Daughter succeeds Le Pen
as far -right party leader

TOURS —France's far -right National Front party elected the
daughter of its founder, Jean-Marie Le Pen, as its new leader Sun-
day, who says she wants to broaden the appeal of a party known
best for its anti -immigration, anti -Islam platform.
Marine Le Pen, 42, won slightly more than two-thirds of the
vote at a National Front convention.
Jean-Marie Le Pen, who has been convicted for minimizing the
Holocaust, left the leadership of the party he created 38 years
ago. With characteristic pique, the 82-year-old took aim at a
reporter who said that he had been roughed up by security staff
at the convention the night before.
"The person in question believed it was necessary to say that
it was because he was Jewish that he was thrown out. That
couldn't be seen either on his (press) card or on his nose — if I
dare say it," Le Pen told reporters.
• PAKISTAN
ATTACKS DROP BY ALMOST 20 PERCENT
ISLAMABAD — The number of suicide bombings and other
attacks in Pakistan declined nearly 20 percent last year as a resuk
ofPakistani military operations, better surveillance by law
enforcement, and the death of key militants in U.S. drone strikes,
a think tank said. But the militant threat remains dire, and the
Pakistani government has yet to develop a comprehensive policy
to eradicate Islamist militants who continue to plague the coun-
try, warned the Pak Institute for Peace Studies.
"Better coordination among intelligence agencies, capacity
building of law enforcement agencies, curbs on terrorism fmanc-
ing and most importantly, adequate measures to prevent banned
militant groups from operating across the country remained per-
sistently lacking," said a report by the group.

FIRST U.S. AMBASSADOR IN YEARS ARRIVES
The first American ambassador to Syria since 2005 arrived in
Damascus at a time of regional turmoil and with Syrian-U.S. rela-
tions still mired in mutual distrust Pew expect immediate
changes, but having career diplomat Robert Ford in Damascus
offers Washington a better glimpse into Syria at a time of rising
tensions —particularly in neighboring Lebanon, where the West-
ern -backed government collapsed last week.
"Intelligence -sharing is the most promising overlap in U.S.-
Syrian relations," said Joshua Landis, an American professor and
Syria expert. He noted that like Washington, Syria's secular
regime is against al Qaeda and "takfiri" Islamists, who urge Sunni
Muslims to kill anyone they consider an infidel.

NOTORIOUS PRISON TO GET TANNING BEDS
MOSCOW —A 240-year-old prison notorious for its primitive
conditions will off inmates tanning beds. The ITAR-Tass news
agency quoted Viktor Dezhurov, of the federal prisons service, as
saying the beds are meant to compensate for inadequate sunlight
in the cells. Inmates will have to pay 10 rubles (33 cents) a minute.

Longtime Haiti observers were
downright bewildered Sunday
night after deposed despot Jean-
Claude "Baby Doc" Duvalier
made a surprise return to his
country after almost 25 years of
exile.
Speculation over the motives
for the return of the 59-yearold
Duvalier — who bad been living
in Prance — ran rampant. But
many observers agreed on this:
They weren't sure what to make
of Duvalier coming back
"It's such a critically important
moment for Haiti and this guy to
drop in from nowhere is very
strange," said Robert Maguire,
associate professor of Interna-
tional Affairs at Trinity Washing-
ton University in Washington,
D.C. "What does he bring to Haiti,
aside from a lot of confusion.
Does he come back with political
pretensions? We just don't know."
Duvalier, the playboy son of a
medical doctor, landed at the
Port-au-Prince international air-
port Sunday evening. He was
tapped by his ill father in 1971 to
fill an imminent political vacuum
even though he was only 19 at
the time — and ran the country in
corrupt though less violent fash-
ion than his dictator father,
Francois "Papa Doc" Duvalier.
As unrest engulfed the country
in the mid-1980s, Duvalier and his
wife, Michele Bennett, left Haiti,
boarding a Prance -bound U.S. mil-
itary aircraft on Feb. 7, 1986.
Duvalier's army chief of staff, Lt.
Gen. Henri Namphy, took over.
Some observers speculated
Sunday that deals must have been
negotiated in order to guarantee a
safe arrival for Duvalier. What-
ever arrangement may have hap-
pened, it occured without rumor
in a place where rumors abound.

down with the Haitian govern-
ment," said Alex Dupuy, a long-
time Haiti scholar at Wesleyan
University, adding that Duvalier
should be arrested for crimes
committed while he was presi-
ent.
Dupuy and others noted that
the timing of Duvalier's return
was particularly noteworthy —
something President Rene Preval
could have engineered as his term
comes to an end. After the dis-
puted Nov. 28 presidential elec-
tions, the Organization ofAmeri-
an States issued a report that
showed that government -backed
candidate Jude Celestin did not
get enough votes to be included in
a runoff.
"It could be a very great way to
divert from the crisis that's going
on, with the OAS report showing
Celestin is out," Dupuy said.
"What game Preval is playing,
who knows."
Two of the current presidential
candidates have ties to the Duva-
lier regime.
Celestin's uncle is Rony Gilot,
a former information minister
under Jean-Claude and the author
of two books sympathetic to the
Duvalier era. One is titled The
Misunderstood.
The other presidential hopeful,
Michel "Sweet Micky" Martelly, a
pop star who placed according to
preliminary results but is now in
second according to the OAS, ran
with the paramilitary in the early
1990s after President Jean-Ber-

In the past 10 years, a sense of
nostalgia for the Duvalier -era of
cleaner streets and biter govern-
ment services has emerged —
even though the bulk of the popu-
lation is too young to remember
Duvalier's bloody rule.
Last July, Haiti observer Joce-
lyn McCalla recounted how he
saw banners in the countryside
and capital bestowing a happy
birthday for the ousted despot.
"It was a low-level campaign m
make him acceptable again to a
growing segment of the popula-
tion," said McCalla, a political
strategist. "The young people
have just witnessed coups d'etat
and dire poverty. How they
should react to his presence
should be quite interesting."
Duvalier's return brought
mixed feelings among South Flor-
ida Haitians at a time when the
homeland is fraught with uncer-
tainty.
"Now that Haiti is in such a
terrible situation, some people
might see him as some sort of lib-
erator — he embodies an era of
relativepeace and quiet, though
were not perfect," said
Martine Theodore, of Haitian
Women of Miami
"However, Duvalier's regime
brings a lot of fear and emotional
aspects to the equation that we
may not need right now."

the term of the agreement from June 5th 2010 to November 30th 2010,
covering already completed SNPB-sponsored capital projects at Curtis
Park, Lummus Park, African Square Park and Virginia Key Beach. These
projects were be funded by Miami -Dade County through the SNPB
Miami -Dade County Ordinance No. 96-115 as amended, thus requiring
City Commission approval of said amendment. Inquiries regarding this

This action is being considered in order to comply with the legislative
requirements of Miami -Dade County. The Public Hearing will be held in
conjunction with the regularly scheduled City Commission meeting of
