The Vision Council, an economic devel- c _tent agency for the area, wants to de- velop a set of indicators, in cooperation with the Beacon Council, to measure what is happening in the southern end ofthe county, said Mike Richardson, Vision Councilpresi- dent. The Beacon Council is Miami-Dade's countywide economic development agency. Statistics specifically measuring what's happening in hisareaare not available, Mr. Richardson said. "All the economic data," he said, "is compressed into Miami -Dade County." New retail development there is fueled by explosive residential growth, he said, that could easily amount to 20,000 new units in the next few years. Beacon Council officials announced this year they are looking to create a new set of economic indicators for the county be- cause the state figures don't reflect Greater Miami's highly entrepreneurial economy. Traditional statistical systems, they said, measure factors such as payroll -based em- ployment growth, personal income and un- employment. Those measurements work in a closed economy, officials said, but don't reflect what is happening in Greater Miami. Instead, Beacon Council officials said, new systems should look at data such as and tracked over time. Plans to develop a new set of data for South Dade came from discussions with Beacon Council President Frank Nero at a Sept. 28 business forum sponsored by the Vision Council. Mr. Richardson said the forum was among its most successful, drawing 120 real estate agents, developers, builders and bankers from the county. Keynote speaker and Miami -Dade vet- eran residential and commercial broker Moe Veissi, principal of Veissi & Associates, said South Dade is the lastplace for afford- able, horizontal residential development in the county. Once South Dade's build -out is com- to the county's master plan for develop- ment. Another participant, Marlene Porter, se- nior vice president for human resources at CommunityBankofSouth Floridaandchair- man ofthe Business and Industry Commit- tee ofthe Homestead/Florida City Cham- berofCommerce, said she found the forum informative. "I've been down here a long time. I can be a real skeptic, but I came away from that meeting thinking `I'd better get out and invest in something.'" Networking was another plus for Ms. Porter, who said she came away from the meeting with a lead fora $12 million loan for commercial development. State eyes rapid bus service between Palm Beach, Miami -Dade 1 OM HARLAN A Florida Department ofTrans- portation study could pave the way for rapid bus service from southern Palm Beach County to central Miami -Dade. The study will analyze how three counties, including Broward, can use enhanced buses with fea- tures such as traffic signal pre- emption to improve traffic and reduce travel time along the State Road 7/US 441 corridor, which includes a stretch south to down- town Miami. The transportation department, which is paying for and conduct- ing the study, enlisted Carter & Burgess, a consulting firm, to work on technical aspects of the study, which is to be finished in summer 2005. Once the study is done, trans- portation officials hope to design a bus system that will run every I_t -- - `This will certainly improve some congestion issues on 441.' Chris Walton The service could receive at- tention from state and federal policy makers as one ofthe first regional transportation efforts since the creation of South Florida's Regional Transportation Authority. In July 2003, state leg- islation changed the Tri-County CommuterRail Authority into the South Florida Regional Transpor- tation Authority. Lloyd Robinson, project man- ager for the study, said officials are basing the study on a model used by Los Angeles transporta- tion authorities that is cheap and efficient. Broward County Transit used the Los Angeles model when it began running an unlimited stop the new bus service would ex- pand the successful Broward County system, which has been crowded since beginning a few years ago.
