CRA Water Line Improvement Project

RECOMMENDATION:
It is recommended that the Board of Directors of the Omni Redevelopment District Community
Redevelopment Agency (CRA) approve the attached Resolution appropriating an initial amount of
$3,500,000.00 for funding the Omni CRA Area Water Line Improvement Project and further authorize the
Executive Director to negotiate a Joint Participation Agreement (JPA) with Miami -Dade County Water and
Sewer Department (WASD) to design, engineer, and install this improvement project and further, the
negotiated JPA shall be brought back before the Board of Directors for approval.
JUSTIFICATION:
The Executive Director has been working with WASD personnel for the past two years to develop this
water line improvement project which ultimately resulted in a July 18, 2005 WASD proposal letter (see
attached). Although the City Administration originally had concerns over the expenditure of Tax
Increment Funds (TIF) for this type of project, they are now in support of this project (see attached letter
from Mary Conway to WASD dated January 20, 2006). This project is designed to upgrade the water and
fire flow requirements to the maximum development anticipated under Miami 21 and would work its way
east from the western boundary (FEC tracks) of the Omni CRA area toward the high-rise developments
along Biscayne Boulevard and along North Bayshore Drive in front of Margaret Pace Park. The
improvement to water/sewer infrastructure in this area will attract developers on a smaller scale within the
Omni CRA who may not have the financial resources to construct their above ground improvements as
well as in -ground infrastructure requirements. This project falls within the current Omni CRA
Redevelopment Plan's Redevelopment Objectives — III.C. Public Infrastructure and Amenities, 1. Provide
adequate public utilities and services for the area's residents and businesses. Specifically, within the
Redevelopment Plan, Section IV.C. 2. — Utilities and Drainage, the Plan states: "The Omni area is
presently provided with water and sanitary sewer service by the Miami -Dade Water and Sewer System.
Both systems contain sufficient capacity to serve future growth in the Omni area; however, certain of the
local distribution lines within the district may need to be upgraded as redevelopment occurs." In addition,
in Section V.B. — Capital Improvement Projects, No. 3 includes "public infrastructure improvements
including, but not limited to utilities This project is an ideal expenditure of TIF funds and will
provide an economic incentive to developers to go forward with their projects sooner than later. It will
also eliminate project- by- project grant requests from various developers to assist them in their portion of
the needed and required water and sewer infrastructure improvements.
