Todd B. Hannon Clerk of the Board Impact Florida Statute 409.147 establishes a process for communities seeking a Children's Initiative designation from the state of Florida. A Children's Initiative is a neighborhood or community in Florida where the infrastructure and opportunities that middle class communities take for granted are nonexistent or so marginal that they are ineffective Why an Overtown Children's Initiative? Overtown, Miami FL has approx. 13,119 residents, 61% are Black, 28% are of Hispanic heritage, 28% are foreign born and 38% speak another language other than English at home and almost 1/3 are under 18 years old. Eighty-seven percent (87% ) of residents live below the poverty line (Census 2000). The community's arts, business and entertainment corridors are speckled with vacant lots, dilapidated buildings and empty retail bays. Ironically, Overtown is less than a mile from the bustling Port of Miami, less than 2 miles from Brickell's international banking hub, is encircled by Miami Dade County Public Schools, Miami Dade College, the Performing Arts Center, a new multi- million dollar homeless housing and service center, a state off the art bio-technology park and the recent home of a $50 million dollar affordable housing bond offer. But, the level of disparity between Miami's hub of international and local economic activity and Overtown's poverty and economic stagnation is jarring. The need for an Overtown Children's Initiative is great. Anchored stakeholders in the Overtown community feel the sense of urgency to change the status quo of ameliorating resident's needs. It is time to create a future of economic prosperity, educational success and transformative community change for our children. Building a Cross Sector Coalition for Youth Success The Overtown Children and Youth Coalition is building the infrastructure needed to establish an Overtown Children's Initiative through the State of Florida Key Issues: • Early development and care of children • Education of children and youth • Arts and Culture • Physical & Mental Health and Wellness • Youth Development & Employment • Parent and Guardian Support • Access to Higher Education Community Safety • Housing and Community Development • Financial Growth and Stability Moving from Isolated Service Interventions to Systems Change for Collective Impact Target ?.cton & Intervention Collective Impact, defined as the commitment of a group of important actors from different sectors to a common agenda for solving a specific social problem is hard to achieve when attempted through traditional methods. Current methods encourage isolated efforts, short-term funding commitments, a decentralized infrastructure, and uncoordinated efforts from the private, public and academic sectors. To be successful, collective impact must include five conditions: • Common Agenda —Shared vision for change, common understanding of the problem and a joint approach to solve it through agreed upon actions. • Shared Measurement Systems —A short list of indicators at the community level to ensure aligned efforts. Organizations engaged in the same activity should report on the same measures Mutually Reinforcing Activities —Service providers should do what they are good at in a way that helps the collective and complements the service network Continuous Communication —Information is shared in the same language. Mandatory monthly or bi-weekly in -person meetings and web- based communication among leaders take place. Back Office Support —Resources, i.e. time, money and personnel are devoted to the coordination of efforts. Three roles are required: project manager, data manager and facilitator ABOUT URGENT, INC.
