CEED•$200,000 VIA THE U.S. ENVIRONMENTAL PROTECTION AGENCY BROWNFIELD CLEANUP GRANT, TO CHEROKEE EN- TERPRISES INCORPORATED *TO PROVIDE ENVIRONMENTAL CONSULTING, ASSESMENT, AND CONTAMINATION CLEANUP SERVICES AT 6200 NW 17 AVENUE, WHICH IS A CITY OF. MI- AMI OWNED BROWNFIELD PROPERTY IN. THE LIBERTY CITY NEIGHBORHOOD OF THE CITY OF MIAMI, FL, AS NOT BEING PRACTICABLE OR ADVANTAGEOUS TO THE CITY OF MIAMI. As required by Section 255.20, Florida Statutes, and in accordance with Sec- tion 18-85 (a) of the City Code of the City of Miami, the City Commission of the City of Miami, Miami -Dade County, Florida, will conduct a public hearing, to consider whether It Is practical or advantageous and in the public's best inter- est to waive competitive sealed bids in connection with environmental consult- ing, assessment, and contamination cleanup services at a City of Miami owned property located at 6200 NW 17 Avenue in the City of Miami, FL. The recom- mended contractor Cherokee Enterprises Incorporated is uniquely qualified to continue environmental investigation services and recommend and Implement a method of contamination cleanup services. Funding to cleanup the contami- nation at 6200 NW 17 Ave is a combination of State of Florida Department of Environmental Protection Funding and U.S. Environmental Protection Agency (EPA) grant funding. A competitive bid process will jeopardize the ability to cleanup 6200 NW 17 Ave within the EPA three (3) year Grant Funding Period. • The City Manager will present written findings to the City Commission which. shall contain reasons supporting the conclusion that competitive sealed bidding Is not practicable or advantageous to the City, in which findings must be ratified and the contract award approved by an affirmative vote of four -fifths 4/5th of the City Commission. All interested parties are invited to appear and may be heard concerning this Item. Should any person desire to appeal any decision of the City Commission with respect to any matter considered at this hearing, that person shall ensure that a verbatim record of the proceedings is made, including -all testimony and evidence upon any appeal may be based (F.S. 286.0105). El contratista recomendado "Cherokee En- terprises Incorporated" esta excepcionalmente cualificado para continuar la investigacion al servicio del medioam- biente y recomendar e implementar un metodo de servicio de limpieza de la contaminacion. Los fondos para limpiar la contaminacion de 6200 NW 17 Avenue son una combi- nacion del Departamento de Proteccion al Medioambiente del Estado de la Florida y la Agencia Federal de Proteccion al Ambiente (EPA). Un proceso de ofertas competitivas podria poner en peligro is limpieza de 6200 NW 17 Ave. dentro del periodo de (3) anos de los fondos facilitados por EPA. El Administrador de la Ciudad presentara por escrito argu- mentos a la Junta de Comisionados que contendra las ra- zones que justifiquen la conclusion de que la necesidad de exigir ofertas competitivas selladas no es practica ni venta- josa para la Ciudad, cuyas razones deberan ser ratificadas y la concesion del contrato aprobada mediante voto afir- mativo de 4/5 partes de la Junta de Comisionados.
