. This is a very
well -organized group. I happen to be a member. I happen to be a participant. I buy $1, 700
packages for this. This is well heeled. They do not need to use your neighborhood park that we
bought and paid for with the TIF (Tax Increment Func) money, so I don't feel like it's very fair to
the owners and residents, and as far as the entity of closing it, I said what they should do is put
that music inside a tent so that the residents wouldn't be hearing it resonate no matter what park
they put it in, but hopefully, not Margaret Pace Park. The other item is the funds they're asking
for. I have no recollection of the Orange Bowl ever needing funds, and if the city of Hollywood
wouldn't fund it any longer, I could understand why, but I don't believe that we should be doing
it. Thank you.
Chair Spence -Jones: Thank you. Turn it over to my colleagues. Commissioner.
Commissioner Sanchez: Fred.
Mr. Joseph: Yes, Commissioner.
Commissioner Sanchez: Fred Joseph, what --? I think it's important that we address your
concerns. I mean, you know, once again, the event is being held there. I could see why they're
holding the event at Margaret Pace Park, and I'm sure that's because that way they could use
CRA funding, but I want you to put your concerns as to the noise, the parking, and what other
concerns you may have, and once you do put that on the record, I think I would be able to
elaborate more on --
Mr. Joseph: Once again, the parking -- we -- as you -- you developed this park, this Board --
Chair Spence -Jones: Yeah.
Mr. Joseph: -- the CRA Board, so as you know, we don't have parking. We were never able to
get parking for the park. That parking is a few meters in the front of the park and the rest of
them now are condominiums, and that was the purpose of the park was to bring development.
That park was all slum and blight, and the surrounding areas, which some of my clients owned,
was also slum and blight until that park was finished, and then they tore down the old buildings
and now are built some gorgeous high-rises, and we're hoping to fill them up, but we have no
way of being able to sustain parking. The police protection, I'm sure that they can come up with
the police protection, but to fence in a park where you would take your grandchildren or
children all day long throughout the holiday season is just not -- it's not proper.

Commissioner Sanchez: How many days is it fenced in?
Mr. Murphy: It's fenced in for one day, and the event is from noon until -- from -- sorry, from 1
o'clock 'til 7 o'clock on January 3, which is a -- it's actually a workday for -- you know, it's a full
workday, so it's --
Commissioner Sanchez: All right.
Mr. Joseph: Last year, Commissioner --
Mr. Murphy: -- fenced in --
Mr. Joseph: -- it was fenced in for three days.
Mr. Murphy: Well -- no, there's a fence up, but -- on certain parts, but it's not totally fenced in
until actually event day, so that's -- there is a fence up, but there's access to the park in multiple
locations.
Mr. Joseph: Thank you, Commissioner.
Commissioner Sanchez: No. Fred, stay there, please.
Mr. Joseph: Yes, sir.
Commissioner Sanchez: Fred, the City has already basically committed to this venue. I mean,
the City is giving $100,000. We're here to discuss the $50,000 coming out from the CRA, but let
me tell you that I hear your concerns. What's happening there is happening at Bayfront Park.
As new residents are moving into downtown, you're starting to get a lot of complaints from the
residents as they move in that the park -- and we are looking at doing a lot of things in that park
that would be the least inconvenience to the residents, and as downtown continues to change,
Bayfront Park's going to have to change. Now let me just tell you this. The commitment that's
there already, I'm going to have to support this for a variety of reasons, and I'll tell you why. We
could always agree to disagree on the issue, but I give you my word that next year they're going
to have to look at holding this event somewhere else, maybe at Bayfront Park or Bicentennial
Park, okay? But still, the residents there are still going to complain about the noise, and I'm
sure that if we approve this with certain conditions, we'll have minimal impact to the residents
that live there. I am glad to see that they've lowered the price to $5 to anyone who possibly
could show their driver's license or any type of ID to get in. I'm glad to see that they brought it
down to 7 because last year they were there 'til about what, around 11, right --
Mr. Joseph: Yes, sir.
Commissioner Sanchez: -- or 12? Okay, so the City's committed $100, 000. We're here to
discuss the $50,000 coming out from the CRA. It is -- it does fall within the CRA boundaries, so
there isn't any argument as whether the money could be used or not in the concept of itself, but I
am concerned about the issues that you brought forth, and the sounds will be facing where? To
the ocean?
Mr. Murphy: The stage was directly facing south last year on the far north corner, and the stage
has now been angled now to face --
Mr. Joseph: No, no, no. No, no.
Mr. Murphy: -- southeast, so it is --

