WERNICK & Co, PLLC (the "Firm") serves as land use counsel to MD 79TH HOLDING LLC and
MD 79TH HOLDING II LLC (the "Owner" and "Applicant"), owner of record of the property located at
7924 NE 2 Avenue, Miami, FL (the "Property").1 The Firm submits this letter of intent to accompany
Applicant's companion applications for Rezoning and Comprehensive Plan Future Land Use Map
(FLUM) Amendment, pursuant to Miami 21, Article 7, Section 7.1.2.8 (collectively the "Applications"),
for consideration in the City's Spring 2024 Cycle.
The purpose of the Applications is to unify the split FLUM and Zoning Atlas conditions for
the Property as Restricted Commercia/with a T6-8-O transect zone classification, consistent with the
existing conditions for the majority of the Property and abutting properties along NE 2nd Avenue and
NE 79th Street.
A. SUBJECT PROPERTY / CURRENT CONDITIONS. The Property encompasses 111,249.85 square feet
(approximately 2.55 acres) located on the northwest corner of the intersection of NE 2nd Avenue and
NE 79th Street — two (2) of the City of Miami's major commercial thoroughfares. The Property has
frontages along NE 79th Street (to the south), NE 2nd Avenue (to the east), and NE 80th Terrace (to
the north). The majority (more than 3/4) of the Property is zoned T6-8-O, with the exception of the
northwest portion of the property fronting on NE 80th Terrace, currently zoned T5-O, which is the
subject of the Applicant's proposed applications (the "Subject Property"). The Subject Property, for
purposes of these Applications, comprises 37,355 square feet (0.86 acres).

See PZD-2 for a robust visual analysis of the Property in its surrounding context. The Property
is within a designated federal Opportunity Zone and is within ZA mile of a Transit Corridor. The
Property's surrounding area consists of a mix of old commercial, multi -family and industrial
/institutional structures — including a massive data vault building 1/2 block to the west of the Subject
Property. According to the Miami -Dade County Property Appraiser, the median age of buildings
along the three -block stretch along NE 2nd Avenue is 70 years.
The Property is located in Census Tract 14.02. According to the 2021 American Community
Survey, the Property has a median household income slightly below the median household income
of the City of Miami.3 Census Tract 14.02 has a high renter -occupancy percentage (66%) compared
to the City of Miami (30%). The majority of housing types within the Census Tract are multi -unit and
the area density (14,659.4 people per square mile) exceeds the citywide average.

After years of stagnation, the surrounding area is experiencing new investment and mixe
use redevelopment, including several projects under construction along NE 79th Street and NE 2
Avenue. There has also been a recent precedent rezoning and FLUM amendment immediately to
the north of the Subject Property (approved in 2022), which provides additional support for the
Applications for the Subject Property, as detailed further below.
B. NATURE OF APPLICATIONS FOR REZONING AND FUTURE LAND USE MAP AMENDMENT. The Property,
although platted as a single tract with one unified address and folio number, has a split zoning
condition — with a majority of the Property designated T6-8-O with a FLUM classification of Restricted
Commercial, and a smaller portion of the site being the Subject Property currently designated T5-O
with a FLUM classification of Medium Density Restricted Commercial and Restricted Commercial.

The Applicant seeks to amend the split zoning and FLUM classification for the Subject

Zoning History. Prior to enactment of Miami 21 in May 2010, the Property had a zoning
classification of C-1 and 0 (Office), which both allowed unlimited height and a mix of commercial,
office and residential/lodging uses up to 150 units per acre. As a result of Miami 21's adoption, the
Property was bifurcated into two transect zones — with the majority of the Property assigned T6-8-
0; whereas the western portion of the Property (the Subject Property) was assigned T5-0. Thus,
where 150 units per acre and unlimited height were previously permitted on the entire Property
(including the Subject Property), under T5-0, only 65 units per acre and five stories are permitted.
The Application will establish unified T6-8 zoning, with a maximum height of eight (8) stories by

Right, and twelve (12) stories with bonuses; and a maximum density of 150 units/acre, consistent wit
the development standards applicable to the Property under Zoning Ordinance 11000.

