Bockweg Executive Director Date: February 17, 2012 File: 12-00184 Subject: Resolution accepting the recommendation of the selection committee and authorizing the execution of a professional services agreement with Bastien and Associates, Inc. for the preparation of the Design Criteria Package for the Miami Entertainment Complex. References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Omni Redevelopment District Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution accepting the recommendation of the selection committee and authorizing the execution of a professional services agreement with Bastien and Associates, Inc. for the for the preparation of the Design Criteria Package for the Miami Entertainment Complex, located at 50 NW 14 Street, Miami, FL, in an amount not to exceed $215,000. JUSTIFICATION: The CRA issued a Request for Qualifications (RFQ) No. 11-008 for Architecture Services -Design Criteria Package for the Miami Entertainment Complex on October 24th, 2011. Seven (7) qualification packages were received (list attached) and evaluated by a selection committee based on the requirements of the RFQ and as stipulated by Florida Statutes Chapter 287.055 "Consultants' Competitive Negotiation Act". The selection committee recommended negotiations proceed with the top three ranked firms in ranking order (memo provided). CRA staff proceeded to negotiate with the top ranked firm and is recommending that a professional services agreement be executed with the #1 ranked firm in the amount of $215,000 (scope of work, schedule and fee proposal attached). For reference, a Design Criteria Package is required to be prepared in order for a government agency to put out a solicitation for a Design/Build bid. The Miami Entertainment Complex is being proposed as a Design/Build project and therefore, a Design Criteria Package is the first step in the process. The Board of Commissioners, by Resolution No. CRA-R-11-0043, passed and adopted on July 28th, 2011, authorized $1,087,268 for the planning, design, construction and development of the Miami Entertainment Complex. Funding for this first phase of the project will be used from the $1,087,268 allocation. Section 4.4.2, at page 49 of the OMNI CRA Redevelopment Plan, "The development of the Performing Arts Center... coupled with the future development of the Florida Opera House and adjacent Media/Entertainment District...there is a great potential to reinvigorate the Omni area by establishing it as a cultural destination that includes a multitude of arts and entertainment venues." This Resolution carries out this goal. FUNDING: Funds to be drawn from the from OMNI Tax Increment Fund,"Construction in Progress," Account Code No. 10040.920101.670000.0000.00000.
