Cross, Sr. 800 Research Parkway Meriden, CT 06450-7619 October 12, 2010 SENT VIA E-MAIL RE: Invitation for Bid No. 210227 — Radiation Detection Equipment and Accessories Dear Mr. Cross: Please be advised the City is in receipt of your bid response to IFB 210227 for Radiation Detection Equipment and Accessories. Based upon our evaluation, your bid has been deemed non -responsive, as follows: Pursuant to Section 1.14, BRAND NAMES, the following is staled: 1.14. BRAND NAMES - If and wherever in the specifications brand names, makes, models, names of any manufacturers, trade names, or bidder/proposer catalog numbers are specified, it is for the purpose of establishing the type, function, minimum standard of design, efficiency, grade or quality of goods only. When the City does not wish to rule out other competitors' brands or makes, the phrase "OR EQUAL" is added. When bidding/proposing an approved equal, Bidders/Proposers will submit, with their response, complete sets of necessary data (factory information sheets, specifications, brochures, etc.) in order for the City to evaluate and determine the equality of the item(s) bid/proposed. The City shall be the sole judge of equality and its decision shall be final. Unless otherwise specified, evidence in the form of samples may be requested if the proposed brand is other than specified by the City. Such samples are to be furnished after foiinal solicitation opening/closing only upon request of the City. If samples should be requested, such samples must be received by the City no later than seven (7) calendar days after a formal request is made. GROUP 1: Bid Item 1.1: Radiation Detector, Personal, as or approved equal to RadEye PRD: Regarding the following product, Canberra Industries, Inc., URAD-PLUS-R/B, the City has determined that this product is not an approved equal to the specified Thermo Fisher Scientific's RadEye PRD, Supplier Part No. 4250671, for the following reasons. 1) Response Time: Response time is the amount of time it takes for the unit to reach 90% of the full reading and alarm. The RadEye has a response time of 1 second compared to the Canberra that has a response of 4 seconds: a. Canberra URAD-PLUS-R/B: Canberra UltraRadiac-Plus Personal Radiation Monitor Specifications Brochure, Page 2, Detector, Response Time, Achieves 90% of final reading in four seconds 2) Sensitivity: Sensitivity is the overall efficiency of the detector. The RadEye PRD has a sensitivity factor 214.29 times greater than the URAD-PLUS-R/B, due specifically to the Scintillation Detector technology in the RadEye PRD versus the Geiger -Mueller Tube technology in the Canberra URAD-PLUS-R/B. Greater sensitivity means the radiation can be detected at a greater distance. a. Canberra URAD-PLUS-R/B: Canberra UltraRadiac-Plus Personal Radiation Monitor Specifications Brochure is silent with respect to the sensitivity of this unit. Per Canberra's 10/12/10 e-mail response (attached) regarding the sensitivity of this unit: cps at 1 pSv/h (100 prem/h), 662 keV, URAD-PLUS-R/B: 0.7 150 4. 0.7 = 214.29 As a result, your bid for Group 1 has been deemed non -responsive.
