List of members, Applications
The Historic and Environmental Preservation (HEP) Board administers the environmental
and historic preservation ordinances, and serves as a quasi-judicial instrument in certain
areas.
Members of the HEP Board must be experienced individuals representing specific
professions related to the Board's responsibilities. The board consists of nine members and
one alternate member qualified as follows:
• One member shall be an architect registered in the state.
• One member shall be a landscape architect registered in the state.
• One member shall be a historian or architectural historian qualified by means of
education or experience and having demonstrated knowledge and interest in county
history or architectural history.
• One member shall be an architect or architectural historian having demonstrated
knowledge and experience in architectural restoration and historic preservation.
• One member shall be an experienced real estate broker licensed by the state.
• One member shall be a person experienced in the field of business and finance or law.
• Three members shall be citizens with demonstrated knowledge and interest in the
historic and architectural heritage of the city and/or conservation of the natural
environment, and may also qualify under any of the above categories.
• One alternate member shall qualify under one of the above categories.
Our office advertised for applications in a newspaper of general circulation, as required by
the City Code Sec. 62-187(c). Appointments must be made from individuals who have
applied. Since Board members must be appointed to specific category positions; the
incumbents, categories, and eligible applicants to the category are as listed in the summary
sheet and shown below.
Gary A. Appel, incumbent, Real Estate Broker, whose term does not expire until Septemebr
16, 2011, is an eligible applicant as Architectural Historian, Citizen, Person in field of
Business & Finance or Law; and would require term waiver by a unanimous (5/5th) vote of
the Commission per code 2-885.
Eight (8) appointments are required at this time.
• Chairman Wifredo (Willy) Gort has two (2) nominations for seats currently held by:
1. Jorge Kuperman, incumbent, Architectural Historian, whose term expires on
March 11, 2011.
Eligible applicants for this category are: Armando Cazo, Gary A. Appel,
and Jorge Kuperman
2. Timothy A. Barber, incumbent, Architectural Historian- Alternate, whose term
expires on March 11, 2011.
Eligible applicants for this category are: Enid Lorenzo, Lynn B. Lewis,
and William E. Hopper
• Vice Chairman Frank Carollo has two (2) nominations for seats currently held by:*
1. Vacant, Citizen.
Eligible applicants for this category are: Enid Lorenzo, Gary A. Appel,
Jorge Kuperman, and William E. Hopper
2. Jorge Zamanillo, incumbent, Architectural Historian, whose term expired on
March 11, 2010, has exceeded the number of allowed absences (6 in 2010) would
require a 4/5ths waiver of attendance.
Eligible applicant for this category is: Gary A. Appel
• Commissioner Marc David Sarnoff has one (1) nomination for a seat currently held by:
1. David Freedman, incumbent, Business/Finance/Law whose term expires on
March 11, 2011.
Eligible applicants for this category are: David Freedman, and Gary A.
Appel.
• Commissioner Francis Suarez has two (2) nominations for seats currently held by:
1. Robert John Graboski, incumbent, Architect, whose term expires on March 11,
2011.
Eligible applicants for this category are: Armando Cazo, Jorge
Kuperman, and Robert John Graboski.
2. Enid Lorenzo, incumbent, Citizen, whose term expires on March 11, 2011,
requires a 4/5ths waiver of the residency requirement per Section 2-884(a,b) of
the City Code.
Eligible applicants for this category are: Enid Lorenzo, Gary A. Appel,
Jorge Kuperman, and William E. Hopper

• Commissioner Richard Dunn II has one (1) nomination for a seat currently held by:
1. Gerad C. Marston, incumbent, Landscape Architect whose term expires on
March 11, 2011 has served since September 13, 2001 and requires term waiver by
a unanimous (5/5th) vote of the Commission per code 2-885.
Eligible applicant for this category is: Gerald C. Marston
For your convenience, we are including a copy of the current membership of said board and
application from each applicant. By copy of this memorandum, we are requesting the Agenda
Office to place this issue on the March 10, 2011 Commission agenda.
