Purpose of Item: A Resolution of the Miami City Commission authorizing the Director of Public Works to issue a permit to an applicant contractor to temporarily open one or more vehicular access street closures, in the Shorecrest Neighborhood, to allow for local traffic access to private properties for a period of time not to exceed 30 days; subject to the approval of the Miami -Dade County Traffic Director. Director Chi City Manager Page 1 of 2 Background Information: On March 27, 1995, the City Commission adopted Resolution No. 95-248 directing the permanent prohibition of vehicular access to certain streets in the Shorecrest neighborhood, to prevent vehicles from entering and exiting the Shorecrest residential neighborhood. Those roadways include NE 79th Street, NE 80th Street, NE 8th Court, NE 7th Avenue, leaving Little River Parkway, NE 10th Avenue and NE 8th Court as the only vehicular access to the neighborhood. There is a sanitary sewer force main project under construction within the City of Miami limits from N. Bayshore Drive to NE 7th Avenue along NE 80th Street. This force main will serve the entire municipality of North Bay Village. A letter approving the basis of design to utilize NE 80th Street for the North Bay Village project, attached hereto, was issued by the City on March 11, 2009 to the Florida Department of Environmental Protection. As part of the construction, road closures will be required. During the later stages of construction, a number of residents will be unable to access their property due to the combination of construction road closures and the existing street barricades. The attached Resolution will authorize the Director of Public Works to permit barricades numbered 4; 5, 6, and 12, shown on Plan "A" attached hereto, to be temporarily opened to allow for local traffic, City service vehicle, school bus, and emergency vehicle access for a period of time not to exceed 30 days. There is no budgetary impact to the City as the contractor shall be responsible for all permitting and restoration costs. Page 2 of 2
