Rollason Executive Director Date: February 17, 2006 File 06-00251 Subject: Motion Appointing Vice Chair Spence -Jones as Chairperson of Ad Hoc Capital Improvements & Beautification Committee for SEOPW & Omni CRAs References: Enclosures: RECOMMENDATION: It is recommended that the Board of Directors for both the Omni Redevelopment District and Southeast Overtown/Park West Community Redevelopment Agencies (CRAs) approve the attached Motion directing the Executive Director to work with CRA Vice Chair Michelle Spence -Jones to create the language establishing an Ad Hoc Capital improvement and Beautification Committee to work with the City of Miami, the SEOPW and Omni CRAs, and the Downtown Development Authority ("DDA") for the purpose of identifying significant and attainable capital projects which will improve the infrastructure, quality of life, and beauty of the Redevelopment Areas with the intent that said identified and approved projects could be funded by a future bond issue; further, appointing CRA Vice Chair Michelle Spence -Jones to serve as Chair Person of said Committee, once it is established; further, directing the Committee to consider the objectives of the CRAs' Redevelopment Plans, the DDA's Master Plan, and the City of Miami's Parking Surcharge Program in recommending projects for consideration by the Boards of Directors for both the SEOPW and Omni CRAs; further, directing the Executive Director to bring the proposal for e o blis in 2 the Committee before the Boards of Directors at the regular CRA Board meeting scheduled 06. JUSTIFICATION: As the SEOPW and Omni CRAs prepare to bond future Tax increment Fund (TIF) revenues, there is an imminent need to plan capital improvement and beautification projects throughout the two CRAs. As such, this Motion would allow for the development of an Ad Hoc Committee chaired by CRA Vice Chair Michelle Spence -Jones to identify realistically attainable infrastructure projects as well as beautification projects throughout the two CRA Areas which could be funded with Bond dollars which, in turn, could entice developers of all ranges and capabilities to invest and develop appropriate projects within the two districts.
