A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT REIMBURSEMENT GRANT
AWARD FOR THE TERM BEGINNING OCTOBER 1, 2010 THROUGH
SEPTEMBER 30, 2011 IN THE AMOUNT OF NOT TO EXCEED TWENTY-SIX
THOUSAND FIVE HUNDRED AND THIRTY SEVEN DOLLARS ($26,537) FROM
MIAMI-DADE COUNTY'S OFFICE OF GRANTS COORDINATION
ADMINISTERING THE STATE OF FLORIDA FUNDING FOR THE FEDERAL
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (THE "GRANT")
FOR THE CITY OF MIAMI'S ("CITY") SCHOOL RESOURCE OFFICER PROJECT
(THE "PROJECT"); ESTABLISHING A NEW SPECIAL REVENUE PROJECT
ENTITLED: "SCHOOL RESOURCE OFFICER PROJECT FISCAL YEAR
2010-2011" AND APPROPRIATING THE GRANT FUNDS, IN THE AMOUNT OF
NOT TO EXCEED TWENTY-SIX THOUSAND FIVE HUNDRED AND THIRTY
SEVEN DOLLARS ($26,537) FOR THE CITY'S DEPARTMENT OF POLICE;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND TO EXECUTE,
AFTER CONSULTATION WITH THE CITY ATTORNEY, THE RELATED GRANT
DOCUMENTS, AND ALL OTHER NECESSARY DOCUMENTS IN ORDER TO
IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF AND COMPLIANCE
WITH SAID GRANT FOR SAID PURPOSES; FURTHER AUTHORIZING THE CITY
MANAGER, AFTER CONSULTATION WITH THE CITY ATTORNEY, TO
NEGOTIATE AND TO EXECUTE ANY EXTENSIONS TO SAID GRANT FOR
SIMILAR PERIODS. FOR THE SAME AMOUNT AND SAME TERMS AND
CONDITIONS.
WHEREAS, the City of Miami ("City") has a strong interest in reducing truancy in its City
schools; and
WHEREAS, the City's Department of Police will continue its efforts in the Resisting Aggression
Defensively Program (RADKids) in targeted schools within the City; and
WHEREAS, the School Resource Officers will provide crime prevention educational classes to
all targeted schools; and
WHEREAS, truancy efforts will be directed to middle and high school age youth; and
WHEREAS, the City has received a federal reimbursement Edward Byrne Memorial Justice
Assistance Grant (the "Grant") in the amount of not to exceed Twenty -Six Thousand Five Hundred
and Thirty -Seven Dollars ($26,537) from Miami -Dade County, through the Miami -Dade Office of
Grants Coordination administering the State of Florida funding of the Federal Grant program; and
WHEREAS, this Grant award does not require any local match, but does require the City to

first expend the funds to be later reimbursed; and
WHEREAS, said Grant program is for the period of October 1, 2010, through September 30,
2011;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby
adopted by reference thereto and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized to accept the reimbursement grant award for the
term beginning October 1, 2010 through September 30, 2011 in the amount of not to exceed
Twenty -Six Thousand Five Hundred and Thirty -Seven Dollars ($26,537) from Miami Dade County's
Office of Grants Coordination administering the State of Florida funding for the Federal Edward Byrne
Memorial Justice Assistance Grant (the "Grant") for the City's School Resource Officer Project (the
"Project").
Section 3. The following new Special Revenue Project for the City's Department of Police is
established and resources are appropriated as described below:

Section 4. The City Manager is authorized {1} to negotiate and to execute, after consultation with
the City Attorney, the related Grant documents and all other necessary documents in order to
implement the acceptance and administration of and compliance with said Grant for said purposes.
Section 5. The City Manager is further authorized (1}, after consultation with the City Attorney, to
negotiate and to execute any extensions to said Grant for similar periods for the same amount and
same terms and conditions.
Section 6. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1) The herein authorization is further subject to compliance with all requirements that may be
imposed by the City Attorney, including but not limited ,to those prescribed by applicable City Charter
and Code provisions.
{2) If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
