Purpose of Item:
AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT FOUR TO THE FY 2005
COMMUNITY DEVELOPMENT BLOCK GRANT DRI CONTRACT BETWEEN MIAMI- DADE
COUNTY AND THE CITY OF MIAMI AUTHORIZING THE EXTENSION OF THE CONTRACT FROM
JUNE 30, 2010 TO JUNE 30, 2011, FOR THE PURPOSE OF PROVIDING COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS IN THE AMOUNT OF $2,000,000 FOR THE
REHABILITATION OF MULTI -FAMILY PROPERTIES THAT SUFFERED HURRICANE DAMAGE
UNDER THE MILITARY CONSTRUCTION APPROPRIATIONS AND EMERGENCY HURRICANE
SUPPLEMENTAL APPROPRIATIONS ACT, AKA DISASTER RECOVERY PROGRAM, FROM THE
UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, FOR SAID
PURPOSE.

Background. Information:
Pursuant to the Military Construction Appropriations and Emergency Hurricane Supplemental
Appropriations Act, Community Development Block Grant ("CDBG") disaster relief funding was made
available to the State by the United States Department of Housing and Urban Development.
Miami -Dade County ("County") was allocated the amount of $16,000,000, to be shared by all
municipalities in the County based on need and the project.
Pursuant to Resolution No. 07-0131, adopted March 8, 2007, the Miami City Commission gave the
City Manager the authority to accept a Community Development Block Grant ("CDBG") in the amount
of $2,000,000 from Miami Dade County for the Disaster Recovery Program.
Said funds will be utilized to provide rehabilitation assistance to ten multi -family properties that were
damaged due to the hurricanes.
On September 11, 2007, a contract between the City of Miami and Miami -Dade County was
executed for the purpose of providing CDBG funds for the rehabilitation of the multifamily properties
with an expiration date of June 30, 2008.
Pursuant to Resolution No. 09-0216, adopted May 14, 2009, the Miami City Commission gave the
City Manager authority to execute Amendment One of said contract granting an extension from June
30, 2008 to December 31, 2009.
Pursuant to Resolution No. 10-0086, adopted February 25, 2010, Miami City Commission gave the
City Manager authority to execute Amendment Two of said contract granting an extension from
December 31, 2009 to June 30, 2010.
121 units of housing have been assisted and additional three (3) properties with a total of 227 units o
housing are currently waiting to be rehabilitated.
The administration recommends the approval of the extension of the contract between the County
and the City for the Disaster Recovery Program from June 30, 2010 to June 30, 2011 and authorizes
the City Manager to execute Amendment Four of the contract for the extension of the $2,000,000
CDBG contract.
