Fire forces evacuation of
Israel's Holocaust memorial
• Investigators are considering the possibility of
arson after a fire spread from outside Jerusalem
toward the Holocaust memorial Yad Vashem.

JERUSALEM — A wild-
fire tore through a forest on
the outskirts of Jerusalem
on Sunday, moving within
several hundred yards of Is-
rael's Holocaust memorial
Yad Vashem and sending a
huge plume of smoke bil-
lowing over parts ofthe holy
city.
Fire service spokesman
Boaz Rokia said the fire was
under control at nightfall.
He said Yad Vashemwas not
in danger. He said investiga-
tors were nsidering the
possibllity of arson because
of reports that the blaze
erupted in several places at

that need to be extinguished
but everything is under con-

JERUSALEM — A pro-
test ship trying to break Is-
rael's blockade of the Gaza
Strip has set sall and should
reach the Hamas-run terri-
tory soon, a pro -Palestinian
activist said Sunday.
Nahla Chahal said the
ship, the Dignity al-Karama,
was expected to reach Gaza
by Monday unless the Isme-
linavy stops it. The ship was
part of a larger protest flotil-
la that had hoped to break
the blockade several weeks
ago, but was thwarted by
Greece.
Speaking from France,

France, Sweden and Cana-

AIDS conference begins in Rome
• A United Nations official says access to
lifesaving AIDS treatments should available all
people afflicted with the disease.

ROME—The head of the
United Nations AIDS pro-
gram called Sunday for an
increase in access to drugs
that help treat or prevent the
spread of the disease, saying
it is "morally wrong" to keep
millions of people off life-
saving medication.
Michael Sidibe, executive
director of UNAIDS, said
the gap in access to HIV
treatment should be dosed
both within and between
countries.
Sidibe called for better
delivery on the ground, are-
duction in the number of
years it now takes to turn
scientific discoveries into
actual progress for the poor,
and increased cooperation
among states, pharmaceuti-
cal companies and interna-
tional organizations.
'We must use innovation
to overcome social division
and inequity," he said at the
opening of an international
AIDS conference in Rome.
In Africa, the hardest hit
continent 6.6 million peo-
ple are now on AIDS medi-
cation, but 9 million people
eligible for treatment are on
waiting lists, according to
the World Health Organiza-
tion.
In the United States, ma-
ny state assistance pro-
grams that help people ac-
es AIDS medications also
have waiting lists.

Shiites pull out of
reconciliation talks
DUBAI, United Arab Emirates— Bahrain's biggest
Shiite party pulled out of U.S.-backed talks with the
Gulf kingdom's Surmi rulers on Sunday, claiming the
government was not serious about addressing Shiite
demands for greater rights and political freedoms.
Washington has strongly pushed for dialogue in
the strategic island nation, home to the U.S. Navy's
5th Fleet. The protests that began in February —
inspired by the wider Arab uprisings — have been
the gravest challenge to any Gulf ruler in decades.
"They have disregarded the opposition's efforts to
make the talks meaningful and we were not given a
chance to put our demands for discussion," Khalil
al-Marzooq, leader of the Al Wefaq party's delegation
to the talks, told the Associated Press. The govern-
ment did not immediately comment.

PROTESTERS PLAN SHADOW GOVERNMENT
Even as anti -government protesters struggled to
revitalize their movement, sketching somewhat sha-
ky plans over the weekend for a transitional govern-
ment, they produced a show of their core strength,
taking to the streets in huge numbers Sunday to pro-
test the rule of President Ali Abdullah Saleb.
On the 33rd anniversary of Saleh's rule, dubbed a
"day of rage" by protesters, tens of thousands of them
turned out. But despite their numbers, the country
remained deadlocked and leaderless.
The protest leaders' announcement of a planned
shadow government represents their strongest effort
yet to bring some structure and organization to the
disparate groups of mostly youthful demonstrators
who have rocked the country for months. But the
move also reflected their fundamental fragmentation
and disorganization, with the announcement taking
many of the people named as leaders of the transi-
tional government by surprise.

RADIATION CONCERNS FOR BEEF SUPPLY
TOKYO — Concerns about radiation -tainted beef
intensified as officials struggled to determine the
scope of the problem and prevent further contam-
ination of the meat supply. The government prepared
to suspend cattle shipments from Fukushima amid a
growing tally of cows that fed on rice straw contain-
ing high levels of radioactive cesium. The devel-
opment underscores the still -unfolding impact of the
nuclear crisis at the Fukushima Dai-ichi power plant.

TODDLER WHO FELL 1O STORIES SINGS
BEIJING — A Chinese media report said a toddler
who fell 10 stories before being caught by a passer-by
has been singing songs as she recovers from head
injuries. The 2-year-old girl nicknamed Niu Niu woke
up from a 10-day coma last week. Xinhua quoted her
doctor as saying the left side of her body is still par-
tially paralyzed, but there is hope she will recover.

funds from The.Children's Trust, for the 2011-2012 contract period, for the•pro-
vision of art -teacher :management, literacy based curriculum/instruction and
. teacher supervision;,' family days, field -trips and other similar activities in con-
junction with educational and Parks'' services, to be provided at five (5) of the
City's parks, African Square Park, Juan Pablo Duarte Park, Shenandoah Park,
West -End Park, and Jose Marti Park in conjunction with a grant from The Chil-
dren's Trust called "The Children's Trust Grant for Parks, 2011-2012" and to
consider the City Manager's recommendation and finding that competitive ne-
gotiation methods are not practicable•or advantageous regarding these issues:

Heart of Our Parks/Children's Trust Out of School Program,

in the proposed resolution and in. this Code -Section, which are deemed to be
incorporated by reference herein and are available as' public records from the
City of Miami. The Public Hearing will be held in conjunction with the regularly
scheduled City Commission meeting of July 28th, 2011, at Miami City Hall, 3500
Pan American Drive, Miami, Florida, at 9:00 AM.
All interested individuals are invited to attend this hearing and may comment on
the proposed issue. Should any person desire to appeal any decision of the City
Commission with respect to any matter considered at this meeting, that person '
