Miami Avenue, 2nd Floor, Miami 33136 Phone: (305) 679-6868 www.miamicra.com Midtown Community Redevelopment Agency Meeting Minutes September 13, 2021 CALL TO ORDER Present: Chair Russell, Vice Chair Carollo, Commissioner Diaz de la Portilla, Commissioner Reyes and Commissioner Watson On the l3th day of September 2021, the Board of Commissioners of the Midtown Community Redevelopment Agency of the City of Miami met in regular session at Miami City Hall located at 3500 Pan American Drive, Miami, Florida. The Commission Meeting was called to order by Chair Russell at 2:09 p.m., and adjourned at 2:13 p.m. ALSO PRESENT: Miguel A. Valentin, Finance Officer, CRA George Wysong, Assistant City Attorney, Supervisor Todd B. Hannon, Clerk of the Board APPROVING THE MINUTES OF THE FOLLOWING MEETING(S) 1. MIDTOWN COMMUNITY REDEVELOPMENT AGENCY - REGULAR MEETING - AUG 31, 2020 10:00 AM MOTION TO: Approve RESULT: APPROVED MOVER: Joe Carollo, Board Member, District Three SECONDER: Alex Diaz de la Portilla, Board Member, District One AYES: Russell, Carollo, Diaz de la Portilla, Reyes, Watson Chair Russell: I'm calling to order the September 13th meeting of the Midtown Community Redevelopment Agency. All board members are present. We have one approval of minutes and one budget approval. Vice Chair Carollo: Mr. Chair. Chair Russell: Commissioner, you are recognized. Vice Chair Carollo: Mr. Chairman, be gentle with that gavel. 1 don't want to have to put another item for our budget, you know. Chair Russell: A new table? Vice Chair Carollo: A table, yeah. Be gentle, be gentle. Board Member Reyes: Yeah, you know, that's why I don't eat sushi, you see. You get sushi and you see the energy he gets,, you see. Vice Chair Carollo: Was it --? Chair Russell: It's the coffee from your office -- Vice Chair Carollo: Yeah. Board Member Reyes: How many they -- how many pieces they gave you? Vice Chair Carollo: I don't know. I think the Commissioner figured two or three pieces apiece. Board Member Reyes: Two would be enough? No. Vice Chair Carollo: (INAUDIBLE). Board Member Reyes: No, you don't know this guy. Vice Chair Carollo: A little bit of rice, a little bit of salmon. I don 't know. Board Member Reyes: Oh, man, you don't know this guy. Okay. Unidentified Speaker: Oh, man. Board Member Reyes: I mean, he can eat. Vice Chair Carollo: I told his chief of staff' he's going to let me help him out in ordering next time. I didn't even get an eggroll. Chair Russell: Oh, I have a picture of the initial spread. It was itnpressive and the staff went through there like a pack of -- Board Member Reyes: That rice -- fried rice was good. Chair Russell: Everything was great. Board Member Reyes: Everything -- where's the drum? Chair Russell: I'll give a plug to Sushi Maki just down the road. A City -- Board Member Reyes: Down the road? Chair Russell: Yeah, a City tenant. Board Member Reyes: Oh. Vice Chair Carollo: Where are they at? Chair Russell: At the Monty's property. Vice Chair Carollo: Okay. Board Member Reyes: At the Monty's property? Chair Russell: Yeah. Vice Chair Carollo: Yeah, well -- Chair Russell: It's called Sushi Maki, right next to Starbuck's. Vice Chair Carollo: Are they opening in 8th Street? Yeah, they're opening in 8th Street. Chair Russell: Oh, nice. Board Member Reyes: Yeah? Chair Russell: It's a local company. Vice Chair Carollo: Yeah. Board Member Watson: Oh, yeah? Chair Russell: Yes, yes. Board Member Reyes: Now, if you want to know the portion that he -- you should order for him, when he goes to eat there, accompany him, and just watch. And then you know that next time you have to order two or maybe three. Vice Chair Carollo: Barbecued eel. Unidentified Speaker: Oh, that's good. Vice Chair Carollo: Barbecued eel. Board Member Diaz de la Portilla: Delicious. Chair Russell: That's unagi. Board Member Watson: Yeah, that's good. Vice Chair Carollo: Yeah, that's the -- Chair Russell: I love that this is all being captured in the Midtown CRA (Community Redevelopment Agency) minutes for eternity. Speaking of which -- Board Member Watson: Not an eternity. Chair Russell: -- can I get an approval of the August 31st minutes of the Midtown Redevelopment Agency meeting? Vice Chair Carollo: Motion to approve. Board Member Watson: Second. Chair Russell: Moved by Commissioner Carollo, seconded by Commissioner Diaz de la Portilla. All in favor, say "aye." MCRA RESOLUTION 9553 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE MIDTOWN COMMUNITY REDEVELOPMENT AGENCY ("CRA"), WITH ATTACHMENT(S), ACCEPTING AND APPROVING 2022 PROPOSED BUDGET OF THE CRA, ATTACHED AND INCORPORATED AS EXHIBIT "A," IN THE AMOUNT OF $20,638,418, FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2021 AND ENDING SEPTEMBER 30, 2022 RESPECTIVELY; DIRECTING THE EXECUTIVE DIRECTOR TO TRANSMIT A COPY OF EACH BUDGET TO THE CITY OF MIAMI AND TO MIAMI-DADE COUNTY. ENACTMENT NUMBER: MCRA-R-21-0001 MOTION TO: Adopt RESULT: ADOPTED MOVER: Joe Carollo, Board Member, District Three SECONDER: Alex Diaz de la Portilla, Board Member, District One AYES: Russell, Carollo, Diaz de la Portilla, Reyes, Watson Chair Russell: The final item is the budget for the fiscal year commencing October 1, 2021. MCRA RESOLUTION 10703 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE MIDTOWN COMMUNITY REDEVELOPMENT AGENCY ("CRA"), WITH ATTACHMENTS, APPOINTING ANTHONY BALZEBRE AS THE EXECUTIVE DIRECTOR OF THE CRA; AUTHORIZING THE MIDTOWN CRA'S CHAIRMAN TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY AGREEMENTS SETTING THE EXECUTIVE DIRECTOR'S COMPENSATION AND BENEFITS; ALL IN FORMS ACCEPTABLE TO THE COUNSEL FOR THE MIDTOWN CRA, FOR SAID PURPOSES. And so we need to name for the record a director there. And my recommendation -- if the Board sees fit -- is Anthony Balzebre, who is in-house, obviously, at the Omni CRA. Is there a motion to name -- Vice Chair Carollo: Motion. Board Member Watson: So moved. Chair Russell: -- Anthony as the director? Moved by -- Board Member Reyes: Second.
