The new lines would continue to improve the strength, reliability and security of the electric grid. • One of the lines would deliver electricity to the downtown Miami area through the eastem region of Miami -Dade County. • The other three would deliver electricity to western substations through routes in western Miami -Dade County. • Two new 230kV transmission lines, one each in the east and west regions, and two new 500kV transmission lines, both In the west region, are proposed. Meeting Florida's Electricity Needs • FPL must plan and Invest now in new generation facilities and transmission lines to meet the future electricity demand of our customers. • FPL Is proposing two new nuclear units at our existing Turkey Point site as well as the supporting transmission line improvements. • The Turkey Point 6 & 7 project provides clean generation with zero greenhouse gas emissions and reduces our reliance on any single source of fuel. • The transmission improvements would support new generation and help improve the overall reliability of the electrical infrastructure that delivers electricity to Miami -Dade County. Route Selection ■ 0n June 30, 2009, FPL filed a Site Certification Application with the Florida Department of Environmental Protection for new transmission lines proposed for Miami -Dade County. • The four new transmission lines were submitted as part of the Site Certification Application for the proposed Turkey Point 6&7 project that will bring two new nuclear units to our existing generation site at Turkey Point • The transmission corridors we submitted in our application are based on input from our neighbors and area residents as well as balancing land use, environmental, safety and engineering/cost issues. A Collaborative Approach • As part of FPL's community outreach process, nine open houses were held in the Miami -Dade area where customers were able to review maps, use interactive displays and provide feedback directly to the project team. • As a result of customer's input, FPL was able to select corridors that meet the infrastructure needs of the community while minimizing the impact on local areas. Next Steps • Now that thls application has been filed, FPL will engage In an extensive multi -agency review process at the local and state level. There are multiple opportunities for Individuals and groups to leam more and participate in the process. • Construction of the power lines could occur as early as the 2014-2016 timeframe. Such details will not be finalized until the final design of the transmission line. Z'L Beginning in the 1970s, scientists began to ask questions about whether EMF has the potential to cause health effects such as cancer. A lot of research has been performed since then to answer those -questions. This handout describes what is currently known about the research related to EMF and health. Who is involved in this research? Scientists Scientific Agencies Organize panels of experts Panels of Peview of all Experts the research and recommend actions (e.g., research, guidelines) What is EMF? EMF stands for electric and magnetic fields. These fields surround anything that is generating, transmitting, or using electricity. The highest levels of EMF are measured directly near the source and levels decrease with increasing distance. Electric fields are the result of the voltage applied to an electrical object, while magnetic fields are the result of the current (i.e., the electricity) flowing through these objects. If you are standing next to an electrical source (such as an appliance), .you cannot see or hear these fields, but you can measure them with the right meter. More recently, magnetic fields have been the focus of health research and will, therefore, be the focus of this handout. What are common sources of magnetic fields and associated exposure levels? Magnetic fields can be found everywhere because we use electricity in so many ways. Electricity is transmitted over considerable distances from generation sources to substations, through distribution systems, and finally into the wiring, appliances and machinery in our homes and workplaces. The transport and constant use of ele.ctrir_ity in our neighborhoods and towns makes magnetic fields common in homes, schools, and commercial establishments. Magnetic fields are measured in units of milligauss (mG). In our homes, magnetic fields are generated from 1) appliances. 2) the vwiring that powers those appliances, 3) the distribution lines that deliver electricity to the home, and 4) any currents flowing on water pipes. Nearby transmission lines can also contribute to the magnetic field measured inside a home. Appliances produce the highest levels of magnetic fields in homes, but the levels drop off quickly with distance. For example, a vacuum cleaner may produce a field of 300 mG at 6 inches from the appliance, but at 1 foot the level will drop to 60 mG and at 2 feet to 10 mG. Are magnetic fields a hazard to our health? Because we encounter these fields everywhere, scientists have done research to answer this question. Thousands of studies related to magnetic fields and health have been con- ; ducted since the 1970s. The following sections describe the findings of this research. How have scientists reached conclusions about magnetic fields and health? Standard scientific methods are followed which are designed to reach objective conclusions (see inset box to the left). • First, scientists conduct studies at universities and organizations around the world and publish these studies in journals for other scientists to read. Their research includes human epidemiology studies, experimental studies of animals, and experimental studies of cells and tissues (see inset box below, What types of studies are conducted?). As the research literature grows, health and scientific agencies review and evaluate research in what is called a weight -of -evidence review. A weight -of -evidence review considers the entire body of research together; individual studies provide very little infor- mation about a possible health risk when considered alone. A ,.•veight-of-evidence review is not a simple or straightforward process and is, therefore, conducted by a collaborative panel of scientists with expertise in the relevant fields. Scientific agencies in the United States and abroad have organized expert panels to conduct weight -of -evidence reviews. These panels review all of the research and provide conclusions to the public about the possible risks related to magnetic fields. If a health risk is established, standards or guidelines are recommended to protect against that risk. Precautionary measures can also he recommended if uncertainty about a health risk exists, but the measures should be proportional to the strength of the research. If the evidence related to a risk is weak, for example, only low-cost precautionary measures are recommended. 13 What types of studies are conducted? Epidemiology Research • Observe ordinary people • Evaluate whether people with disease have higher estimates of past magnetic field exposure In Vivo Research • Experiments of rats and mice in the laboratory • Evaluate whether animals with high magnetic field exposures have higher incidence rates of cancer or other diseases esmust be considere. In Vitro Research • Experiments of cells and tissues in the laboratory • Evaluate whether cells and tissues exposed to high magnetic field levels exhibit changes that Indicate a disease process What have scientific agencies concluded? Health and scientific agencies that have organized expert panels include: • The World Health Organization (WHO), 2007 • The Health Protection Agency (HPA), 2004 • The International Agency for Research on Cancer (IARC), 2002 • National Institute of Environmental Health Sciences (NIEHS), 1999 The conclusions of these agencies have been consistent, overall. They did not conclude that electric or magnetic fields are the known or likely cause of any disease, including cancer. When the epidemiology studies were reviewed, all of the scientific agencies noted a statistical association between higher average exposure to magnetic fields and childhood leukemia, but the studies presented more questions than answers. The organizations noted that there are many uncertainties associated with these studies, including the difficulty of estimating past exposure to magnetic fields and concerns about selection bias. Furthermore, epidemiology studies measure the statistical association between two variables in one population and cannot, in most circumstances, establish a causal relationship alone. No consistent evidence of a cancer risk or a disease mechanism has been observed in experimental studies. For these reasons, the scientific organizations did not conclude that magnetic fields cause child- hood leukemia or that they are a likely cause. Many different exposures are being studied as possible risk factors for childhood leukemia and are described in detail by the National Cancer Institute (NCI): httpl/wv,-wnci.nih.00v/cancertopics/factsheet/Sites-Types/childhood. Does Florida have any standards for EMF? Florida is one of six states that have electric or magnetic field standards for the right- of-way (RCIW) of transmission lines. The Florida Department of Environmental Protection (`FDEP") has established stan- dards for electric and magnetic fields from transmission lines and substations. Based on its review of the scientific data, it stated that there is no conclusive evidence of any danger or hazard to public health. Should any precautions be taken to reduce exposure to ETAF? The NIEHS and the WHO have only recom- mended precautionary measures that are not costly. For example, moving appliances away from sleeping areas is one easy way to reduce exposure. \'pith regard to the utility industry, the WHO recommended that very low cost measures be utilized to reduce magnetic field levels when constructing new facilities.