Recent FLUM and Zoning Atlas Changes Approved by City of Miami in 2022. In addition to
the reasons set forth above, recent map changes for adjacent properties provide further support and
rationale for the Applications submitted for the Subject Property. Specifically, on July 28, 2022, the
City of Miami Commission approved, via Ordinance Nos. 14079 and 14080, a future land use map
amendment and rezoning for properties located immediately to the north of the Subject Property at
8038 NE 2nd Avenue and 165 NE 80th Terrace.4 The nature of the adjacent rezoning/FLUM
amendment was to unify split zoning as T6-8-O with a future land use classification of Restricted
Commercial— the same map changes requested through the subject Applications.
The Planning Department recommended approval of the companion applications approved
under Ordinance Nos. 14079 and 14080. As noted in the City's Staff Report, "the unification of the
Property ... would allow cohesive development standards across the site which may better serve the
surrounding neighborhood.... Given the opportunity to rezone the Property, it would be consistent
with the development capacity to the west and east."As a result of these companion applications
approved in 2022, the Subject Property is now surrounded by T6-8-0 to the south, east and north.
C. ANALYSIS PURSUANT TO SECTION 7.1.2.8 OF MIAMI 21. The effect of the Applications will be to
consolidate the Property under one (1) zoning and future land use map classification in a manner
that is compatible with the Miami Comprehensive Neighborhood Plan ("MCNP"), and
existing/changing conditions in the surrounding neighborhood, while maintaining appropriate
transitions in height and intensity.
1) Section 712.8.a—Successional Zoning. The request complies with Miami 21, Sec. 7.1.2.8.a,
as the change is successional from the T5-0 transect zone to the T6-8-0 transect zone.
2) Section 7.12.8c—Extension to TransectZone Boundary. The request complies with Miami
21, Sec. 7.1.2.8.c, as it involves an extension to the boundaries of an adjacent existing T6-
8-0 transect zone. Furthermore, although technically not required, the Subject Property
comprises more than 200 feet of linear frontage along NE 80th Terrace.
The Applications are accompanied by supporting materials, including aerial maps,
photographs and other diagrams showing the Subject Property within its surrounding 1/2
mile context, in compliance with Section 7.1.2.8.c.2.g (See PZD-2) — demonstrating why
the proposed zoning is appropriate and the current split zoning conditions is
inappropriate.

Section 7.12.8. f.1(a) - Consistency with Miami Comprehensive Neighborhood Plan
(MCNP), with consideration as to whether the proposed change will further the goals,
objectives, policies of the MCNP; the Miami 21 Code; and other City Regulations.
The Applications are consistent with the MCNP's relevant goals, objectives, and
policies, including, but not limited to:

o Goal LU-1: Maintain a land use pattern that... protects and enhances the quality
of life in the City's neighborhoods; ... fosters redevelopment and revitalization
of blighted or declining areas; . . . promotes and facilitates economic
development and the growth of job opportunities in the city; and ... promotes
the efficient use of land and minimizes land use conflicts while protecting and
preserving residential sections within neighborhoods.

