Last month the county com- mission voted to put the ques- tion of eight -year term limits on the November ballot and moved to create a charter review task force to pot proposed amendments before voters iftwo thirds of tnskforce members rec- ommend the measures. Each eotnmissioner, Mayor Carlos Gimenez and the county's four largest cities (Miami, Hialeah, Miami Beach and Miami Gardens) were to appoint members to the 20- mennber taskforee,'fhe League ofCities, whicllrepresents Mi- ami -Dade municipalities, has named two representatives. The City efMinmi Beach is the only pity that has not male an appointment. While Mayor Matti Bower nominated longtime com- munity -activist Victor Diaz, who chaired the ceunty's last charter review tnskforco, the city must move to approve or reject the appointment at itsMny 9 meeting. The county's charter calls for a review of its provisions at least every five years. The lost charter review team was put in place in 2007. The charter sets liulit'ntiols and requirements on how county government is structured and functions. City officials are seeking to partner with a development team to create a 52-acre Con- vention Center District beside Lincoln Road. Miami Beach commissioners are expected to narrow the field of candidates for the conven- tion center project to a sltort list during their June meeting "at the earliest," City Manager Jorge Gonzalez said Tuesday. 'rho eight teams to submit packages wore Ride Develop- ment; SoEteCA; Mathews Southwest; IBA; Turn berry Lincoln Village; Flagstone Property Group; Plenny, Tri- Star and Jonas Lang LaSalle; and Portman-CMC, records show. "I'm excited by the opportu- nity that these interested Com- panies bring to our city'9'eco- nomic growth," the city man- ager said in n statement, In February, the city re- quested qualifications to reno- vate and expand the Miami Beach Convention Center, in - City also seeks private partners for Lincoln Road projects, says City Manager Jorge Gonzalez. eliding the development an at- tnehe<I or nearby Hotel, and various mixed -use develop- ments on surrounding proper- ties. The city is looking for the publioly-owned Convention Center District to be "master - planned and developed holisti- cally," including facilities to boost the competitiveness of the convention center, while offering new public open spaces. In addition to the convention center, the proposal calls for potential redevelopment of the Fillmore/Jackie Gleason The- ater, Miami Beach City Mall, a municipal parking garage and more. in May, an evaluation com- mittee is expected to meet to review the eight development Noma' qualifications and make a recommendation to tho city manager, who then is to present his recommendation to com- missioners for a short list of development teams for consid- eration. Eventually, the city manager is to recommend to commis- sioners a "proposer or proposers" to be awarded the Convention Center Dislriot project. The deadline .for developers 10 submit qualifications was postponed to Aprll23 after Gus Lopez, the eity's procurement director, abruptly resigned March 30, Mr, Gonzalez said the city had been monitoring Mr. Lopez's entails after discover- ing that he made some "inap- propriate" communications about the convention center project. The procurement of- fice is tasked with overseeing the oity's solicitations for de- velopers. Mr. Gonzalez said Raul Agulla, a deputy city attorney, has since been reassigned to help oversee the process. Mr. Gonzalez has said a goal ot'tho process is to minimize public money used for the project, instead emphasizing private investment, However, to make the project more attractive for developers, a city advisory board has pro- posed increasing the city's ho- tel bed tax by one percentage point to raise an estimated $80 million to $90 million for the project over a 10-year period. Local voters would have to ap- prove the tax Moroas°, Meanwhile, city officials also are Looking for a public -private partnership to develop several city -owned parking lotsoffthe Lincoln Road pedestrian mall. The city received four devel- opment proposals for that project. Those proposals call for dif- ferent mixes of residential, commercial, retail and parking space, Mr. Gonzalez said. The project focuses un North Lincoln Road, a small street adjacent to Lincoln Road be- tween Alton Road and Merid- ian Avenue. City officials said the proposals will be evaluated in May, with recommendations going to city commissioners in June, SOUTHEAST OVEPTOWN/PART[ WEST COMMUNITY REDEVELOPMENT AGENCY PLEASE ALL TAKE NOTICE Ihel a Board of Cmnndssionnrs•Mecting of the Southeast 0venown/Park West is scheduled to take place on Monday, April 30, 2012 © 5:00 pm, at Frederick Douglass Elementary, 314 NW 121h Slrool, Miami, FL 33136.
