On the 22nd day of July 2010, the Board of Commissioners of the Midtown Community
Redevelopment Agency of the City of Miami met in regular session at Miami City Hall, 3500 Pan
Amerian Drive, Miami, Florida. The meeting was called to order by Chair Suarez at 10: 39 p.m.
and was adjourned at 10: 42 p.m.

MCRA RESOLUTION
A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE MIDTOWN
COMMUNITY REDEVELOPMENT AGENCY ("CRA"), WITH ATTACHMENT(S),
APPROVING AND ADOPTING THE CRA'S PROPOSED GENERAL
OPERATING BUDGETAND TAX INCREMENT FUND BUDGET FOR THE
FISCAL YEAR COMMENCING OCTOBER 1, 2010 AND ENDING
SEPTEMBER 30, 2011; DIRECTING THE EXECUTIVE DIRECTOR TO
TRANSMITA COPY OF EACH BUDGET TO THE CITY OF MIAMI AND
MIAMI-DADE COUNTY.

Motion by Member Sarnoff, seconded by Commissioner Dunn II, that this matter be
ADOPTED PASSED by the following vote.
Votes: Aye: Commissioner Sarnoff, Commissioner Dunn II, Vice Chair Gort and Chair Suarez
Absent: Commissioner Carollo

Chair Suarez: Thank you, Madam Clerk. The first item on the agenda is a resolution of the
Board approving the budget.
James H. Villacorta (Interim Executive Director, Community Redevelopment Agency): Item
number 1 is a resolution of the Board of Commissioners of the Midtown Community
Redevelopment Agency, with attachments, approving and adopting the CRA's proposed general
operating and tax increment fitnd budget for fiscal year commencing October 1, 2010 and
ending September 30, 2011; directing the executive director to transmit a copy of each budget to
the City of Miami and Miami -Dade County.
Commissioner Sarnoff. So moved.
Commissioner Dunn: Second.

Chair Suarez: There's a motion by Board Member Sarnoff, a second by Vice Chairman -- Board
Member Dunn. All those in favor, sign by saying aye."

CRA DISCUSSION
DISCUSSION REGARDING THE RETAINMENT OF JAMES VILLACORTA
AS EXECUTIVE DIRECTOR OF THE MIDTOWN COMMUNITY
REDEVELOPMENT AGENCY.
DISCUSSED
Chair Suarez: Will we entertain a motion to adjourn?
Commissioner Sarnoff. So move.
James H. Villacorta (Interim Executive Director, Community Redevelopment Agency): You may
want to do a motion to remove the executive director from this agency. Each agency is separate
and you still have the Omni CRA (Community Redevelopment Agency).
Chair Suarez: What's the budget for the executive director of this agency -- or what's the salary
for the executive director of this agency?
Mr. Villacorta: The current executive director makes approximately 120 across all three
agencies.
Chair Suarez: So it's $30,000 -- $40, 000 per agency?
Mr. Villacorta: No. This agency only contributes 1 percent towards administration. So the
salaries are not -- approximately $12, 000 is contributed by this agency.
Chair Suarez: Well, I don't want to remove the executive director, so -- unless he doesn't want to
work for $12, 000 a year. But I personally have no problem with the executive director, so if the
executive director wants to be the executive director of Midtown for $12,000 a year --
Mr. Villacorta: Thank you.
Commissioner Suarez: -- then the executive director can be the executive director of Midtown
for $12,000 a year.
Mr. Villacorta: Appreciate it.
Commissioner Sarnoff. So move.
Commissioner Dunn: Yeah, second.
Commissioner Sarnoff.- All in favor.
Chair Suarez: There's a motion by Board Member -- it's late -- Sarnoff, second by Board
Member Dunn. All those in favor, sign by saying aye."
The Commissioners (Collectively): Aye.
Chair Suarez: Motion passes.

ADJOURNMENT
A motion was made by Commissioner Sarnoff, seconded by Commissioner Dunn, and was passed
unanimously, with Commissioner Carollo absent, to adjourn today's Midtown CRA Meeting.