Commissioner Sanchez: -- would you have the proper mechanism or technique available to
make sure that the sound does not exceed the noise --?
Mr. Murphy: Yes. We will take --
Commissioner Sanchez: Okay.
Mr. Murphy: -- every measure to ensure that -- part of our discussion about ending the event at
7 is that the event, for a majority of the event, will go on from that 1 to, you know, 5:30, 6
o'clock, which is the, you know, considered, you know, business hours, where we --
Commissioner Sanchez: And --
Mr. Murphy: -- expect the fewest residents to actually be, you know, there, you know, in their --
Commissioner Sanchez: -- the park will be cleaned --
Mr. Murphy: Absolutely.
Commissioner Sanchez: -- the following day?
Mr. Murphy: We've committed to a full clean-up following the event.
Commissioner Sanchez: Fred.
Mr. Joseph: May I?
Commissioner Sanchez: Yes. Through the Chair.
Mr. Joseph: Wat -- May I, ma'am? Madam.
Chair Spence -Jones: Yes, you may.
Mr. Joseph: Watson Island Marmet piece, there's nobody in it. Nobody. When you have a
parcel like this one -- I understand your commitment and I appreciate it, but $5 is almost like a
slap in the face to the people. That's not the question. They bought and paid for this park. The
City would not contribute -- as you recall, you worked hard to help get this park built for the
residents and no gates, no fences, nothing, so that we could keep it open flow. To come in there
for three days -- and it is. The fence goes up, and then it has to take time to come down. They
did clean up. That wasn't the issue. The issue was the fact that the music is bouncing off of the
hollow canyons of those new buildings and the Grand and 2121, and we asked that no bright
lights, flood lights, be left on. Last year the flood lights for protection were left on all night
shining up in the balconies of all these residents, and the music was resonating off these walls. If
you pointed that music towards the bay only and helped -- I -- if you're committed, we have to be

Commissioner Sanchez: -- Fred, butt want you to understand In the sake of all fairness -- and
I know this has been dragged out and it's coming in front of the Board today. Today is
November 28. Their event is scheduled for January 3. There isn't much time now to logistically
move to another site, in all fairness.
Mr. Joseph: I appreciate it. This was January 16, I wrote you, on '07, and you made the
commitment that they wouldn't be done at that time, last year, Commissioner.
Commissioner Sanchez: Well --
Mr. Joseph: I agree.
Commissioner Sanchez: -- apparently, we must have dropped the ball on the issue. My
commitment to you is -- and I'm only one board member -- that next year they would have to
either come over to Bicentennial or come over to Bayfront Park, or maybe Watson Island, if it's
available because that has the minimal impact right now to the residents, and Bayfront Park
holds events there all the time. Tim Schmand is an expert at making sure that we don't disrupt or

Commissioner Sanchez: Exactly --
Mr. Joseph: Thank you.
Commissioner Sanchez: -- andl could see from the minutes that you provided me and the --
Mr. Joseph: Yes.
Commissioner Sanchez: -- letter that he participated in the last discussion that we had. It's just
that we are committed now -- and I don't think it's fair for us to tell them, hey, listen. Find
another site now when you -- the event is January 3.
Mr. Joseph: Ask the executive director to see that these things that you're putting in and this
Board is --
Commissioner Sanchez: I --
Mr. Joseph: -- hopefully going to support --

