E V ED 2010 LEGISLATION DETAIL The City of Miami Police Department has been invited to participate in the FY 2011 Edward Byrne Memorial Justice Assistance Grant Program. Attached you will find a Certificate of Participation which needs to be executed and signed by the Chief of Police. This certificate indicates that the city's allocation for this grant is $53,075. Monies previously awarded to the department under this grant were used to fund the Records Improvement Program and the School Resource Officers Program. Last year these programs were funded in the amount of $48,651.00; $24,325.00 for the School Resource Officer's Project and $24,326.00 for the Records Improvement Project. Please note that this year local agencies are not required to provide a cash match for awarded federal funds. MA 2161//N ENCI [RECEWW1 If we wish to participate, we must choose to provide services in one or more of the three predetermined program areas. These areas are: School Resource Officer; Record Improvement and/or Domestic Violence. This decision, as well as the execution of this certificate must be made no later than close of business on May 28th. 2010. Upon completion of the form, it must be faxed to Ms. Michaela Doherty, Special Projects Administrator at the Office of Grants Coordinator for Miami -Dade County, at 305-375-4049. Once the Certificate of Participation is received, a Conference Call Schedule and a Sample Approval Letter, which is to be signed by our Mayor, will be forwarded. The application for this funding needs to be submitted by June 11 thi:2010. Staff .from the Office of Community Advocacy will be contacting us to review and discuss our completed proposed program narrative and budget. Our recommendation would be, given that both programs previously funded would benefit from these monies, is to go ahead and request funding for both the' School Resource Officers Program and the Records Improvement Program. Additionally,we would recommend that like in the past, the funding be divided equally amongst the two prograis. This would give each program a total of $26,537.50. After you have chosen the program area(s), please return the form to Maria Gonzalez in the Business Management Section so that she may process the Certificate. As part of the fourth largest school district in the nation, the actual number of students represented by these statistics is significant. Students are faced with multiple environmental factors that increase their risk of delinquent behavior and academic underachievement, including the following: • Poverty: The City of Miami has consistently been ranked among the five poorest of the nation's large metropolitan areas. 23 % of Miami's families live in poverty, representing 34% of all MDCPS students. • Single -headed female households: As of the 2000 Census, 20% of 262,550 households with children under 18 in Miami Dade were headed by a single mother. • High minority and immigrant populations: The Miami -Dade County Public School System (MDCPS) has 25% of its students foreign born from 156 countries and with over 67% speaking English as a second language in the home'. Overall, minorities comprise 80% of Miami Dade residents. • Low educational attainment within the community: Only 22% of Miami -Dade County residents have a bachelor's degree or higher compared to 34% nationally. • Low graduation rates: In 2006, Miami Dade had a 58% graduation rate, significantly below the 70% national average, and contributing to the lowest state graduation rate in the country. • Crime: as of 2009, the City of Miami is listed as the third most dangerous city in the nation. Gang Violence is a widespread problem, involving youth in deadly and illegal activities daily. (U.S. Census Bureau, Census 2000, www.uscensus,00v, Washington D.C., dadeschools.net, Forbes 2009). The primary concern of Miami's School Resource Officers is truancy. During the regular school year, approximately 15 youth are picked up for skipping school in each of the three MPD's Districts on a daily basis. However, as a result of the current economic conditions which have led to a freeze on overtime in the City of Miami, targeted truancy sweeps were conducted on a limited basis. During these targeted sweeps typically 30 to 40 youths are picked up. Truancy is one of the City's greatest concerns, involving youth who attend public middle and high schools. Contributing factors include lack of academic achievement, perceived limited job opportunities for the future and low self-esteem. In addition, youth also demonstrate risk factors that include, family history of problem behavior and family conflict, academic failure beginning in elementary school, lack of commitment to school, rebelliousness, friends who engage in problem behavior and favorable attitudes toward problem behavior. Program Description: In the upcoming grant year, the City of Miami School Resource Detail will conduct truancy sweeps in targeted areas throughout the three MPD Districts. This would bring about a more intense group effort by involving not only the current three School Resource Officers, but also our other Community Affairs officers. In addition to the prevention and education classes provided by MDP School Resource Officers in all targeted schools, all truants will be required to participate in one of the three Team Building, Communication and Problem Solving Events which will take place during this grant period. These activities will provide enhanced lessons on trust, self-esteem, problem solving and team building, which will include but not be limited to role-play, motivational speakers and videos. SRO's will also conduct prevention sessions for the length of the grant with truants and their parents. Assessment will be conducted to determine the need for services for the youth and their families. Youth are frequently referred to alternative activities such as the Police Athletic League. To equip younger youth with necessary safety and awareness skills, the MPD will teach the Resisting Aggression Defensively Program (RADKids) curriculum in 10 of the City's elementary schools. The RADKids curriculum is structured to address self defense and self awareness in today's youth. In addition it provides youth with healthy techniques on how to deal with aggression. All classes are typically held in 8 hour sessions on the weekend. Classes may be held at City owned Parks, the City of Miami Police Department or the schools. JAG funds will be utilized to pay for overtime for the School Resource Officers, providing the activities listed above.
