On the 25th day of April 2011, the Board of Commissioners of the Omni Redevelopment District
Community Redevelopment Agency of the City of Miami met in regular session in the Grand
Ballroom at Doubletree by Hilton Grand Hotel, 1717 North Bayshore Drive, Miami, Florida.

about two years since we've been here, and it's good to be back. So why don't we get off right

Pieter Bockweg (Executive Director, Community Redevelopment Agency): Mr. Chairman, reso
number 2 is a REP (Request for Proposals) that we put out regarding the maintenance of our
streetlights on properties that we own, as well as the one on the super block by the PAC
(Performing Arts Center). This contract also includes the maintenance of the streetlights in the
Overtown. We wanted to take a look at the contract that was currently in place. I thought it was
a little high, so we put a REP out and we found somebody who would do it for 54 percent less
than it was originally -- that we had as part of a maintenance contract. Prior to -- currently,
there -- we are getting charged $24.50 per light structure, light pole. This contract now will be
$11.40.

CRA DISCUSSION
DISCUSSION ITEM REGARDING THE MIAMI ACCESS TUNNEL
PROJECT.

Chair Sarnoff. CRA (Community Redevelopment Agency) item number 4 appears to be the
Miami Tunnel access or access tunnel, I apologize.
Pieter Bockweg (Executive Director, Community Redevelopment Agency): The item before you
is a discussion item, which was deferred last month and it was brought up during our meeting
two months ago regarding the job hirings of the Miami Port Tunnel, and I believe they're here to
give you a presentation.
Chair Sarnoff I could see Chris Hodgkins in the back. You're going to come up front, or you're
going to do it from back there?
Christopher Hodgkins: Thank you, Mr. Chairman, members of the committee. We have
presented a presentation in a packet relative to our outreach that we have been doing and the
ZIP (Zone Improvement Plan) codes of all the folks that we have been hiring here from the
community in regards to all of our outreach efforts on hiring. You'll see that we have an
impressive attainment of how we're reaching out making sure that this project is a mirror of our
community. We know today in meeting with Commissioner Dunn's office, they want us to do
more in regards to making sure that what we've been doing on -- in hiring and employment, we
also do with subcontractors. We are going to take that further. We're going to be having a how
to do business with the Port of Miami for small business folks, similar to what we've done with
the director in the past for Operation 305, where he was our kickoff speaker. And we're going to
follow through with that. We're working with -- also in association with Bill Diggs from the

Miami -Dade Chamber. We're going to be having a breakfast, and we'd like you folks to
participate with that on June 1, at Jackson Soul Food, a breakfast where we're trying to bring
people in and make sure that they know how to do business with us and all the commodity groups
and making sure that what we're doing is the right thing. So as you can see, we have over 3,500
applicants. Of those -- of all the applicants we have, they're all from Miami -Dade, except for 7
percent, which are tunnel experts. Those are folks that we've brought in who have either built a
tunnel, designed a tunnel, or have worked with our contractor in the past. So we want to
continue that commitment. We look forward to your review in making sure that we do the right
thing. I also know that Chairman Gort had had a concern about the Pablo Duarte Park job fair.
I stopped by today with his staff, with Frank and Ralph, and gave a presentation for that where
you have the breakdown of all of those that we've hired all of those that we've called, all of those
refused, those who did not pass the standards that we have. And I know there was one situation
where a person applied for a job at that job fair. I brought her resume along because what
happened was they didn't have their phone number on it. They only had their e-mail (electronic)
on it. And we wanted to make sure that anybody that participated in the job fair heard back from
us immediately in writing. They didn't have a mailing address; she had an e-mail address. In
the meantime, we have reached out to her, but she applied for a clerical position, which at this
time we don't -- we have laborers positions. Matter of fact, we're working now with the
International Laborers. We're signing a contract with them. And for all the people that we're
doing business with, we require from them what we set for a standard for ourself [sic], which is
that we reach out to the community to hire first. So just like we are, we want to make sure that
they're going to be reaching out to the City of Miami and to Miami -Dade County to make sure
that we're hiring folks. I know that the last time we were here you wanted to speak to the person
in charge and our contractor. Our project executive, Louis Bray (phonetic), is here today. He
has made a commitment that we follow through on the numbers that you see here. We have
Marsha Jackman, who used to be a small business -- a director in the County in Miami. She is
helping us steer all of this effort to make sure that we're doing the right thing. And as always,