the sounds will not face the buildings. The fence will be removed -- put up maybe the night
before, and the following day, taken down; minimal interruption to that park as possible; that
you provide the proper security; that --
Mr. Joseph: Parking.
Commissioner Sanchez: -- the park -- yeah. The -- hold on, hold -- the park is turned off -- the
event is shut down at 7 o'clock, as you stated; $5 for residents to come into the event 'cause I
think the event does benefit the City. It gives an opportunity, you know, to promote the City
throughout the world, as this event is broadcast throughout the United States and throughout the
world, so the City does benefit something from it. Of course, we certainly cannot sacrifice the
peace of mind of our residents, and what was the other condition you wanted?
Mr. Joseph: On the parking.
Chair Spence -Jones: I have a few things I want to add too.
Commissioner Sanchez: Okay, so I would yield and pass it over to the Chair now, based on
those conditions that have been proffered.
Mr. Joseph: Thank you.
Chair Spence -Jones: Commissioner Gonzalez --
Commissioner Gonzalez: No.
Chair Spence -Jones: -- do you mind me --? Okay. The only thing I just want to add -- I know
one of the things that we talked about last year too was the vendors, and I think that -- you're a
new person, but the last person -- I don't know if it was Luellen (phonetic) or someone else that
was making the presentation --
Mr. Murphy: Yes, ma'am.
Chair Spence -Jones: -- we really would like to see the businesses of the area benefit from
participating. I think you guys always do like a barbeque stand or something to that effect, and I
ask that you guys please at least try to do some outreach to include those local businesses or
vendors or caterers in the area so that they can benefit from the thousands of people that are
actually coming, so I would like to see -- have that added as a condition for there to be some sort
of outreach, and the CRA can help identij5r some of the businesses in the area that can benefit
from participating. The other thing that I asked for you guys to do last year was the youth in the
area. Last year you had a huge, big artist that participated, and many of the kids from Overtown
and from that surrounding area did not have a chance to participate or be a part of the
celebration. I don't know who's on the lineup as of this year. Is there--? Do you know who's on
the lineup at this point? You should.
Mr. Murphy: We're still solidifying the acts, but it's a popu -- a couple -- very -- it's some -- it's a
lot of local talent, along with the bands from each participating university, and then -- earlier in
the day, and then a -- we'll have a headline act that we're still finalizing.
Chair Spence -Jones: Okay, so I would like to see if there's any way possible to at least have
some sort of outreach to the kids where those artists that are there will have the opportunity to at
least go into the neighborhoods. I think it's really, really important, and a part of that outreach
should also include the -- right there in the heart of Overtown, we had champions with the
Overtown Rattlers from the optimist club. We had the champions throughout the whole country
right there in the heart of Overtown. It would be nice if some of those players that are coming

from all -- you know, to the games or participating, that they do some sort of outreach or
something with the kids actually, with our optimist football club in the area. I just want to see it
-- I don't -- whatever happens within -- whether or not it be the Omni, whether or not it be the
Overtown area, if we're going to put money into something, it has to go back to the people, and
for some reason, a lot of times that just does not happen, so I want to see that you actually, you
know, make a genuine effort to do that. I just got to ask this. What was the amount that was
actually raised from last year's event from the gate? Do you know?
Mr. Murphy: I --
Chair Spence -Jones: And then -- and what is it normally used for once it's raised?
Mr. Murphy: -- would have to double-check that, but you know, the event generally -- any
revenues that we receive from the event -- and you mentioned the actual -- the youth sports and
the youth events. We actually are very, very, very committed to all the -- we kind of tend to focus
on football and cheerleading --
Chair Spence -Jones: Right.
Mr. Murphy: -- at the youth level, and we have used several hundred thousand dollars every
year into -- specifically into our local youth football and cheerleading --
Chair Spence -Jones: Well, I think that you need --
Mr. Murphy: -- so --
Chair Spence -Jones: -- it's really important that you find a way to promote that and push that
portion of the message --
Mr. Murphy: Okay.
Chair Spence -Jones: -- so it's not seen as just one big party; that those proceeds that are raised
from the gates will benefit supporting optimist -based programs that not only take place in my
district, but also in Commissioner -- I believe, San --
Commissioner Sanchez: Citywide.
Chair Spence -Jones: -- right, citywide programs. In Allapattah, at Curtis Park, they have a
football -based program there. I think it's just important for you to also make sure that that is
actually happening so that all of us could be happy about whatever's being gained from the
overall event, and then just last, but not least, what accommodations are you guys making for
construct -- for parking because of the construction?
Mr. Murphy: Yeah. What we've done is we've worked very closely with the Omni Center and
their garage. We also identified several points within the area, not necessarily maybe around
the park area, but at different locations, such as -- we know a lot of the fans will be staying down
at the Intercontinental Hotel, at the Hyatt downtown, and as well as the Radisson, and where we
will -- we provide some different shuttle and transportation services for those people to come to
the event and then back out, so we try to -- we tried to eliminate as many of the parking concerns
as possible because we know, walking into it, that it is a challenge, so we try to create some
additional opportunities and some different transportation pieces from different points to
alleviate that and create some shuttle system. In addition to that, we also worked closely with
some of the university alumni associations of which we tell them that they need to bus their folks
in to the event and out of the event, so you know, we, again -- and we have a drop-off and
pick-up point for those vehicles, as well, so we try to eliminate as many of the, you know, parking

