Purpose of Item:
An Ordinance of the Miami City Commission amending Chapter 53, Stadium and Convention
Centers, Article I, City Stadiums, Division II, Marine Stadium, Section 53-53 (b)(1)(c) of the
code of the City of Miami, Florida, as amended in order to adjust fees related to the use of the
parking lot to be comparable with other government imposed fees for these types of events;
containing a severability clause and providing for an immediate effective date.

Subject: Ordinance for the amendment of fees associated with the use of the Miami Marine Stadium parking
lot.
Background Information:
Section 53-53 of the Code of the City of Miami ("City") provides for the "Rental Rates and Associated Charges
and Conditions" of Marine Stadium. The existing Code allows use of the Marine Stadium parking lot for a fee
payable in advance of the greater of $2,000.00 per day or $15 per square foot or portion thereof. This fee does
not include event costs such as electricity used, security, electricians, cleanup, police department personnel
required for traffic control and crowd control, etc., which are paid by the user.
The current fee structure was adopted in October 2010 at which time the City projected revenues of $25,766.00
for fiscal year 2011 based on tentatively scheduled events. Several event promoters have requested to be
placed on the Marine Stadium parking lot calendar for their special events, which are primarily triathlons. The
event promoters desire to utilize Marine Stadium because of its accessibility to the basin and Rickenbacker
Causeway for these types of events. Some event promoters previously used Miami -Dade County's Crandon
Park but were restricted due to the inability to advertise that is imposed by Miami -Dade County's Master Plan.
The current fee structure does not lend itself to establishing the City as being comparable with other
government imposed fees for these types of events. Based on the tentative schedule of events at the Marine
Stadium parking lot, the City projects revenues to be $72,500.00, with this proposed amendment. Therefore, it
is in the City's best interest to ensure that any future requests by users of the Marine Stadium parking lot pay
the amended fee, which is recommended to be $2,500.00 per day, containing a severability clause, and
providing for an immediate Effective Date.