Analysis: As illustrated in the photographic analysis provided in PZD-2, the
area surrounding the Property presents slum and blight conditions
throughout. Namely, it is characterized by scattered vacant parcels and
dilapidated structures. Most existing residential building stock is aging low-
income Multi -story multifamily housing. Lower -scale residential housing in
the area (for example to the west) primarily consisting of non -homesteaded
properties with an average age over 70 years.
The requested changes and the contemplated development will not undermine
the character of the existing neighborhood because: (1) the Property's
redevelopment will not displace any existing residents; (2) the immediate
neighborhood (within two blocks of the Property) includes five affordable
housing developments with a combined 635 units that are restricted by 50-year
covenants (representing the vast majority of units in the Property's immediate
area); and (3) the requested Amendments will result in a land use and zoning
pattern consistent with the designations north and south of the Property, which
areas are currently designated on the City's FLUM as Restricted Commercial and
on the Zoning Atlas as T6-8-O.
o Policy LU-1.1.7. Land development regulations and policies will allow for the
development and redevelopment of well -designed mixed -use neighborhoods
that provide for the full range of residential, office, live/work spaces,
neighborhood retail, and community facilities in a walkable area and that are
amenable to a variety of transportation modes, including pedestrianism, bicycles,
automobiles, and mass transit.
Analysis: The Property's neighborhood currently lacks well -designed mixed
use development that provide a full range of residential, office, live/work
spaces, neighborhood retail and community facilities accessible via a variety
of transportation modes. Existing blight presents an obstacle to development
and redevelopment. The Applications will allow for more cohesive

redevelopment of the Property to unified set of development standards,
including providing for sufficient on -site parking to support future
redevelopment.
o Po/icy LU--12.1: The City defines blighted neighborhoods as areas characterized
by the prevalence of older structures with major deficiencies and deterioration,
high residential vacancies, widespread abandonment of property, litter and poor
maintenance of real property. Declining neighborhoods are defined as areas
characterized by the prevalence of structures having minor deficiencies, a general
need for improvements in real property, significant declines in real property
values, high vacancy rates in commercial structures and increasing difficulty in
obtaining insurance. Neighborhoods threatened with decline are defined as areas
characterized by significant but infrequent property maintenance neglect, an
aging housing stock, declining property values, general exodus of traditional
residents and influx of lower income households.
Analysis: As noted above, the Property's surrounding neighborhood is
blighted in that it is characterized by structures that are 60 years or older and
in dilapidated condition, vacant parcels, etc. The proposed map amendments
will facilitate a cohesive redevelopment pattern on a key unified development
site anchoring the intersection of NE 79th Street and NE 2nd Avenue - and
helping spur future reinvestment in the surrounding neighborhood.
o Objective LU-Z2.- Promote, facilitate, and catalyze the redevelopment and
revitalization of blighted, declining or threatened residential, commercial and
industrial areas through a variety of public, private, and public private
redevelopment initiatives and revitalization programs including, where
appropriate, historic designations.
0 Analysis: As noted above, the requested map amendments will facilitate
investment and redevelopment that will address area blight.
o Objective LU-13.- The City will continue to encourage commercial, office and
industrial development within existing commercial, office and industrial areas;
increase the utilization and enhance the physical character and appearance of
existing buildings; encourage the development of well -designed, mixed -use
neighborhoods that provide for a variety of uses within a walkable area in
accordance with neighborhood design and development standards adopted as
a result of the amendments to the City's land development regulations and other
initiatives; and concentrate new commercial and industrial activity in areas where
the capacity of existing public facilities can meet or exceed the minimum
standards for Level of Service (L OS) adopted in the Capital Improvement Element
(CIE)

Analysis: As noted above, the requested map amendments will facilitate badly
needed investment that will address area blight. Additionally, the proposed
amendments will not lead to an exceedance of minimum levels of service. The
Property is adequately served by water and sewer capacity, schools, area
parks, public transit and roadways — namely NE 79th Street and NE 2nd Avenue.
o PolicyLU-13.15: The City will continue to encourage a development pattern that
enhances existing neighborhoods by developing a balanced mix of uses including
areas for employment, shopping, housing, and recreation in close proximity to
each other
Analysis: As noted above, the requested Applications will create unified FLUM
and zoning classifications for the Property and will be consistent with the
same contiguous transect zone and FLUM classification assigned to all
properties within one city block of the intersection of NE 79th Street and NE
2nd Avenue, encouraging a common development pattern that has been
deemed appropriate for similarly situated properties in the immediate area.
o Policy TR-1.1.1: As an Urban Ina Area (VIA) ... the City will encourage the
concentration and intensification or development around centers of activity with
the goal of enhancing the livability of residential neighborhoods, supporting
economic development, and the viability of commercial areas.
JAnalysis: The proposed map changes will provide for cohesive zoning
towards intensification of development at the intersection of two primary
mixed -use commercial corridors, supporting economic development and
viability of surrounding commercial businesses.
o Policy TR-115: The City will encourage new development to be structured to
reinforce a pattern of neighborhoods and urban centers by focusing growth
along transit corridor and around transit nodes and centers.