Mr. Hodgkins: Oh, my name is Christopher Hodgkins. I'm vice president of Miami Access
Tunnel. We're at 1040 Watson Island, Miami, Florida 33132.
Chair Sarnoff And Commissioner Suarez is recognized.
Vice Chair Suarez: Thank you, Mr. Chairman. Chris, I know that I don't have to tell you that the
number one issue in our community right now is jobs. It's the number one complaint that we get
in our office and we, as the City of Miami, are not really in the business of creating jobs or
making jobs for people, but we do everything that we can to facilitate the private sector and any
public projects attempts to hire more people from this community, particularly the ones that are

funding these projects. My question to you is, is this an issue of lack of training? I mean, do we,
as a CRA, need to set up something to train people to do the jobs, people from this area? Is that
what the holdup is? Because if that's the case, maybe that's something that the CRA can do.
What's the holdup?
Mr. Hodgkins: Well, there's actually no holdup. We have pledged coming in that we would
directly hire 400 people. We're approximately at 200 people. We have bodged over 750 people.
So that means people coming in the door doing business, we're up to 750. Our direct hires are
approximately 200. Of those, we've got well qualified people. Those that aren't well qualified
we're doing OJT (On the Job Training) with. So we have two graduates coming out in the very
near future from on-the-job training. That's with us directly. For example, two weeks ago, we
sponsored a recruitment event. What we did is from our 3,500 applicants, we went and saw all
the applicants that had any experience in steelworks. So then we brought them in and we
interviewed 120 applicants, and these are folks that had experience working with steel, and we
brought them in because we're going to be hand tying all the rebar that's going into our
segments. So again, we're hiring all local for that. We built our plant in Sweetwater, right here
in Miami -Dade County, but we made sure that we used our list that came from all the job fairs
and from what everybody's been doing. But we're willing to train for those that don't have
training, but there's no problem in people wanting to work and people who can work. As a
matter of fact, we wish we could use them all. But right now at this point, we've hired about 200.
That'll peak at about 400 direct hires, but it'll be much higher than that as it is right now. We're
at around 200 and our badging is 750.
Chair Sarnoff All right, the Chairman's recognized.
Commissioner Gort: Chris, my question is -- I read the information you sent, and my
understanding is you're interviewing people you thought that were qualified because of the
application. But most of the times, there's no phone, no e-mail, and you got to realize a lot of
these people have been out ofa job for maybe two years.
Mr. Hodgkins: Sure.
Commissioner Gort: They can't afford a phone and they cannot afford e-mail.
Mr. Hodgkins: Right.
Commissioner Gort: But they have a home address, so if we can send some kind ofa letter --
Mr. Hodgkins: No. That's what --
Commissioner Gort: -- to the home address, I appreciate it.
Mr. Hodgkins: -- what's usually --
Commissioner Gort: It doesn't mean they're going to get the job --
Mr. Hodgkins: No. I --
Commissioner Gort: -- but at least they get a chance to get interviewed.
Mr. Hodgkins: That's a very good point, Mr. Chairman. And what you saw for those that didn't
have a phone, what we did is everybody did use their home address and we gave them a hard
copy ofa letter mailed directly to them. What we had is a problem with one person that didn't
leave a home address or a phone number. They left an e-mail, so we had to go back and get the
e-mail and then e-mailed them directly, and that's what we did do. The others, for example, you

saw that we had the six individuals that we called for a job and their phone was disconnected.
We will be meeting on that because what we don't want to do is -- chances are some people who
are applying for a job and need a job and want a job maybe can't afford the phone. So we will
make sure that we --
Commissioner Gort: Right.
Mr. Hodgkins: -- make an extra effort to reach out to those folks and that won't be an excuse
that you'll see us using again.

Commissioner Dunn: Mr. Chairman.
Chair Sarnoff You're recognized, Commissioner Dunn.
Commissioner Dunn: Let me, first of all, thank the Port for taking our commitment serious. As
you know, last time we had this discussion item, we were concerned in terms of process, in terms
of how it was going about. The numbers that we're now -- that you're now sharing with us make
me feel more comfortable than before, particularly as it deals with the citizens in the City in
general, and more specifically those who are in CRA. Secondly, I am certainly even more
confident with the involvement of Ms. Marsha Jackman advising the Port. It is good to have
some level of checks and balances, and because I know she values her integrity. And not only
that; she brings a wealth of experience from her many years that she served in the County, and
I'm sure that the CRA will be getting great opportunities. And thirdly, I would like to -- I will be
contacting the City Manager to ask the procurement director for the City to provide you with a
list of local City vendors, and I think that's some of the things that have been echoed today, to
add to your list of small local businesses. If I say -- it, I should say -- it should save some room
for improvement, it would be in the area of small business, particularly those in the CRA ZIP
codes. Again, I want to thank you for your commitment and councilwoman from Aventura, I
believe. And I would ask that this would be done on a quarterly basis --
Mr. Hodgkins: Glad to.
Commissioner Dunn: -- so that we could at least be updated to make sure that people in the
City, but particularly in the CRA districts do get an opportunity to participate.
Mr. Hodgkins: Thank you.
Chair Sarnoff Chris, let me just say this to you because I'm probably the only one up here that
had the opportunity and the good fortune of having voted for the tunnel project. And I say that
because I was also the only Commissioner on the dais at one time that supported the tunnel
project. I still think this is going to be something the City of Miami, the County, and the State are
going to be the most proud of. I think this is going to be the best public works project, I think, in
the history of South Florida. I've said that all along. I've said it was going to be a huge
economic driver at the inception stage for the opportunity for folks to go out and build. I think
you're coming up and coming forth with pretty much what you said you were going to do and
doing it with a very nice face. I mean, I've said this to you many times, I hope when this project
is done -- and I know we're a long way getting it done -- that you stay in South Florida. I think
you said this guys never leaving this town. So I think you're a great asset to this town. But I still
stress to everybody, there are those out there in the community that still naysay this project and
this is a project that is protecting more than 170,000 indirect jobs to the South Florida economy.
In my opinion, this is bigger than the airport. I could justdy that statement, but most people will
tell you this is the second biggest economic driver to the airport. And I want to thank you for
always coming before this Board, coming before the Commission. And as the person who had

