On the 24th day of March 2016, the Board of Commissioners of the MIDTOWN Community
Redevelopment Agency of the City of Miami met in regular session at Miami City Hall, 3500 Pan
American Drive, Miami, Florida. The meeting was called to order by Chair Suarez at 3: 59 p.m.,
and was adjourned at 4:03 p.m.

Chair Suarez: We have a Midtown meeting, folks. Welcome to the March 24, 2016 meeting of
the Midtown Community Redevelopment Agency. This is a different CRA (Community
Redevelopment Agency) than the one that we just adjourned, and it's certainly also different from
the Overtown CRA.

Chair Suarez: So with that said, is there an audit report finding, Mr. Executive Director?
Pieter Bockweg (Executive Director, Midtown Community Redevelopment Agency): Mr. Chair,
thank you. Before you is the audit report. Unfortunately, our auditor was not able to attend
today's meeting. The audit was attached. There were no findings again in the last year's
financial audit; however, if there are any questions that you have, I'll be happy to address those
for you with him, if you want to let me know. But again, there were no findings in the audit
report of last year.
Chair Suarez: Okay. Maybe what we can do is in the next 30 days, when we come back after,
you know, when the Omni CRA (Community Redevelopment Agency) happens at that time, is
maybe have him just come, in case there are questions, even though there are no findings.
Mr. Bockweg: Not a problem.
Chair Suarez: Thank you. Anything else from the Board? Meeting adjourned. Thank you.

DISCUSSION BY CHAIR SUAREZ REGARDING PIETER BOCKWEG
REMAINING AS THE EXECUTIVE DIRECTOR OF THE MIDTOWN
COMMUNITY REDEVELOPMENT AGENCY.

DISCUSSED
Chair Suarez: The Midtown CRA is a self-perpetuating organization. I am very happy with the
executive director's work in the Midtown CRA as my Midtown CRA executive director.
Interestingly and similarly, when Pieter became the Omni CRA director, the prior CRA director I
kept on for a short period of time as the Midtown CRA director; in part, because I also didn't
want to give the impression that at that time that the reason why things were changing had
anything to do with a performance issue; and certainly, that person, who's -- may he rest in
peace -- in my opinion had served the Board ably; and similarly, I feel, as Pieter mentioned, that
he has done everything he can to implement the Board's policy. Obviously, the Board's policy is
changing and shifting, and that's the prerogative of the Board. And as an at -will employee, he's
subject to that change, as well, and that's the way it works here. So I would like to keep him on
as the Midtown CRA director, at least for a period of time until I feel that Mr. Walker has
transitioned to the Omni and is ready to assume not only the Omni role, but also the Midtown
role. So I would respectfully ask the Commission for us to address the issue of the director 30
days from now, and depending on how things have progressed in the Omni -- which he's going to
be the Omni CRA director for the next 30 days anyways -- just address the issue of the Midtown
CRA director at that time; that would be my preference, sort of take it one day at a time. Again,
these are different CRAs, with different missions, and different prerogatives, and the Midtown
CRA has run very well, sort ofself-perpetuating, and it's very successful. So I could say that
none of the findings in the State Attorney's report discuss any of the issues that have happened in
the Midtown CRA, but --
Board Member Hardemon: They forgot about it.
Chair Suarez: -- they forgot about it. It's all good. That's the kind of thing that I don't mind
being forgotten about.