Analysis: The Property is within 14 mile of two (2) established transit corridors
and close to a potential future station under consideration for the Northeast
Corridor commuter rail service. By directing growth into this urban center and
along transit corridors, the proposed FLUM and Zoning changes are
consistent with Policy TR-1.1.5.
• Section 7. 12.8. f.1(b) — Need and Practical Justification of the Proposed Change
The split zoning of the Property presents a practical difficulty in planning for redevelopment
as a cohesive development site, particularly given that the Property is a single platted site. The current
T6/T5 split zoning prohibits any structural improvements above five (5) stories at a fictional line within
the overall Property. Furthermore, the restrictions on density under T5-O for this site would

encourage larger/more expensive units if residential development is to be included in future
development plans, in an area with transit accessibility and lower vehicle ownership numbers
compared to City of Miami.
Furthermore, the recent zoning changes approved for 8038 NE 2nd Avenue extended the T6-
8 transect zone north of NE 80th Terrace even further west than the western property line of the
Subject Property, leaving the Subject Property as the only property with T5-O zoning within one (1)
block of NE 2nd Avenue and one (1) block of NE 79th Street. The map amendments proposed by the
Applicant create a more logical transition in height and intensity from north to south than under
existing conditions, which is evident by simply viewing the current Zoning Atlas.
• 7.12.8.f.2 - Advances Goals of Miami 21 to Preserve Neighborhoods; Provides
Transitions in Density and Height
In accordance with Miami 21, Section 7.1.2.8.f.2, the proposed rezoning will maintain Miami
21's goals of preserving and supporting neighborhoods. The Property is at the intersection of two
(2) major commercial thoroughfares, where all properties at the intersection are within the T6
transect zone, and does not abut any single family or T3/T4 transect zones. The proposed
amendments will not displace any existing residential uses/buildings. Moreover, consistent with
Miami 21 Transect principles, the proposed rezoning maintains a transition in Height and Intensity
from NE 2nd Avenue (a major corridor) to the T5 district to the west. Approval of the Rezoning will
merely return the maximum density and height able to be constructed on the Property more
consistent with prior zoning classification of the Property under Zoning Ordinance 11000.
Conclusion. Thank you for your consideration of these companion Applications within the
Spring 2024 Cycle. For the reasons set forth above, the Applicant kindly requests your favorable staff
recommendation of approval for the Applications.

I. INTRODUCTION
The following analysis accompanies applications filed by Steven J. Wernick, Esq, AICP, on
behalf of MD Holding 79 LLC and MD Holding 79 II LLC (the "Applicant") for Rezoning &
Future Land Use Map ("FLUM") Amendment (the "Applications") to the City of Miami
("City") Planning Department, which propose to change the zoning classification and future
land use designation for a portion of the Property located at 7924 NE 2nd Avenue, Miami,
Florida (the "Subject Property") as follows:

