It is respectfully recommended that the City Commission accept the recommendation of the City Manager
approving the findings of the Evaluation Committee, pursuant to Request for Proposals ("RFP") 244233, for
Medical Stop Loss Insurance Services, andto authorize the City Manager, after consultation with the City
Attorney, to negotiate a Professional Services Agreement (PSA) with Connecticut General Life Insurance
Company (CIGNA), in substantially the attached form, for the Department of Risk Management, for a period
of two (2) years with options to renew for three (3) additional one year periods. Allocating funds from the
various sources of funds of the user department, subject to availability of funds and budgetary approval.
Background Information:
On September 20, 2010, RFP No. 244233 was issued with responses due to the Office of the City Clerk by
October 15, 2010. Only one (1) proposal was received. The Evaluation Committee appointed by the City
Manager, recommended that the City negotiate a contract, in substantially the attached form, with
Connecticut General Life Insurance Company (CIGNA). The City Manager concurred with the
recommendation of the Evaluation Committee.