the opportunity to convince two other people finally to vote for this project, I want to thank you
personally.
Mr. Hodgkins: Thank you. Thank you, Mr. Chairman. Just one thing. It's -- the first meeting
that I came to for the CRA wasn't for the tunnel. It was for the Hospitality Institute. And tonight
we're here with the -- the manager of this facility is Robert Lacle, and what always impressed me
most -- and he got us involved in the Hospitality Institute so that we would have a table at all of
their events to hire people from there. And we have hired quite a few folks from that job fair. But
that began here with Robert Lacle, and I know a lot of folks are here today for part of that, but I
appreciate that all of you folks have done to make that happen and it got us involved too. But
please always continue to stay on us. And you know, both Marsha and myself work hard to try to
make sure that we come up with the numbers that really reflect a true commitment. But none of
this would happen without our project executive, Louis Bray (phonetic), who is following through
to make sure that the numbers that we want to see become a reality. So thank you for your time
here this afternoon.

DISCUSSION ITEM REGARDING CRA MEMBERSHIP TO GMCC.

MOTION
A motion was made by Commissioner Gort, seconded by Commissioner Dunn, and was passed
unanimously, to authorize the Community Redevelopment Agency to become a member of the
Greater Miami Chamber of Commerce.
Chair Sarnoff All right. Do you want to --? Can we do NANA (Neighbors and Neighbors
Association)? You want to do it at the end? Do you want --?
Pieter Bockweg (Executive Director, Community Redevelopment Agency): We have one more
item, Commissioner.
Chair Sarnoff Did I miss one? Oh, I'm sorry. You're right. Item number 5.
Mr. Bockweg: Item number 5, Mr. Chairman, is something that I think is important to move this
CRA (Community Redevelopment Agency) forward. It's a membership to the Greater Miami
Chamber of Commerce. The cost of the membership, which is $2,500, is within my purview.
However, I thought, talking to a Commissioner, as well as agreeing with him, that it's important
that we bring it in here and at least advise you and also the public that I think it's important that
the CRA becomes a member of the Chamber of Commerce. I think there's a lot of benefits to it
that will attract people. There's networking opportunities, planning initiatives that they do that
we can be a part of Like I said, networking, getting the word out, exposure and making sure that
people understand that the CRA, both Omni and Overtown, is a place to invest, live, and
definitely work. So I bring it before you as a request to get permission to join the Chamber of
Commerce.

Commissioner Dunn: Certainly, I believe your point is well stated. If we're going to be taken
serious by this business community of Greater Miami, I think it's incumbent upon us to be a part
of the scope of things. I know every year -- and even though I had pledged to do so, there's a
goals conference. I believe they still have that. I think if we're going to be serious about being a
part of the planning process and stages and just being a part of the vision, we need to be in at the
ground level. And I believe the role that the CRA has the potential to play, I think it's -- it makes
just all the business sense in the world.
Chair Sarnoff Anyone else wish to be heard? I mean, I could tell you this, I could echo -- and I
won't echo what he said because he said it better than I could say it -- which is I think that we
need to play a role with the business community and to be attuned to what the business
community wants, to know what they think they should be incentivized for and what they
shouldn't be incentivized. And I think one thing government does is gets away from
understanding business. And I think the CRA, it should be in the business of procuring business.
So I can see you doing it, and I hope the other Commissioners would support that as well.
Commissioner Gort. Mr. Chair, sorry.
Commissioner Gort: I don't think not only the Chamber of Commerce, but I think there's a lot of
events, like on June 1 you're going to have the Hemisphere Congress of -- by CAMACOL (Latin
Chamber of Commerce), which brings about 21 different chamber of commerce from the different
countries throughout the world. 'Cause it originally began as the Latin American United States,
and now we have Europe involved and Africa involved. And I think it's important for people to
understand that they can come and invest and we have places where they can -- investment
where it can be very helpful to them and we can work with them. So I think it's very important,
the participation. I mean, networking is what everything's all about.

Pieter Bockweg (Executive Director, Community Redevelopment Agency): I would prefer, Mr.
Chairman, if that's okay. There's a lot of graduation diplomas that we have to give out and
there's some in the Omni as well as in the Southeast Overtown/Park West.

Priscilla A. Thompson (Clerk of the Board): The problem is that you have two different file IDs
(Identifications), two different items on two different meeting agendas. So I don't know -- if you
recess it, you would still have to come back to this meeting after you finish your presentations at
the other meeting.