Included within are (II.) a Photographic Analysis of the Subject Property and surrounding
context prepared by Aaron DeMayo, Future Vision Studios, dated July 25, 2023, (III.) an
analysis of the socio-demographic dynamics within the surrounding neighborhood, and (Iv)
an analysis of how the proposed rezoning and FLUM change furthers the goals, objectives,
and policies of the MCNP.
II. PHOTOGRAPHS OF THE SUBJECT PROPERTY AND SURROUNDING CONTEXT
The Subject Property is abutting NE 2nd Avenue and NE 79th Street, two major commercial
thoroughfares connecting Little River with Little Haiti and the City of Miami to North Bay
Village, El Portal, and unincorporated Miami -Dade County. The Property is within a City of
Miami Transit Corridor Area, a designated Opportunity Zone and is identified as an urban
infill area. The Property is currently improved with a commercial high rise building currently
under construction and a one (1)-story commercial/retail building at the northeast corner of
the site. An existing two (2) story open-air parking deck, constructed prior to Miami 21, is
located on the Subject Property.

The Photographic Analysis provides a visual context to the Subject Property in the context of
its site and surrounding area within 1/2 mile of the Property — comprised of a mix of older
commercial, multi -family and industrial /institutional structures, including a massive data
vault building 1/2 block to the west of the Subject Property. According to the Miami -Dade
County Property Appraiser, the median age of buildings along the three -block stretch along
NE 2nd Avenue is 70 years.
III. SOCIO—DEMOGRAPHIC DATA WITHIN THE SURROUNDING NEIGHBORHOOD
The Property is located in Census Tract 14.02. According to the 2021 American Community
Survey, the Property has a median household income slightly below the median household
income of the City of Miami.' Census Tract 14.02 has a high renter -occupancy percentage (66%)
compared to the City of Miami (30%). The majority of housing types within the Census Tract are
multi -unit and the area density (14,659.4 people per square mile) exceeds the citywide average.

IV. FURTHERANCE OF THE GOALS, OBJECTIVES, AND POLICIES OF THE MCN P /
CRITERIA PURSUANT TO SECTION 7.1.2.8, MIAMI 21 CODE
The effect of the Application will be to consolidate the Property under one (1) zoning and
future land use map classification in a manner that is compatible with the Miami
Comprehensive Neighborhood Plan ("MCNP"), and existing/changing conditions in the
surrounding neighborhood, while maintaining appropriate transitions in height and
intensity.

1) Section 7.1.2.8.a — Compliance with Successional Zoning. The request complies
with Miami 21, Sec. 7.1.2.8.a, as the change is successional from the T5-0 transect
zone to the T6-8-0 transect zone. fl
2) Section 7.1.2.8.c — Extension to Transect Zone Boundary. The request complies
with Miami 21, Sec. 7.1.2.8.c, as it involves an extension to the boundaries of an
adjacent existing T6-8-0 transect zone. Furthermore, although technically not
required, the Subject Property comprises more than 200 feet of linear frontage along
NE 80th Terrace.
The Applications are accompanied by supporting materials, including aerial maps,
photographs and other diagrams showing the Subject Property within its
surrounding 1/2 mile context, in compliance with Section 7.1.2.8.c.2.g (See PZD-2) —
demonstrating why the proposed zoning is appropriate and the current split zoning
conditions is inappropriate. ',, '°
3) Section 7.1.2.8.f — Compliance with Criteria Considered for Rezoning
Applications
• Section 7.1.2.8.f.1(a) — Consistency with Miami Comprehensive
Neighborhood Plan (MCNP), with consideration as to whether the proposed
change will further the goals, objectives, policies of the MCNP; the Miami
21 Code; and other City Regulations.
The Applications further a number of the MCNP's relevant goals, objectives, and
policies, including, but not limited to:
o Goal L U-1: Maintain a land use pattern that . . . protects and enhances the
quality of life in the City's neighborhoods; ... fosters redevelopment and
revitalization of blighted or declining areas; ... promotes and facilitates
economic development and the growth of job opportunities in the city; and
... promotes the efficient use of land and minimizes land use conflicts while
protecting and preserving residential sections within neighborhoods.
Analysis: As illustrated in the photographic analysis provided in PZD-2,
the area surrounding the Property presents slum and blight conditions
throughout. Namely, it is characterized by scattered vacant parcels and
dilapidated structures. Most existing residential building stock is aging
low-income Multi -story multifamily housing. Lower -scale residential
housing in the area (for example to the west) primarily consisting of non -
homesteaded properties with an average age over 70 years. The
requested changes and the contemplated development will not
undermine the character of the existing neighborhood because: (1) the
Property's redevelopment will not displace any existing residents; (2) the
immediate neighborhood (within two blocks of the Property) includes five

