HomeMy WebLinkAboutSubmittal-Chief Exposito!O( ()L - Aggressive tactics: We do not support, promote, condone or tolerate the use of "Aggressive" or "heavy-handed" tactics by our officers. They train to use a progressive matrix which governs them to produce a response necessary to address the specific threat that is presented. In addition, one of the qualities that I see with the overwhelming majority of our police officers is compassion. The officers of the Miami Police Department care about the people in the community that they serve. This coupled with a strong training program as well as comprehensive policies, procedures and guidelines help us produce quality public servants. However, when their lives are threatened with deadly force or what they believe is a genuine perceived threat of deadly force, they are trained to respond to defend their lives and /or the lives of the citizens they are sworn to protect. We are constantly reviewing and conducting research for best practices in regard to our tactics, policies and procedures which have remained consistent with national standards and currently mirror those of the past administration. What has changed are: • Duty hours and days worked by our tactical units The number of firearms taken off our streets (over 1,000) • The number of firearms fatalities of Police Officers nationwide (up 20%) • The number of assaults on Miami PO'S (204) this year, which equates to one every other day. • Number of citizen complaints are down 32% citywide, and down 42% in Overtown, down 47% in Model City, down 42% in Little Haiti from last year. As you can see, we are confronting more people with firearms and being assaulted on a more frequent basis. The overwhelming majority of the time my officers did not have to use deadly force during these confrontations. However, on six occasions they did. Thompson City Clerk On at least 2 of those occasions, Commissioner Dunn has been quoted in the media claiming that the shootings were justified. Although that certainly may turn out to be the case, we at the police department do not make those judgments or pre -mature announcements regarding these type incidents. What we do, is gather all the evidence, conduct our investigation and turn that information over to the State Attorney's Office. It is that office that makes the final determination in regard to the force used being justified. Until that determination is made, I am prohibited by law from discussing the case and making such statements. Unfortunately final dispositions of these cases may take some time as we are still awaiting final dispositions of the officer -involved shootings from 2009 under the last administration. There were 4 occasions in 2009, where officers used deadly force to address a threat. One involved a subject with a knife, one with a machete, another with a box cutter, and yet another was an unarmed subject struggling to gain control of the officer's weapon. These cases involving deadly force occurred under Chief Timoney's watch over a year ago. As yet The State Attorney's office has only closed out one of those cases. Additionally, there is also a fatal police -involved shooting from 2008 that has yet to be closed out by the State Attorney's Office. As you can see, the community is not the only one waiting for answers; our department is also anxious to get answers. In addition to our officers confronting more and more people with guns, our citizens, particularly those in Overtown, Model City and Little Haiti are being victimized by more people with firearms as well. Although we were fortunate and did not experience multiple victim shootings as in 2009 where 9 were shot in one occurrence and 12 in another, we have experienced: • A 7 year old shot and killed in Little Haiti Submitted into the public record in connection with items D5.1 on 01-13-11 Priscilla A. Thompson City Clerk 3 A 2 year old and his mother gunned down while they slept in their Model City home A young man, 17 years of age, was gunned down as he walked in the courtyard of his Overtown apartment complex. These are just a few of the murders that took place during the year 2010. These 3 areas which comprise less than 30% of the city contain 63% of the murders. New Year's Eve has proven to be a night when gunfire seems to be the norm. It was New Year's Eve 1996, when Officer Ricky Taylor was shot in the back of the head by a sniper from a third floor window while he sat in his patrol car at NW 13 Ave and 61 St. Officer Taylor was lucky to survive, but was forced to retire. As a result of this type situation, the Miami Police Department started to warn the citizens of the dangers of New Year's Eve gunfire and to stay indoors especially during the midnight hour if possible. In addition, officers took added measures to protect themselves against the prolific New Year's Eve gunfire. A SWAT team is assigned to provide a response to some of the more potentially hazardous calls involving shots fired during the hours from 10 pm to 4 AM. As records show, this practice has been applied each New Year's Eve since 2003. Historically the calls for service increase dramatically during these hours on this night, as do the shooting calls. Many of these calls involve automatic weapons being fired. During this 6 hour span on this past New Year's Eve, 55 calls were received in regard to shots fired compared to 43 for New Year's Eve 2009. In addition, 17 of those calls were generated from Overtown , which totaled (31%). Even though geographically speaking Overtown is the smallest NET area in the City of Miami. Thompson City Clerk 4 The Mayor's remark stating that "we will meet violence with violence" not only raises community tensions, but it makes our job a more difficult one to perform. However, I can well understand that his emotions may at times dictate his actions. Let me close by saying that the officers of the Miami Police Department are: • trained professionals • care about the people that they serve • are not trained to use heavy-handed tactics • and finally, what separates them from much of the general population is that they rely on their training and NOT their emotions to guide their actions. The video I am about to play will give you a clearer picture of the commitment that I have to the communities plagued by violence and the need to have a robust police presence there.
