A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA")
ACCEPTING THE EXECUTIVE DIRECTOR'S RECOMMENDATION OF KARSH
MEDIA SOLUTIONS, INC. TO PROVIDE MARKETING AND PUBLIC RELATIONS
SERVICES TO THE CRA; AUTHORIZING THE EXECUTIVE DIRECTOR TO
EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN A FORM
ACCEPTABLE TO GENERAL COUNSEL, WITH KARSH MEDIA SOLUTIONS, INC.
FOR MARKETING AND PUBLIC RELATIONS SERVICES FOR AN INITIAL TERM
OF ONE (1) YEAR, IN AN AMOUNT NOT TO EXCEED $27,000, PLUS APPROVED
EXPENSES, NOT TO EXCEED $2,500, WITH OPTIONS TO RENEW FOR TWO
(2) ADDITIONAL ONE (1) YEAR PERIODS; ALLOCATING FUNDS FROM SEOPW
TAX INCREMENT FUND, "PROFESSIONAL SERVICES," ACCOUNT CODE NO.
10050.920101.531000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency is
responsible for carrying out community redevelopment activities and projects within the
Redevelopment Area in accordance with its approved Redevelopment Plan; and
WHEREAS, Goal 5 and Principle 6, at pages 11 and 15, of the 2009 Southeast OvertownlPark
West Community Redevelopment Plan, list promotion and marketing of the community as stated
redevelopment goals; and
WHEREAS, the Southeast Overtown/Park West and Omni Redevelopment District Community
Redevelopment Agencies ("CRAs") need assistance promoting the goals and objectives of the
respective Redevelopment Plans adopted for the Redevelopment Areas; and
WHEREAS, on April 14, 2010, the CRAs issued an RFP for marketing and public relations
services; and
WHEREAS, on May 3, 2010, three proposals were received by the Clerk of the Board and
forwarded to the CRAs for consideration;
WHEREAS, CRA staff evaluated the responses and recommended Karsh Media Solutions, Inc.
as the most suitable firm; and
WHEREAS, the Board of Commissioners wishes to accept the CRAs' recommendation and
authorize the Executive Director to negotiate and execute an agreement, in a form acceptable to
General Counsel, with Karsh Media Solutions, Inc.;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Commissioners accepts the Executive Director's recommendation of
Karsh Media Solutions, Inc. to provide marketing and public relations services to the Omni
Redevelopment District Community Redevelopment Agency.
Section 3. The Executive Director is authorized to execute an agreement, in a form acceptable to
General Counsel, with Karsh Media Solutions, Inc. for marketing and public relations services for a
term of one (1) year, in an amount not to exceed $27,000, plus approved expenses, not to exceed
$2,500, with options to renew for two (2) additional one (1) year periods.
Section 4. Funds are to be allocated from SEOPW Tax Increment Fund, "Professional Services,"
Account Code No. 10050.920101.531000.0000.00000.
Section 5. This Resolution shall become effective immediately upon its adoption.