affordable housing developments with a combined 635 units that are
restricted by 50-year covenants (representing the vast majority of units in
the Property's immediate area); and (3) the requested Amendments will
result in a land use and zoning pattern consistent with the designations
north and south of the Property, which areas are currently designated on
the City's FLUM as Restricted Commercia/and on the Zoning Atlas as T6-
8-0.
o PolicyLU-1.1.7: Land development regulations and policies will allow for the
development and redevelopment of well -designed mixed -use
neighborhoods that provide for the full range of residential, office, live/work
spaces, neighborhood retail, and community facilities in a walkable area and
that are amenable to a variety of transportation modes, including
pedestrianism, ,bicycles, automobiles, and mass transit.
Analysis: The Property's neighborhood lacks mixed uses or housing at a
variety of incomes. Existing blight means redevelopment of existing
structures will continue to struggle while vacant parcels controlled by
land bankers will remain undeveloped. Facilitated by the requested
Amendments, the Applicant's proposed mixed -income development
presents a viable investment that overcome neighborhood blight.
o Policy L U-1.2.1: The City defines ,blighted neighborhoods as areas
characterized by the prevalence of older structures with major deficiencies
and deterioration, high residential vacancies, widespread abandonment of
property, litter and poor maintenance of real property. Declining
neighborhoods are defined as areas characterized by the prevalence of
structures having minor deficiencies, a general need for improvements in real
property, significant declines in real property values, high vacancy rates in
commercial structures and increasing difficulty in obtaining insurance.
Neighborhoods threatened with decline are defined as areas characterized
,bysignificant but infrequent property maintenance neglect, an aging housing
stock, declining property values, general exodus of traditional residents and
influx of lower income households
Analysis: As noted above, the Property's surrounding neighborhood is
blighted in that it is characterized by structures that are 60 years or older
and in dilapidated condition, vacant parcels, etc. The proposed map
amendments will facilitate a cohesive redevelopment pattern on a key
unified development site anchoring the intersection of NE 79th Street and
NE 2nd Avenue - and helping spur future reinvestment in the surrounding
neighborhood.
o Objective LU-1.2. Promote, facilitate, and catalyze the redevelopment and
revitalization of blighted, declining or threatened residential, commercial and

industrial areas through a variety of public, private, and public private
redevelopment initiatives and revitalization programs including, where
appropriate, historic designations
Analysis: As noted above, the requested map amendments will facilitate
investment and redevelopment that will address area blight.
o Objective L U- 1.3; The City will continue to encourage commercial, office and
industrial development within existing commercial, office and industrial
areas; increase the utilization and enhance the physical character and
appearance of existing ,buildings; encourage the development of well -
designed, mixed -use neighborhoods that provide for a variety of uses within
a walkable area in accordance with neighborhood design and development
standards adopted as a result of the amendments to the City's land
development regulations and other initiatives; and concentrate new
commercial and industrial activity in areas where the capacity of existing
public facilities can meet or exceed the minimum standards for Level of
Service (LOS) adopted in the Capital Improvement Element (CIE)
Analysis: As noted above, the requested map amendments will facilitate
badly needed investment that will address area blight. Additionally, the
proposed amendments will not lead to an exceedance of minimum levels
of service. The Property is adequately served by water and sewer capacity,
schools, area parks, public transit and roadways - namely NE 79th Street
and NE 2nd Avenue.
o Policy LU-L.3.15: The City will continue to encourage a development pattern
that enhances existing neighborhoods by developing a ,balanced mix of uses
including areas for employment, shopping, housing, and recreation in close
proximity to each other
n Analysis: As noted above, the requested Applications will create unified
FLUM and zoning classifications for the Property and will be consistent
with the same contiguous transect zone and FLUM classification assigned
to all properties within one city block of the intersection of NE 79th Street
and NE 2nd Avenue, encouraging a common development pattern that
has been deemed appropriate for similarly situated properties in the
immediate area.
o Policy TR-1.1.1: As an Urban Infill Area (UTA) ... the City will encourage the
concentration and intensification or development around centers of activity
with the goal of enhancing the livability of residential neighborhoods,
supporting economic development, and the viability of commercial areas.

