A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE MIDTOWN MIAMI
COMMUNITY REDEVELOPMENT AGENCY, WITH ATTACHMENT(S),
EXPRESSING ITS SUPPORT FOR THE CHANGES TO THE PARKING RATE
STRUCTURE FOR THE PUBLIC PARKING GARAGES (THE "FACILITIES")
OPERATED BY THE MIDTOWN MIAMI COMMUNITY DEVELOPMENT DISTRICT
AND FURTHER RECOMMENDING THE LEVY OF ACHARGES FOR SAID
FACILITIES CONSISTENT WITH THE RATE SCHEDULE ADOPTED BY THE
MIDTOWN CDD.
WHEREAS, the Board of County Commissioners of Miami -Dade County ("County") adopted
Ordinance No. 03-271 creating the Midtown Community Development District ("Midtown CDD"), a local
unit of special purpose government established pursuant to Section 1.01(A)(21) of the County's Home
Rule Charter ("Charter") and Chapter 190, Florida Statutes, as amended, also known as the Uniform
Community Development District Act of 1980 ("Act"), for the purpose of delivering certain community
development services and facilities within and outside the boundaries of the Midtown CDD district; and
WHEREAS, pursuant to Resolution No. 04-0288, adopted on April 29, 2004 ("Resolution"), the
City Commission approved an Interlocal Agreement, dated May 28, 2004, between the City of Miami
("City"), the County, and the Midtown CDD; and
WHEREAS, in the Resolution, the City Commission authorized a "finding of necessity study"
that resulted in the creation of the Midtown Community Redevelopment Agency ("Midtown CRA") for
the purpose of contributing tax increment revenues to the Midtown CDD to service the debt obligations
incurred to advance certain public improvements identified herein below; and
WHEREAS, the Midtown CDD has undertaken a series of improvements within the Midtown
CDD district, including the construction of public parking garages with an inventory of in excess of
3,000 off-street parking spaces ("Garages"); and
WHEREAS, consistent with and in response to the City Commission's express concerns
regarding the provision of affordable parking, the Midtown CDD adopted a parking rate structure
developed by Walker Parking Consultants in October of 2005, which included the recommendation
that the Midtown CDD offer free parking for the first hour, with proper validation, to ensure the
competitive position of the Shops at Midtown Miami within the local marketplace; and
WHEREAS, since the opening of the Shops at Midtown Miami and the related residential and
retail components elsewhere within the Midtown CDD, Midtown has established itself as a regional
destination and urban lifestyle centers with low-cost parking have become increasing commonplace;
and
WHEREAS, On October 8, 2013, the Board of the Midtown CDD ("Midtown CDD Board")
revised the parking fee schedule for the Garages during an advertised, public hearing; and

WHEREAS, the Midtown CRA, as successor to the City Commission and remitter of the
above -mentioned tax increment revenues to the Midtown CDD, retains an interest in ensuring that the
public improvements, particularly the Garage, remain accessible to the shopping public; and
WHEREAS, the revised rate schedule will provide Midtown property owners with needed
property tax relief as a result of the receipt of increased parking revenues which the Midtown CDD
Board can utilize to the reduce the debt service and maintenance obligations otherwise financed
through the levy of special assessments against real property located within the Midtown CDD district;
and
WHEREAS, the Board of Commissioners of the Midtown CRA wishes to express its support
for the revised parking rate schedule and recommends the Midtown CDD Board's adoption of the
revised parking rate schedule in light of the resulting tax benefits to real property owners.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
MIDTOWN MIAMI COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The Midtown CRA wishes to express its support of the Midtown CDD Board's
adoption of the proposed revision to the parking fee schedule as attached hereto in Exhibit "A"
Section 3. This Resolution shall become effective immediately upon its adoption.
