A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING AN INCREASE TO THE PROFESSIONAL SERVICES
AGREEMENT ("PSA") WITH METRIC ENGINEERING, INC., FOR ADDITIONAL
CONSTRUCTION ENGINEERING AND OBSERVATION SERVICES, FOR THE
NEW SEGMENT B2 OF THE NORTHEAST 2ND AVENUE IMPROVEMENTS
PROJECT, B-78508C, IN THE AMOUNT OF $194,916.29,THEREBY INCREASING
THE PSA FROM $548,894.40 TO AN AMOUNT NOT TO EXCEED $743,810.69;
ALLOCATING FUNDS FOR SAID INCREASE FROM CAPITAL IMPROVEMENT
PROJECT NO. B-78508; AUTHORIZING THE CITY MANAGER TO EXECUTE
AMENDMENT NO. 1 TO THE PSA, IN SUBSTANTIALLY THE ATTACHED FORM,
FOR SAID PURPOSE.
WHEREAS, on April 1, 2010, pursuant to Request for Qualifications No. 08-09-049, the City of
Miami ("City") executed a Professional Services Agreement ("PSA") with Metric Engineering, Inc. in the
amount of $548,894.40, for the provision of Construction Engineering and Observation Services for all
American Recovery and Reinvestment Act ("ARRA") projects consisting of the Northeast 2nd Avenue
Improvements (Segment B1 and C) and Citywide Americans with Disabilities Act Sidewalk
Improvements; and
WHEREAS, this project was included on the expedited list of projects and awarded pursuant to
Expedite Ordinance No. 13045, adopted December 11, 2008; and
WHEREAS, the City received ARRA federal stimulus funds for transportation projects that need
to be executed within ARRA prescribed timeframes; and
WHEREAS, construction bids were issued for the ARRA projects and the bid amounts
submitted were less than the awarded amounts; and
WHEREAS, the City requested that all bid excess funds be reallocated to a new segment B2 of
the Northeast 2nd Avenue Improvements Project; and
WHEREAS, Amendment No. 1, attached and incorporated, will increase the PSA in an amount
not to exceed $194,916.29, to cover additional services required for the new segment B2 of the
Northeast 2nd Avenue Improvements Project; and
WHEREAS, the additional services include management of compliance requirements of the
ARRA funding and other federal reporting requirements; and
WHEREAS, the consultant will also perform construction engineering and observation to
ensure the contractor's compliance with all applicable Florida Department of Transportation
requirements for road and bridge construction; and

WHEREAS, funds are to be allocated from Capital Improvement Project No. B-78508;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORI DA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. An increase to the PSA with Metric Engineering, Inc., for additional construction
engineering and observation services, for the new segment B2 of the Northeast 2nd Avenue
Improvements Project, B-78508C, in the amount of $194,916.29, thereby increasing the PSA from
$548,894.40 to an amount not to exceed $743,810.69, is authorized, with funds for said increase,
allocated from Capital Improvement Project No. B-78508.
Section 3. The City Manager is authorized {1} to execute Amendment No. 1 to the PSA, in
substantially the attached form, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

{1} The authorization herein is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
