This program is to assist low income Elderly and Disabled homeowners residing in Wynwood's District 2. The intent of this program is to address Hurricane soundness and safety issues which affect the exterior of properties. Specifically, funding will be offered to cover ADA Compliance issues for the exterior of the property, roof repair or replacement, window and exterior door repair or replacement, accordion shutter installation, termite tenting, exterior paint, replacement of front yard fencing, and replacement of exterior lighting fixtures for safety purposes solely. All treatments will be considered for each property and offered based on priority needs and budget. Participating properties will be offered assistance not to exceed $10,000 per home in hard cost / $12,500 including soft cost. We intend to complete no less than eight homes the first year, and will try to complete homes closely together in order to have the greatest area impact. It is our intention to request assistance each year in District 2 and District 5 in order to continue to offer assistance to the elderly and the disabled in correcting potentially hazardous and unsafe exterior property conditions that can affect them and the public safety during Hurricanes while also making these homes energy efficient (via new roofs, windows and doors). 3550 Biscayne Blvd. Suite 500 Miami, Florida 33137 Tel. In the meantime, we will begin to work with local organizations to find qualified applicants. We would like to select homes as early as February 14, 2011 in order to begin work by March 15, 2011 be completed before Hurricane Season begins in June. Applicants will need to provide evidence of their ownership, proof that they live in the home approved for assistance proof of income — Income Certificated by the City of Miami, current homeowner and flood insurance certificates, receipt of paid property taxes and the property must pass the HQS minimum standards for any assistance to be considered. If disabled, evidence of the same must be presented. (NOTE: We will use the City Of Miami's Housing Department underwriting check list for each file submitted for approval.) We intend to complete no less than eight homes the first year, and will try to complete homes closely together in order to have the greatest area impact. Priority will be given to homes owned and occupied by elderly or disabled individuals who live around the Roberto Clemente Park, as redevelopment efforts have already begun around this area, and we will like to maximize the area benefits of all area enhancement efforts. It is our intention to request assistance each year from District 2 and District 5 for the purpose of expanding this service. We would like to continue to offer assistance to the elderly and the disable of Wynwood in correcting potentially hazardous and unsafe exterior property conditions that can affect them and the public safety during Hurricanes. Furthermore, our efforts will also address the homes energy efficiency (via new roofs, windows and doors). We are expecting more than eight applicants for this program. Therefore, it is proposed that a lottery amongst those parties interested whom satisfy the program guidelines be publicly held. Once the families are selected, and environmental clearance is provided by the City of Miami we will procure the services needed for each property with the budget pre -approved per home. The opportunity to bid will be advertised and priority will be given to Section 3 Certified contractors, neighborhood contactors and contractors who specialize in the specific services required. Organizational Capacity Rafael Hernandez Housing & Economic Development Corporation (RHHED) is a community based organization established in September of 1993. Our Board consists mostly of community residents and businesspersons, respectively 6 out of 7. RHHED, Corp. is a non-profit community housing development organization (CHDO) and a community economic development corporation (CDC) that serves as an advocate and bridge on behalf of the local community's economic development and housing needs, and the government. Over the past several years, the agency has been restructured to include a new staff and Board. With its newest team, we have accomplished and assisted over 300 businesses, and have built eight affordable housing units which have been sold to community residents representing 80% of the median income. Each of the last 12 years, the agency has maintained itself on County and City grants; always meeting or exceeding it proposed goals. The Empowerment Trust has also supported and sponsored our agency in its housing efforts, rehabilitations projects and the beautification project of the business corridors. Over the past three years, we have dedicated approximately 40% of our time in rehabilitating commercial corridors which also some of the buildings assisted included residential units. We have completely assisted in transforming the NE 2nd Avenue corridor between 59th Street and 56th Street; NW 15 Avenue and NW 2nd Avenue. Agency Experience In Ogeratinn and Managing Grants Our agency has received 12 years of financial support from CDBG from the City of Miami, 7 years of financial support from the County, and 3 years of financial support from the Empowerment Zone. We feel confident that we have successfully operated and managed our grants and agency; complying with all contractual requirements. We have a full time Record/Bookkeeper who works tirelessly with the Executive Director and Board Treasurer to assure that all grant requirements and expenditures are allowable, properly documented and available to be audited by funding sources at any time. Furthermore, we have an accounting firm, Jordan, Castellon Ricardo, PL, CPA's who bi-annually checks our books and entries, insuring that all our accounting procedures are adhered to and requirements are being met responsibly. Each of our grantors receives timely progress reports and has personally monitored our progress and financial standing. To -date, our agency has been reported to be fully in compliance with all said contracts. RHHED, Corp has 12 years of successful project completion history, grant management and program outcomes. Our agency has focused all its efforts strictly on the Wynwood community, District 2 and in 2005 expanded into District 5 to include Little Haiti, Liberty City and Model City. Achieving results and Program Evaluation This program will compensate the agency with a total fee of 15% ($15,000) of the total $100,000 grant which is to be collected as the participating homes are completed. We feel confident that on a quarterly basis we can complete or have started 2 projects with the employees we have; although our internal goal is to complete all eight projects before Hurricane Season begins. Janitza Kaplan, Executive Director monitors the daily activities and closes -out the projects; is directly involved in the oversight of the procurement process and implementation of the program. Luis Canales, Book and Record keeper will assistance in the procurement of the necessary contractors, maintain all the financial records and the deposits and payments to the contractors performing the services needed on a business by business basis; providing monthly reports to the appointed City staff member. Methodology of Proposed Activity Our agency will conduct an outreach effort counting on the local NET Offices, Elderly and Disabled centers of the area, and the City Inspectors. Furthermore, we will also go door-to-door canvassing the residential corridors of Wynwood to identify and invite homeowner participation. Once a homeowner is identified, we will work with the homeowner and the City of Miami to ensure program qualifiers are met and until completion.