Chair Spence -Jones: Okay. I'm done with it, and I just need to make sure that if you're saying
it's $5 for residents, that, you know, to make sure that residents of the City of Miami know that
they only have to pay $5. I think that it's very important that it's included in all your marketing
material, whether or not it be radio, print, because if people don't know it's going to only cost
them $5, then they're not going to know it, so I would like to at least make sure that you do make
every effort to include it in your marketing message that all City of Miami residents, on behalf of
the CRA, on all your printed stuff or anything that you have, get -- they only have to be charged
$5 to get in.
Mr. Murphy: Yeah. Currently, the idea that we brought forth in our meetings with -- especially
with Commissioner Sarnoff, was that the neighbor -- the local neighbors, we would offer that $5
opportunity, so what we did is said, in addition to the neighborhood, that immediate surrounding
area, we'd make it available to anybody in the 33312 area [sic] code, and all they would have to
do is just show their driver's license, and they would be eligible for that $5 ticket.
Chair Spence -Jones: Yeah. I want to make sure that it's every part of CRA, so we'll give you all
of the --
Mr. Murphy: Yeah, exactly.
Chair Spence -Jones: Yeah, not just in that --

Mr. Villacorta: -- is a resolution authorizing a grant to the City of Miami, in an amount not to
exceed $100, 000, to underwrite a portion of the jazz event to be held in February 2008 at the
Lyric Theater. The CRA (Community Redevelopment Agency) and the City of Miami underwrote
the cost of a two-day jazz event at the Lyric Theater in Overtown in 2007. It was anticipated that
this would be an annual event showcasing the Lyric Theater, acknowledging the area's history
and reviving the area's standing as a destination for jazz and blues performances.
Commissioner Gonzalez: Commissioner --

Chair Spence -Jones: Second, and I'll just -- just want to make a comment on it. Again, I don't --
Dr. Fields, I know you're here, and I definitely want to hear from you. I want to say that last
year's event was tremendously successful, considering the fact that we did have rain, but this was
a project that we did with BET (Black Entertainment Television) and BET-J (Black
Entertainment Television on Jazz) with over 12 million households viewing Overtown and the
historic value of it. This is something that we want to create every year to at least attract people
back to Miami and to choose Miami or Overtown as the destination for jazz and blues as we
begin to redevelop it. I also want to say that one of the things that I'm trying to do is reduce

down for not having -- 'cause I don't want to have so many events coming out of those particular
areas. Instead of having four or five of them, have maybe one, two solid, big events that can
really help us promote the area because I know that we don't -- and I know, sitting on my right,
Mr. Chairman, now sitting in, is -- has been very adamant of how important it is to make sure we
spend resources on key tangible solid projects in the area and to kind of wean away from so
many events, but we do know that in order to attract people to the area for development, to live
there, people have to feel that the place is a safe place, so you have to start creating that kind of
interest or buzz back into the area, but I would like for Dr. Fields to at least say one or two
things. The item has already passed, but I think it's important for her to --
Dorothy Jenkins Fields: Thank you.
Chair Spence -Jones: -- add to it.
Ms. Jenkins Fields: Commissioners, I just want to let you know how important this initiative is
in arts and culture, and last year, with BET and This Joint is Jumping, it was a marvelous
success, especially with the program for children. There was a music workshop for students, and
it went very well and motivated so many of them to really look into music. The other initiative
that the Commissioner has put forth is that -- with the Schomburg, and of course, she brought
down the Schomburg exhibition, Motion One, and we're looking now for the full funding for the
workshop and technical assistance to cultural organizations in the district in order to help
Overtown become a destination of choice, and so we appreciate your support and look forward
to seeing you at the Lyric. All right.

