HomeMy WebLinkAboutR-11-0006City of Miami Legislation Resolution: R-11-0006 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 10-01420 Final Action Date: 1/13/2011 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE ACCEPTANCE OF UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT ENTITLEMENT GRANT FUNDS, IN THE TOTAL PROJECTED AMOUNT OF $27,224,171, AS STATED HEREIN, FOR THE FOLLOWING PROGRAMS: COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS, HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS, AND THE EMERGENCY SHELTER GRANT, FOR PROGRAM YEAR 2011-2012; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS IN ORDER TO IMPLEMENT THE ACCEPTANCE OF THE ACTUAL AMOUNTS OF GRANT FUNDS WHEN MADE AVAILABLE FOR SAID PURPOSE. WHEREAS, the United States Department of Housing and Urban Development ("HUD") provides the City of Miami ("City") entitlement grants annually under the following programs: Community Development Block Grant ("CDBG"), Home Investment Partnerships ("HOME"), Housing Opportunities for Persons With Aids ("HOPWA"), and the Emergency Shelter Grant ("ESG"); and WHEREAS, pursuant to Resolution No. 10-0307, adopted July 8, 2010, the Miami City Commission approved the change of the start of the fiscal year for the Department of Community Development for the implementation of federal funds from October 1st to April 1st; and WHEREAS, HUD regulations require that in the absence of the actual grant amount the previous year's award amounts can be used for the purpose of preparing the Annual Action Plan; and WHEREAS, projected funds to be granted to the City are: (1) $8,950,890 to the CDBG Program, (2) $4,974,286 to the HOME Program, (3) $12,935,584 to the HOPWA Program, and (4) $363,411 to the ESG Program, for a total projected amount of $27,224,171; and WHEREAS, the Administration recommends accepting said HUD Entitlement Grant Funds, in the total projected amount of $27,224,171, as stated herein, for Fiscal Year 2011-2012; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The acceptance of entitlement grant funds from HUD, in the total projected amount of $27,224,171, for the following programs, is authorized: (1) $8,950,890, to the CDBG Program, (2) $4,974,286, to the HOME Program, (3) $12,935,584, to the HOPWA, and (4) $363,411 to the ESG Program. Section 3. The City Manager is authorized{1} to execute the necessary documents in order to City of Miami Page 1 of 2 File Id: 10-01420 (Version: 1) Printed On: 9/25/2017 File Number: 10-01420 Enactment Number: R-11-0006 implement the acceptance of the actual amounts of grant funds when made available for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Y Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
