(1.1) City resolution authorizing preparation
of Finding of Necessity study (R-04-0288
April 29, 2004).
Last day to send out Notice to Taxing
Authorities for Item (1.2).
(1.2) County adopts resolution approving
Finding of Necessity (Fla. Stat. Section
163.355). County must provide notice 15
days in advance to all affected taxing
authorities (Fla. Stat. Section 163.346).
(2.1) County adopts a resolution (included
in the Finding of Necessity Resolution) in
which it will (a) delegate the authority to the
City to establish the Midtown Community
Redevelopment Agency ("CRA") pursuant
to Fla. Stat. Sections 163.356 or 163.357 and
(b) grant the power to the CRA to review
and approve a community redevelopment
plan.
Last day for City to send Notice to Taxing
Authorities re: establishment of Midtown
CRA (Public notice sent to newspapers as
well) (Law).

accepting Midtown redevelopment plan and
directing transmittal to City's PAB and
Cover Memo due (Law).
Draft of Interlocal b/t City, County and CRA

Agenda deadline for April 14, 2005 City
Commission meeting. Resolution of the City
Commission (sitting as head of the local
planning agency) and Cover Memo
accepting PAB recommendation and
approving redevelopment plan. Resolution
of the City Commission (as head of the
CRA's governing body) adopting the
redevelopment plan and directing City
Manager to submit the redevelopment plan
to Miami -Dade County due in City's
Agenda Office.
(2.2) City Commission creates Midtown
Community Redevelopment Agency
pursuant to Fla. Stat. Section 163.356 and
declares the City Commission to be the
board.
Midtown CRA meets accepts redevelopment
plan and directs that it be submitted to PAB
(CRA Resolution and Cover Memo by Law,
redevelopment plan by Planning).
(3.1) Midtown CRA submits the community
redevelopment plan to the local planning
agency of the City (PAB) for review to
determine if it conforms with the
comprehensive' plan for the development of
the City as prepared under the Local
Government Comprehensive Planning and
Land Development Regulation Act (Fla.

planning agency has 60 days to act.

plan at City Commission meeting of April

Midtown CRA Resolution approving
redevelopment plan and requesting City
transmit the redevelopment plan to Miami -
Dade County and Cover Memo due.
Midtown CDD provides signed amendment
to CDD Interlocal Agreement for City,
County and CRA approval.
City Commission as head of the local
planning agency accepts the
recommendation of PAB and adopts
redevelopment plan.
(3.2.) Midtown CRA approves the
community redevelopment plan and requests
that it be submitted to the County (Fla. Stat.
Section 163.360 (5)). The Midtown CRA
must also submit copies of the plan and its
written recommendations to each taxing
authority.
City Commission acting as the governing
body adopts the redevelopment plan and
directs the City Manager to submit the
redevelopment plan to Miami -Dade County.
Last day for County to send Notice to
Taxing Authorities re: establishment of
redevelopment trust fund at the County's
May 3, 2005 meeting.

Cover Memo approving amendment of the
interlocal agreement between the Midtown
Miami CDD, City of Miami and Miami -
Dade County to add the Midtown CRA as a
party due in City's Agenda Office.
City transmits 10 copies of Midtown Redev.
Plan to County's TIF Comm.
County's TIF Committee meets and
recommends approval of the Midtown
Redev. Plan.
Last day for CRA to notice Midtown CRA

Midtown CRA Resolution approving
interlocal agreement between the Midtown
CRA and County with respect to the powers
to be delegated to the Midtown CRA,
Resolution authorizing addition of the
Midtown CRA as a party to the existing
interlocal agreement between Midtown
Miami CDD, City of Miami and Miami -
Dade County and Cover Memos due.
County subcommittee meets and approves
all Midtown CRA items for the June 7, 2005
BCC meeting including redevelopment trust
fund. (County may seek waiver from chair).
(5.1) Midtown CRA adopts a resolution
approving an Interlocal Agreement between
the CRA and the County with respect to the
powers to be delegated to the CRA.
Midtown CRA authorizes addition of
Midtown CRA as a party to the existing
interlocal agreement between Midtown
Miami CDD, City of Miami and Miami -
Dade County.
City Commission authorizes amendment of
the interlocal agreement with the Midtown
Miami CDD to add the Midtown CRA as a

party.
(3.3) County, as governing body, holds a
public hearing and enacts an ordinance
approving the plan. (Governing body must
provide public notice by publication in a
newspaper of general circulation (Fla. Stat.
Section 163.360(6) as well as notice to
taxing authorities - Fla. Stat. Section
163.346).

(4.1) County enacts an ordinance (Fla.
Stat. Section 163.387(1)) approving the
establishment of the redevelopment trust
fund. (Same notice requirements as 1.2
above (Fla. Stat. Section 163.346)). The
ordinance shall include the annual funding
amounts (the % TIF). This ordinance may
be adopted only after the governing body has
approved the redevelopment plan. The
County may consider this ordinance at the
same time it considers the ordinance
approving the community redevelopment
plan.

(5.2) County adopts a Resolution approving
the Midtown CRA Interlocal Agreement and
a Resolution amending the interlocal
agreement between the Midtown Miami
CDD, City of Miami and Miami -Dade
County to add the Midtown CRA as a party.