Based upon the Schomburg piece, I know that we're going to -- this event is -- that we're talking
about now takes place in February, but I'd like to direct you to work along with the Black
Archives because we want to begin that training and technical assistance through the
Schomburg, the International Black Archives Library in New York, to begin working on putting
together a training for all of these historic organizations that are in Overtown to make sure that
they're able to sustain themselves by going through these trainings and the workshops and
everything that's necessary, so I want to direct you to begin that process with them.

Commissioner Sanchez: So do I I think we need to explain this item very well 'cause it --
Chair Spence -Jones: Sure.
Commissioner Sanchez: -- has to do with the Crosswinds --
Chair Spence -Jones: Yes.
Commissioner Sanchez: -- and as you know, the County, and the City, and the CRA are working
on possibly coming into an agreement on Crosswinds, and as -- if you've heard, in the County
there's been some statements made by certain elected officials that they should have units sold to
people who make no more than 30 percent of the median income. That means -- and let me see if
my math is correct -- that a two thou -- a $200,000 condo will be sold to a person, hopefully,
making 12,000 a year. Well, as you know, those numbers don't add up, so that's why it's
important for us to hold the County, their feet to the fire to, you know, make sure that if they
commit to that, that they put the money into this project because I think that if we all agree on
something here, it's making sure that, you know, people do become property owners and be a
part of the community and help us revitalize Overtown, but I like this concept of making the

County put their money where their mouth is, and that's why I think this legislation is very
important, so all it does -- and correct me if Pm wrong, executive director -- it allows you -- it
directs you through a legislative action of this Board to negotiate with the County to come up
with those funds because if we do enter into an agreement -- and that has not been done yet, and
I want to state it very clearly -- and that does not happen and the individuals from Overtown
have been promised something -- and they have been promised many things in the past and
government has not been able --
Chair Spence -Jones: Delivered.
Commissioner Sanchez: -- to fulfill those promises, it leaves us up here, who had nothing to do
with that item, where we're the ones that can't be trusted, so I want to make sure that if the
County's telling us that we have to do that, that they're the ones that are putting the money, and
then we'll address the issue of what'll be our part in that agreement.
Chair Spence -Jones: I just --
Mr. Villacorta: All right.
Chair Spence -Jones: Thank you, Commissioner. I just need to officially put this on the record.
In light of the Board's vote on the Sawyer's Walk item, we would like to direct the executive
director to convey to the County that, based upon this CRA (Community Redevelopment Agency)
action, they move -- that we definitely have this on the December 18 meeting so that we can
begin to get at least the developer approved for the project. Now realizing that this -- the overall
MUSP still has to come in front of us, which, hopefully, we'll have a date coming up soon, I think
that we need to put the motion in place now though because, to my understanding -- and Larry,
you're here, if you can step up to the mike -- we only have until December 31, correct?
Mr. Villacorta: We agreed to extend the reverter date to December 31. There are other issues
pending about whether the reverter has been told by our submission of the project to the County
in 2005.
Chair Spence -Jones: Okay. I just want to make sure that we all know sitting up here that, you
know, we have no choice but to take the other item, the MUSP item, because after December 18,
you know, it's a dead issue, so I just want to make sure that staff does what's necessary to convey
it to the County to make sure that it's actually on the agenda, and I want to also make sure that I
tell -- I'm assuming that -- 'cause I try -- I'm trying to make sure I do everything right on this
issue -- I can communicate to -- I can communicate in an open forum to the developers now,
correct?
Commissioner Gonzalez: Right.
Chair Spence -Jones: Okay. I just want to make sure, to the Crosswinds folks, that it's really,
really important that whatever this community benefits agreement that you guys have agreed to
on principle -- and I know that it's conceptual -- that you stick to what you've committed to the
individuals of Overtown, and I think that if everybody's --
