HomeMy WebLinkAboutLegislationCity of Miami Legislation Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 10-01428 Final Action Date: A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH AT-ACHMENT(S), AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS IN THE TOTAL AMOUNT OF $200,000 FROM THE CITY OF MIAMI DEPARTMENT OF COMMUNITY DEVELOPMENT DISTRICT 2 ECONOMIC DEVELOPMENT RESERVE ACCOUNT; ALLOCATING SAID FUNDS IN THE AMOUNT OF $100,000 TO RAFAEL HERNANDEZ HOUSING & ECONOMIC DEVELOPMENT CORPORATION AND $100,000 TO REBUILDING TOGETHER, INC., AS SPECIFIED IN EXHIBIT "A", ATTACHED AND INCORPORATED, FOR THE REHABILITATION OF SINGLE FAMILY HOMES IN THE DISTRICT 2 WYNWOOD AND COCONUT GROVE AREAS; AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENT(S), IN SUBSTANTIALLY THE ATTACHED FORM(S), WITH SAID AGENCIES, FOR SAID PURPOSE(S). WHEREAS, Rafael Hernandez Housing & Economic Development Corporation ("RHHED") is a non-profit community housing development and community economic development organization established in 1993 and is engaged in housing and economic development activities in the City of Miami ("City") Districts 2 and 5; and WHEREAS, Rebuilding Together Miami -Dade, Inc. ("Rebuilding Together") was established in 1993 and is a 501(c)3 non-profit organization that rehabilitates homes for low-income elderly and disabled homeowners at no cost to the homeowner; and WHEREAS, since its inception in 1993, Rebuilding Together has rehabilitated approximately 340 homes with hundreds of skilled and unskilled volunteers donating $5 million of market value work to the Miami -Dade Community; and WHEREAS, this Single Family Rehabilitation project will focus on assisting low income elderly and disabled homeowners in the District 2 Wynwood and the West Coconut Grove areas to include compliance issues with the Americans with Disabilities Act for the exterior of the property, roof repair or replacement, window and exterior door repair or. replacement, accordion shutter installation, termite tenting, exterior paint, replacement of front yard fencing and replacement of exterior lighting fixtures for safety purpose, as well as, other eligible costs; and WHEREAS, the funds will assist in rehabilitating homes for low-income, eligible, elderly and disabled homeowners in West Coconut Grove which will also provide job opportunities to small business contractors to complete the repairs; and WHEREAS, RHHED and Rebuilding Together will be compensated at a rate of 15% of the project cost, but not to exceed $15,000, for overseeing and managing the rehabilitation projects in the Wynwood and Coconut Grove areas; and WHEREAS, homeowners benefiting from the program will be required to sign and record against City of Miami Page 1 of 2 File Id: 10-01428 (Version: 1) Printed On: 12/27/2010 File Number: 10-01428 the properties a five (5) year covenant restricting the use of the home to ensure compliance with federal regulations; and WHEREAS, the Administration recommends the transfer of Community Development Block Grant ("CDBG") funds in the amount of $200,000, from the City of Miami Department of Community Development District 2 Economic Development Reserve Account, to provide $100,000 to RHHED and $100,0000 to Rebuilding Together, as specified in "Exhibit A", attached and incorporated, for the Single Family Rehabilitation Program in District 2 Wynwood and Coconut Grove areas; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The transfer of CDBG funds, in the amount of $200,000,.from the City of Miami Department of Community Development District 2 Economic Development Reserve Account, to provide $100,000 to RHHED and $100,000 to Rebuilding Together, as described in "ExhibitA", attached and incorporated, for the Single Family Rehabilitation Program in the District 2 Wynwood and Coconut Grove areas, is authorized. Section 3. The City Manager is authorized{1} to execute Agreement(s), in substantially the attached form(s), with said agencies, for said purpose(s). Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} APPROVED AS TO FORM AND CORRECTNESS: CITY ATTORNEY Footnotes: {1) The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
