A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
ALLOCATION OF FUNDS, IN AN AMOUNT NOT TO EXCEED $344,550, FROM THE
"EPA BROWNFIELDS JOB TRAINING GRANT", TO THE UNIVERSITY OF SOUTH
FLORIDA-OSHA TRAINING INSTITUTE EDUCATION CENTER, TO PROVIDE
ENVIRONMENTAL/"GREEN JOB" TECHNICAL TRAINING TO CITY OF MIAMI
RESIDENTS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE WITH SAID
ENTITY.
WHEREAS, pursuant to Resolution No. 09-0519, adopted December 10, 2009, the City
Commission established the City of Miami ("City") Brownfields Job Training Program with funding from
the American Recovery and Reinvestment Act through the United States Environmental Protection
Agency ("EPA"), in the amount of $500,000, for a period of three (3) years to provide training,
certifications and job placement assistance to City residents in the environmental and green industry
fields; and
WHEREAS, the University of South Florida's ("USF") Occupational Safety and Health
Administration ("OSHA") Training Institute Education Center ("OTIEC") within the College of Public
Health, works in conjunction with the USF Sunshine Education Research Center and the USF Safety
Florida Consultation Program to offer a wide array of services and courses in the environmental field;
and
WHEREAS, OTIEC specializes in health and safety related topics, and disaster and emergency
training, including environmental investigation and cleanup training through partnerships and
alliances with numerous organizations outside of USF in order to provide quality classes, workshops
and seminars; and
WHEREAS, per the Office of Management and Budget Circular A-133 Subpart B.210, the City
may enter into a sub -recipient agreement with USF-OTIEC, with a term end date of September 30,
2012; and
WHEREAS, the City Administration recommends the allocation of funds in an amount not to
exceed $344,550, from the "EPA Brownfields Job Training Grant" to offer training and services in the
environmental and green industry fields, as per the Brownfields Job Training program requirements,
to City residents;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.

Section 2. The allocation of funds, an amount not to exceed $344,550, from the "EPA Brownfields
Job Training Grant", to USF-OSHA OTIEC, to provide environmental/"green jobs" technical training to
City residents, is authorized.
Section 3. The City Manager is authorized{1} to negotiate and execute all documents necessary
for said purpose with said entity.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}
Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter
and Code provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