Analysis: The proposed map changes will provide for cohesive zoning
towards intensification of development at the intersection of two primary
mixed -use commercial corridors, supporting economic development and
viability of surrounding commercial businesses.
o Po/icy TR-1.1.5: The City will encourage new development to be structured
to reinforce a pattern of neighborhoods and urban centers by focusing
growth along transit corridor and around transit nodes and centers.
EAnalysis: The Property is within 1/4 mile of two (2) established transit
corridors and close to a potential future station under consideration for
the Northeast Corridor commuter rail service. By directing growth into
this urban center and along transit corridors, the proposed FLUM and
Zoning changes are consistent with Policy TR-1.1.5.
• Section 7.1.2.8.f.1(b) — Need and Practical Justification of the Proposed
Change
The split zoning of the Property presents a practical difficulty in planning for redevelopment
as a cohesive development site, particularly given that the Property is a single platted site. The
current T6/T5 split zoning prohibits any structural improvements above five (5) stories at a
fictional line within the overall Property. Furthermore, the restrictions on density under T5-0
for this site would encourage larger/more expensive units if residential development is to be
included in future development plans, in an area with transit accessibility and lower vehicle
ownership numbers compared to City of Miami.
Furthermore, the recent zoning changes approved for 8038 NE 2nd Avenue extended the T6-8
transect zone north of NE 80th Terrace even further west than the western property line of the
Subject Property, leaving the Subject Property as the only property with T5-0 zoning within
one (1) block of NE 2" Avenue and one (1) block of NE 79th Street. The map amendments
propose by the Applicant create a more logical transition in height and intensity from north
to south than under existing conditions, which is evident by viewing the current Zoning Atlas.
• 7.1.2.8.f.2 — Advances Goals of Miami 21 to Preserve Neighborhoods;
Provides Transitions in Density and Height
In accordance with Miami 21, Section 7.1.2.8.f.2, the proposed rezoning will maintain Miami
21's goals of preserving and supporting neighborhoods. The Property is at the intersection of
two (2) major commercial thoroughfares, where all properties at the intersection are within
the T6 transect zone, and does not abut any single family or T3/T4 transect zones. The
proposed amendments will not displace any existing residential uses/buildings. Moreover,
consistent with Miami 21 Transect principles, the proposed rezoning maintains a transition in
Height and Intensity from NE 2nd Avenue (a major corridor) to the T5 district to the west.
Approval of the Rezoning will merely return the maximum density and height able to be
constructed on the Property consistent with Zoning Ordinance 11000.

SR 934 — 79th Street Causeway is a signifi-
cant east to west corridor to access Miami
Beach. It includes three lanes east and one
westbound. This changes to two lanes in
each direction after passing I-95, showing
how important this street is for the connec-
tion to the Interstate Highway. Even with
the high volume, there are parking spaces
on both sides of this street in numerous
locations, pointing to the heavy commer-
cial uses along this corridor, which also acts
as a main street for the surrounding neigh-
borhoods.

and County agencies review zoning public hearing requests and provide input, which may affect the scheduling
and outcome of my hearing. These reviews may require additional hearings before other City and County

and County agencies review zoning public hearing requests and provide input, which may affect the scheduling
and outcome of my hearing. These reviews may require additional hearings before other City and County
