The purpose of this memorandum is to request your authorization to fill sixteen (16) certified
police officer vacancies corresponding to position #s 1807, 3695, 3830, 3855, 9991, 627, 12986,
7405, 5253, 7362, 6111, 7383, 4420, 1457, 7383 and 4348.
Due to attrition, these certified police officers are needed to replace experienced officers that have
separated from our department. The filling of these sixteen (16) positions is necessary to increase
the number of sworn personnel to our agreed upon approved level of 1,127. These Certified Police
Officers have passed the state certification examination, which allows them to work as certified
police officers in the State of Florida.

This memorandum is to request your authorization to fill 31 Police Officer positions. The Miami
Police Department entered into an agreement with the Justice Department in 2009 in which it
received grant funding toretain 43 Sworn positions. In exohange, the department is committed to
maintain its sworn staffing level at 1.137 positions. Our current budget (FY10'11) has an
approved sworn baseline |ew*| of 1.084 general fund positions and 43gnant-funded positions;
hovvever, our current total sworn staffing is at 1.090. Hence, we need to increase our total
staffing bv4T pmaitimns, exclusive of normal attrition. Sixteen M8\ positions are currently
being fi/|ed, thus leaving 31 additional positions that must be filled. In the fudun*, as sworn

In accordance with Article 18.3 of the FOP collective bargaining agna8ment, funding for these
positions must be established at step O ($52.287.44 annually) of the So|gry range. The reason for
this is because the contract allows for in -hire salary rate adjustments up to step D Of the salary
range based on the officers' amount of prior |@vv enforcement experience. Certified officers with
no prior law enforcement experience are placed at step 2 ($46.065.55 annually) Of the salary
range.
The 31 positions for vvhich we are seeking your authorization are comprised in the following
manner.mann�Ten (10) positions are currently active/vacant corresponding tothe following position
numbers: 327. 599, 1099. 1362. 1394, 1438. 7367, 9737. S743and 82D5.'Sixteen (16) other
Police Officer positions, numbers 113. 539. 669. 708. 1885, 3090. 3345, 3865. 3581 3873, 7854,
8152. 9740. 9862. 9894 and 10000. are frozen and need to be unfrozen to reflect an
active/vacant status. Thus 5 positions remain to reach the 31 positions for which we are seeking
approval -to fiU. The remaining positions, numbers 983. 1013. 1014. 1195 and 2142, will be
converted from Police Recruit to Police Officer. The requisite Position Authorization Requests
(P/4Rs)to effect the aforementioned changes in position status will be generated by the Personnel
Unit in the Police Department.
The hiring ofthe 47 officers is necessary in order to maintain minimal staffing in vital operations
such as patrn[ tactical opengtions, and problem solving teams which identify trends and patterns
in crime and devise innovative action plans to effectively address safety issues in our Community,

FY 2010-11 Budget Sworn Strength

ln regards to the development of the FY20] I budget, this is to notify you of the City's cuiTent
obligation to maintain budgeted sworn strength at the FY2010 funded level of 1,137; with 43
positions supported by an $11,086,850 grant award for funding 50 Police Officer positions, over a
three year period, through the American Recovery and Reinvestment Act under the Department of
Justice, Office of Community Oriented Police Services (COPS), COPS Hiring Recovery Program
(CHRP). This obligation was established when CHRP approved the City's request to modify the
scope of the initial grant awarded from new hires to re -hires, The approved modifications
authorized a baseline reduction from 1,217 to 1,094 locally funded swoni positions and allowed
for the filling of 43 grant positions with officers that were laid off or were scheduled to be laid -off
retroactive to October 1, 2009, and the filling of the remaining. seven (7) grant positions as new
hires. .Note: There is no local match; however the Cu)) 177UsI. retain the grant .funded positions for at
least One year after the grant ends.
BACKGROUND INFOR1vIATION
At the time of grant application submission on April 11, 2009, the budgeted sworn strength was
1,217. As with numerous other cities around the country, the City of Miami was impacted by the
economic crisis in the months after the, grant application was submitted. For the FY2009-10, the
City was projecting a $118 million budget deficit and was faced with the possibility of City-wide
lay-offs with as many as 177 officers subject to lay-off, some of which actually received their
termination notice.
As a result of concessions made by the different unions, including Fraternal Order of Police
(FOP) Union, and the stimulus monies received through CHRP, no filled police officer position
was lost. Fifteen (15) vacant sworn senior level positions were eliminated; one (1) Sergeant -at -
arms, two (2) Sergeants, one (1) Lieutenant,. ten (10) Captains and one (1) Major. Therefore, the
sworn strength was reduced from 1,217 in 2008-2009 to 1,202 in 2009-2010. Additionally, sixty-
five (65) vacant police officer positions [comprised of forty-seven (47) probationary police officer
positions and eighteen (18) police officer positions] were frozen. Consequently, the total number
of locally funded sworn positions was further reduced from 1,202 to 1,094 locally funded sworn
positions in 2009-2010.
