Executive leadership at the Omni CRA
Recent attention as to the effectiveness of community redevelopment
agencies merit a thorough evaluation of the functioning of the Omni CRA. As a
board, we must ensure that the Omni CRA is achieving its intended lawful
purpose of addressing slum and blight through investment in economic
development, affordable housing, historic preservation, and infrastructure
improvements in the Omni redevelopment area.
A change in direction for the Omni CRA, in my opinion, is necessary.
Importantly, this is a decision that needs to be made by the entire board and not
just me. As chairman, I'd like to begin the discussion by proposing certain
changes to the CRA's executive leadership. I am recommending the following
terms:
• Executive salaries at the Omni CRA will be cut by 20 percent, effective
immediately.
• Mr. Jason Walker will be appointed as Executive Director of the Omni
CRA, effective as soon as practicable.
• In recognition of his service, Mr. Pieter Bockweg will be entitled to a
severance package amounting to one (1) month of severance pay.
• In addition, Mr. Bockweg will be entitled to a payout totaling a percentage
of his accumulated time off, as determined by the board.
• In addition, Mr. Bockweg will be entitled to a one week transition period
from the date of Mr. Walker's appointment.
• As a condition of receiving severance pay, transition pay and time -off
payout, Mr. Bockweg will waive any and all claims against the City of
Miami, Omni CRA, and Miami -Dade County.

Profile: Highly qualified and experienced in local, municipal, state and federal agencies
and issues. Skilled in budget analysis, bond proposals, community and economic
development, policy implementation and drafting legislation. Recognized for the ability
to confront disparate issues and negotiate with opposing parties for a positive resolution.

Manager and Chief Administrative Officer, Village of El Portal, Florida
Plan, organize and evaluate the work of all Village departments to ensure efficient
delivery of municipal services to residents of the Village. Work with five elected officials
to set policy for the Village. Direct and develop numerous capital infrastructure projects,
including multi -million dollar storm water utility upgrade, Village parks upgrade, and
roadway and sidewalk improvements village wide. Perform financial and managerial
analyses for the Mayor and Village Council resulting in unqualified financial audits every
year. Experienced in intergovernmental relations with City, County, State and Federal
officials.

Lead staff person for neighborhood revitalization programs. Responsible for
neighborhood oversight of Coconut Grove, Brickell, Omni CRA and Overtown/Park
West CRA. Implemented aggressive code enforcement and increased city services -
including police, solid waste collection and community and economic development
financial assistance, resulting in the improvement of the quality of life in underserved
neighborhoods. Drafted and implemented legislation resulting in the establishment of the
Coconut Grove BID. Negotiated and secured $5.2 million in funding for the completed
Grand Avenue Streetscape. Staff person and liaison to the following city agencies and
