A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING THE CITY OF MIAMI'S ("CITY") NEIGHBORHOOD STABILIZATION
PROGRAM 3 SUBSTANTIAL AMENDMENT TO THE CITY'S ANNUAL ACTION PLAN
FOR FISCAL YEAR 2010-2011 AND THE IMPLEMENTATION POLICIES, AS
DESCRIBED IN EXHIBIT "A", ATTACHED AND INCORPORATED; AUTHORIZING
THE CITY MANAGER TO SUBMIT THE CITY'S AMENDED ANNUAL ACTION PLAN
FOR FISCAL YEAR 2010-2011 TO THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT ("U.S. HUD") FOR REVIEW AND
APPROVAL; FURTHER AUTHORIZING THE CITY MANAGER TO MAKE ANY SUCH
CHANGES TO THE AMENDMENT OR IMPLEMENTATION POLICIES AS MIGHT BE
REQUIRED BY HUD FOR THE IMPLEMENTATION OF THE PROGRAM.
WHEREAS, on July 21, 2010, the President of the United States signed the Dodd -Frank Wall
Street Reform and Consumer Protection Act of 2010, which included the Neighborhood Stabilization
Program 3 ("NSP3"), administered by the United States Department of Housing and Urban
Development ("U.S. HUD"); and
WHEREAS, on October 19, 2010, the City of Miami ("City") was awarded funds in the amount of
$4,558,939, for the implementation of the NSP3; and
WHEREAS, pursuant to Resolution No. 10-0309, adopted July 22, 2010, the City Commission
approved the City's Annual Action Plan for Fiscal Year 2010-2011; and
WHEREAS, the Annual Action Plan set forth the overall goals and objectives of the City's
Consolidated Plan; and
WHEREAS, the award of additional funds through the NSP3 requires the Annual Action Plan to
be substantially amended to include the strategies to be implemented under the NSP3 program; and
WHEREAS, the NSP3 provides funds to stabilize neighborhoods whose viability have been, and
continues to be, damaged by the economic effects of properties that have been foreclosed and
abandoned; and
WHEREAS, the City Administration recommends the approval of the NSP3 Substantial
Amendment to the City's Annual Action Plan for Fiscal Year 2010-2011 and Implementation Policies,
as indicated in Exhibit "A", attached and incorporated; and
WHEREAS, this Resolution authorizes the City Manager to submit the City's Amended Annual
Action Plan for Fiscal Year 2010-2011 to U.S. HUD for review and approval;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,

FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The City's NSP3 Substantial Amendment the City's Annual Action Plan for Fiscal Year
2010-2011 and Implementation Policies, as indicated in Exhibit "A", attached and incorporated, are
approved.
Section 3. The City Manager is authorized {1} to submit the City's Amended Annual Action Plan for
Fiscal Year 2010-2011 to U.S. HUD for review and approval.
Section 4. The City Manager is further authorized {1} to make any such changes to the said
Amendment or Implementation Policies as might be required by U.S. HUD for the implementation of
the program.
Section 5. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor. {2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by the City Attorney,
including but not limited to those prescribed by applicable City Charter and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
