A RESOLUTION OF THE MIAMI CITY COMMISSION EXPRESSING ITS VEHEMENT
CONDEMNATION OF THE VISIT BY CUBAN OFFICIALS TO THE MIAMI
INTERNATIONAL AIRPORT ON MAY 20, 2024; DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS STATED HEREIN;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of Miami ("City") is home to a large Cuban -American community
that has historically been oppressed and persecuted by the actions of the Cuban government;
and
WHEREAS, on May 20, 2024, a delegation of Cuban officials was inexplicably granted
access to secure areas of the Miami International Airport, a gesture that is deeply offensive to
the values and security of the residents of Miami; and
WHEREAS, the visit, occurring on Cuba's Independence Day, has provoked intense
outrage and indignation among the residents of Miami, local officials, and the Cuban -American
community, who view it as a blatant affront to their enduring struggle for freedom and
democracy in Cuba; and
WHEREAS, the City stands in unwavering solidarity with the Cuban people in their
legitimate aspirations for freedom and democracy, recognizing that the presence of Cuban
government representatives in such a sensitive location is a severe insult to the memory of
countless victims of the Cuban regime; and
WHEREAS, the City Commission believes that permitting access to representatives of
the Cuban government to secure areas of the Miami International Airport is an egregious
violation of the principles of freedom, democracy, and security cherished by the residents of the
City; and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended ("City Code"), the City Commission, by a majority vote, hereby deems this
Resolution to be of an emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby expresses its vehement condemnation of the
visit by Cuban officials to the Miami International Airport on May 20, 2024.
Section 3. The City Commission directs the City Clerk to transmit a copy of this
Resolution to David Pekoske, Director of the Transportation Security Administration, and
Alejandro Mayorkas, Director of the Department of Homeland Security, Senators Rick Scott and
Marco Rubio, and Representatives Frederica Wilson, Mario Diaz-Balart, and Maria Elvira
Salazar.
Section 4. This Resolution shall become effective upon its adoption.
